1933 JUN 28 CC MIN204 U . El Segundo, California. June 28th, 1933. A regular meeting of the City Council of the City of E1 Segundo, 6alifornia, was called to order at 7 :00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Krimmel and Mayor Binder. Councilmen Absent: Love and Selby. READING OF MINUTES OF PREVIOUS N1EETING. The minutes of the regular meeting held on the 21st day of June, 1933, were read. No errors or omissions appearing, it was moved by Councilman Krimmel, seconded by Councilman Gerow, that the minutes be approved as read. Carried. WRITTEN C01,20UNICATIONS. The following communications were read and disposed of as indicated: LEAGUE OF CALIFORNIA NUNICIPALITIES, dated June 22nd, 19339 advising that it can say almost with certainty that from the gasoline tax funds accruing to the Department of Public Works of the State of California, in October, 1933, approximately $730,000.00 will be allocated to cities and that such information is given at this time so that the Council may make a definite calculation with regard to its budget. Ordered filed. H. C. Sl:.rL=, M. D., District Health Officer, dated June 23rd, 1933, being a report of the Department of Health of the County of Los Angeles as Health Officer of the City of E1 Segundo of its activities within said City during the month of lay, 1933. Ordered filed. CITY COUNCIL, CITY OF LNGLEWOOD, CALIFORNIA, dated June 23r4d, 1933, inviting the citizens of El Segundo to partake of inglewood's hospitality and to celebrate the Fourth of July with said City at Centinella Park, beginning at 9:00 A. M. and concluding at midnight of the same day, during which hours baseball games, band concerts, horseshoe, checkers and bowling tournaments, swimming, vaudeville show, fireworks display, dancing and other events will be under way. Ordered filed. SILAS P. RICE, dated June 23rd, 1933, requesting consideration in connection with the annual audit of the municipal books and records. by general consent the Clerk was instructed to place the applicant's name on his mailing list and to advise him that he will be informed of the approximate date the Council will receive bids for the work mentioned. L.,W. BABCOCK, dated June 26th, 1933, being an application for permit to erect and operate a billboard on the right of way of the Atchison, Topeka and Santa Fe Railway Company, at the.Southwest corner of Imperial Highway and Inglewood- Redondo Road. It appearing that the Street Superintendent approves the con- struction at the location mentioned and that the applicant has tendered his check in the sum of 010.00 in payment of the license fee required by the City of hl Segundo, and it appearing further that the proposed sign is for temporary use only and will.be taken down on or about July 6th, 1933, it was moved by Councilman Krimmel, seconded by Councilman ,erow, 2i' that L. W. Babcock be and he is hereby granted permission to erect an advertising billboard on private property at the Southwest corner of Imperial Highway and InglewoodeRedondo Road within the City of yl Segundo, California, for a period not exceeding fifteen days, provided said sign is erected and maintained in a manner satisfactory to the Street Superintendent of the City of E1 Segundo, and provided further that there is paid into the City Treasury of the City of El Segundo the sum of ;10.00 as license fee for such permit, as required by Ordinance No. 45 of the City of El jegundo. CALIFORNIA 1XNICIPAL UTILITIES ASSOC LOTION, dated June 26th, 1933, requesting the Council to send a telegram to Secretary of commerce, rnarold L. Ickes, Washington, D. C., urging that officer to seriously consider the sugTestions of the California Municipal Utilities Association relative to the matter of State Director under the National Industry Recovery Act. No action taken and the communication was ordered filed. ORAL COLMIUNICATIONS. Cdr. A. L. Owens, Superintendent of 'Traffic of the ivotor Coach Company, requested the Council to reconsider its former action, wherein it refused to erect certain railroad crossing signs on the Coast rsoulevard, adjacent to the Pacific Electric Railway Company crossing in said Highway, inasim ch as the California Vehicle Act makes it incumbent upon cities to erect advance warning signs, which are necessary before said Motor Coach Company may erect "Exempt" signs authorized by the nailroad Commission of the State -of California. •It• appearing that the communication of June 5th, 1933, of the Automobile Ulub of 6outhern California was misunderstood by the Council, and that it is _)roper at this time to comply with the request of iur. Owens, it was moved by Councilman-Krimmel, seconded by Councilman Gerow, that the following resolution be adopted: "WHE-REAS, the Uity Council of the City of yl Segundo, did heretofore, at its meeting of June 14th, 19339 express the intention of said Council to erect no warning signs at the cost of said City at the intersection of the Coast Highway with the spur track of the Pacific Electric Railway crossing said highway within said City; AND WBF_3E1%.S, said Council is now more fully advised with reference to the said matter and desires to rescind its said action and to provide for the erection of the warning, signs as provided by law; NOW 2-_ 'REFORE, RE IT RESOL'CD, that the Street Superin- tendent of said amity be and he is hereb^ authorized and instructed to cause warning signs to be erected upon said Coast Highway on each side of said spur track crossing as contemplated by law, at a cost not to exceed .39.00 ". The foregoing resolution was adopted by the following vote: Ayes: Councilmen lerow, Krimmel and T::ayor Binder. Noes: Councilmen hone. Absent: Councilmen Love and Selby. none. The City Attorney* reportinn in connection with the Arizona Drive improvement proceeding, advised of receipt of a letter from Southern Ualifornia L dison Company, with respect to waiving, the deposit in Superior Court of the total amount of such claim as said Company may have 004 against the City of E1 Segundo by reason of the removal .of•its pole line existing in said thoroughfare; that the waiver is not entirely satisfactory to him but that he feels it may be amended so as to be; satisfactory following a conference which he plans with the legal department of said Company; that upon the adjustment of this difficulty he will appear before the presiding Judge of the Superior Court and make his request for immediate possession, all of which he anticipates will be done before the next regular meeting of the Council. Subsequent to this report, it was moved by Councilman Krimmel, seconded by Buayor Binder, that the following resolution be adopted: "YEE -RZ,'S, the City Council of the City of E1 Segundo, California, desires to advertise for bids for the work of construction of the improvement of arizona Drive (Sepulveda Boulevard), through the City of E1 Segundo, at the earliest proper time; AND WzMRLA',S, said Council is desirous of expediting said matter; NOW TiMREF0117Z, M; IT PZMLTLD, that the City Engineer be and he is hereby instructed to present to this Council for its consideration, his final draft of the plans and specifications for said proposed improvement, to the end that said Council may be in a position to advertise for bids for the work at the earliest proper time ". Carried by the following vote: Ayes: Councilman Krim -Iel and Mayor Binder. Noes: Councilman Gerow. Absent: Councilmen Love and Selby. The Chief of Police announced the appointment of C. I. Hendrix as a Special Police Officer and requested the Council's approval of said appointment. Moved by Councilman Krimmel, seconded by Councilman Gerow, that the appointment of C. I. Hendrix as a Special Police Officer of the City of El Segundo by R. T. Hutchins, Chief of Police of said City, be and the same is hereby approved. Carried. The Chief of Police reported having attended a meeting of the Beach Coordinating Committee, representing cities from Long Beach to Santa b1onica; that there were fourteen representatives of cities present at the meeting; that the discussions had indicated that the County budget for life guard service and for keeping the beaches clean will be cut 50% during the next year, greatly hampering the work; that it was proposed to have the individual cities supply the deficiency in funds and that in the near future a representative of the Los Angeles County Playground Department will visit each of the beach cities to ascertain its particular needs and the extent to which it may be able to partici- pate in raising the funds required to continue theservice as at present. Mayor Binder reported having attended a meeting of the Public Works Coordinating Committee of the Los Angeles Chamber of Commerce, He spoke at length respecting the thoughts developed at said meeting relative to the administration of the funds which will be allocated to the State of California, pursuant to the provisions of the Industrial Recovery Act and it appearing to him that matters concerning the allocation and expenditure pf such funds are quite indefinite, owing to the fact that the Federal Administrator has not as yet been appointed and to the further fact that regulations have not been,promulgated from Washington, D. C., he stated that he would continue to attend all meetin;s of a similar nature in the future of which he 1s notified, so that the City may keep fully advised as to the interpretation of the Act and of this City's ability to participate in the distribution of Federal aid. UNFIN D BUSINESS. Councilman Selby appeared at the meeting at this point, the hour being 8:05 o'clock P. TIN: TO THE MANUFACTURE, DISTRIBUTION AND SALE OF CERTAIN BEVERAGES; 001.ASSIFYIN7 iM VARIOUS TYP'-S OF LICENSES; AND PRESCRI3ING THE AMOUNT AND YjANN:,R OF COLLECTION OF LICENSE FEES Tr EREUNDER which was introduced and read at a regular meeting of the City Council held on the 21st day of June, 1933, and reread at this meeting, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Krinaael, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Love. The City Attorney then read and submitted to the Council for its examination a Corm of application for beverage license for use in connection with the enforcement of the provisions of Ordinance No. 190 of the City of E1 Segundo. After satisfying itself as to said application for4i, it was moved by Councilman Krimael, seconded by Councilman Gerow, that Resolution No. 274, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, APPROVING A FORM OF APPLICATION FOR USE UNDER Try PROVISIONS OF ORDINANCE NO. 190 OF SAID CITY, RELATING TO THE MLNUFtiCTURE, BREWING, DISTRIBUTION AND SALE OF CERTAIN BETERAGES TEEREIN, which was read, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Love. At this point, the hour being 8:20 o'clock P.
