A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7:00 o'clock P. .:.. on the above date, in the Council Chamber of the City hall of said City, by Peter r., hinder, ":ayor. . The minutes of the regular meeting held on the 7th day of .tune, 1933, were read. No errors or omissions appearing, it was moved by Councilman belby, seconded by Councilman uerow, that the minutes be' approved as'read. Carried. 7rRI=N COMIUNICATIONS). The following communications were read and disposed of as indicated: 'lL B. BEATTY, Chief Clerk, i3oard of Supervisors, dated June 6th, 1933, being a letter of transmittal, with copies of resolutions adopted bl- the board of Supervisors of Los Angeles Count* on the 5th day of .tune, 1933, through which said resolutions said : 3oard of Supervisors allocates to the cost of the proposed improvement of Sepulveda :3oulevard within the Oity of !!,1 - egundo, the sum of 413,000.00 from the especial Road Improvement Fund of the Uounty and the sum of X27,000.00 from the mood Roads Funds of the Uounty. Ordered filed. LSA'UI-: 0= CALIFOIRNIA �IMICIPALITMS, dated June 10th, 1933, transmittin, statements explanatory of the iational Public orks program and recommending that this City file oath the Lea.--ue of California Lunicipalities completed questionnaire respecting; public works which it may contemplate and which are eligible for participation in the portion of the fund which will be allocated to the State of California under the provisions of the National Public r,orks bill. The data submitted being concise and difficult of interpr,:tation, by general consent the City Clerk was directed to interview Supervisor Guinn and other public officials, who might be able to throw light upon the subject, so that this City might determine whether or not such projects as it contemplates would be eligible for participation in the funds to be distributed by the Federal Government. ORAL COLUMIC.LTIONS. Mr. Matt Roncevich addressed the Council relative to employment by the City and was directed to register for stabilization work, inasmuch as there is not city cork available at this time. Mir. H, n. Crowell, representing Gold Crest Rebekah Lodge, inquired when the said Lodge may again be permitted to use the auditorium and whether or not the rental charge-for the building will be increased at that time. He was advised b• the i,,ayor that the last time the Council discussed the matter, it was hoped various organizations within the City would be able to cooperate in acg7airing cth --r quarters; that the ',ol ncil had not definitely decided whether or not the lodges would be aga_Ia permitted to use the auditorium, inasmuch as the amity has a use for the same, but it was felt if permission to use is granted the lodges, there will be a slight increase in the rental charge. SPECIAL ORDER OF BUSINESS. The matter of further consideration of the award of a contract for performing ublic pound service and the duties of poundmaster in the City of L1 Segundo, having been made a Special Order of Business for this meeting, b, 19, the Mayor at this time stated that the Council would proceed to the discussion of the said matter. The City Clerk announced that he had received a written proposal from Inglewood Humane Society, Inc., Vith reference to the subject, where- upon it was moved by Councilman Krimmel, seconded by Councilman Love, and unanimously carried, that the said proposal be opened, examined and .publicly declared. The City Clerk thereupon read said proposal from the said Inglewood Humane Society, Inc., which was dated the 8th day of June, 1933, and the Council proceeded to discuss the matter of said proposal and the general subject therein referred to; whereupon Councilman Gerow introduced and moved the adoption of Resolution No. 273, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY,OF EL SEGUNDO, CALIFORNIA, AWARDING A CONTXXT TO INGLEWOOD HUMANE SOCIETY, INC,, A CORPORATION, FOR-FURNISHING PUBLIC POUND SERVICE, INCLUDING TIE FURNISHING OF A PUBLIC POUND AND PEERFORKING THE DUTIES OF POUND RASTER IN AND FOR SAID CITY FOR A PERIOD FROM THE DATE OF SUCH CONTRACT TO AND INCLUDING THE 31ST DAY OF MARCH, 1934. which was read. The motion to adopt said resolution was seconded by Councilman Krimmdl, and was carried and said resolution was adopted by the following vote: Ayes: Councilmen Gerow, Krimmel, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. R ;PORTS OF STANDIDIG CORMITTEES. None. REPORTS OF OFFICERS AND SPECIAL COJITTEF.S. The City Attorney read portions of the Peterson Bill, also known as Assembly Bill No. 2336, which was enacted into law by the State Legislature and provides for the sale of beverages within the State of California, after which he explained to the Council its rights relative to the adoption of ordinances respecting the sale of beverages within the City of E1 Segundo. The City Attorney reported progress in the matter of obtaining waivers from certain of the utilities affected by the proposed opening, widening and improvement of Arizona Drive - also sometimes known as Sepulveda Boulevard within the City of E1 Segundo - as respects the depositing in court of the full amount of the estimated damages which may be sustained by such utilities. Reporting respecting the request of Automobile Club of Southern California that the City of L1 Segundo,pay the cost of the erection of railroad warning signs on the Coast Boulevard, which said matter was referred to the City Attorney at the last regular meeting of this Council, the said City Attorney quoted from Section 135 of the California Vehicle Act, as follows: "- - - - - - - nor shall motor vehicles carrying passengers for hire•be required to stop at spur track crossings where, with the•.apprbval of the Railroad Commission, distinctive-'signs are displayed. indicating that no stop need be made unless a train is approaching ". It appearing that the request of the Automobile Club of Southern California is one for the benefit of the Motor Carrier's Association of San Francisco and of no benefit to the City of El Segundo, it was moved by Councilman Love, seconded by Councilman Selby, that the City Clerk be directed to advise the Automobile Club of Southern California, that pursuant to the .request set forth in its letter of June 5th, 1933, addressed to R. T. Hutchins, City Engineer, the City Council of the City of El Segundo grants permission for the 1981, erection, on the Coast Boulevard adjacent to the Pacific Electric spur track crossing on said highway, of such signs as it desires to erect, which may be lawful under the provisions of the California vehicle Act, provided however, that no cost in connection with the erection or maintenance of said signs attach to or be assumed by the City of E1 Segundo. Carried by the following vote: Ayes: Councilmen Gerow, Krimme1, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None, The City Clerk reported to the Council that Warrant No. 21428, drawn on the General Fund in amount of 50¢, dated December 7th, 1932, payable to Southern California Freight Lines, Ltd. remains uncalled for in his office. It was thereupon moved by Councilman Selby, seconded by Councilman Gerow, that the following resolution be adopted: WBEM S, the City Clerk has reported to this Council that Warrant No. 21428, in amount of 50¢, drawn on the General Fund payable to Southern California Freight Lines, Ltd. has not been delivered to said Southern California Freight Lines, Ltd., NOT THEREFORE, HE IT RESOLVED, that said w arrant No. 21428 shall be and the same is hereby directed to be withdrawn; that the moneys represented thereby shall be deemed as remaining in the fund upon which said warrant kas drawn, and that said warrant be cancelled, and that no further action be taken by this Council with reference to the funds represented by said warrant unless, on subsequent demand therefor, the right of claimant thereto shall be established to the satisfaction of this Council. Said resolution was adopted by the following vote: Ayes: Councilmen Gerow, Krimmel, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. UNFINISBED BUSINESS. Moved by Councilman Gerow, seconded by Councilman Love, that Ordinance No. 189, entitled: AN EMERGENCY ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REPEALING ORDINANCE NO. 150 OF SAID CITi' PASSED AND ADOPTED ON TIM 171H DAY OF AUGUST, AA D., 1928, which was introduced and read at a regular meeting of the City Council held on the 7th day of June, 1933, and reread at this meeting, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None, NE"J BUSINESS. None.
