July 26th, 1933
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7 :00 o'clock P.M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Krimmel, Love, Selby and Mayor Binder,
Councilmen Absent: None
RIDING OF XJ=ES OF PREVIOUS MATING.
The minutes of the regular meeting held on the 19th day of July, 1933,
were read. No errors or omissions appearing, it was moved by Councilman
Love, seconded by Councilman Selby, that the minutes be approved as
read. Carried.
'ViRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
CHAPJ.ES K01-11.ER, dated July 26th, 1933, being an application for a house
moving permit. The applicant having complied with the requirements of the
Ordinances of the City of El Segundo respecting applications for house
moving permits and having deposited the required sum with his application,
it was moved by Councilman Love, seconded by Councilman Gerow, that
Charles Koeller be and he is hereby granted a permit to remove a one story frame
building from its present location, No. 137 Sierra Street, E1 Segundo,
to a point outside said City, said building while in process of
removal to be routed as follows: Northerly on Sierra Street to East
Franklin Avenue, thence Westerly on East Franklin Avenue to Main Street,
thence Northerly on Main Street to Imperial highway, thence easterly on
Imperial Highway to Inglewood- Redondo Road; it being provided, however,
that such removal shall take place between midnight this date and 4:00
A. 1% July 27th, 1933, and that such removal shall be prosecuted to the
satisfaction of the Street Superintendent and Chief of Police,
respectively, of the City of El Segundo.' The foregoing motion was
carried unanimously.
IZA1,7U OF CALIFORNIA 2dMICIPALITIES, dated July 21st, 1933, calling
attention to said League's endeavors to protect the interests of the
amities of the State of California by having eliminated from the State
Sales Tax Measure the provisioli that sales taxes apply to municipal
purchases. Order filed.
XM YARKOVICH, application for "On'Sale" beverage license covering
the premises, situated, 711 West Pine'Avenue, E1 Segundo, California.
Following brief discussion, by general consent, action respecting
this application was deferred until the further pleasure of this Council.
RbYiMND V. DARBY, :;AYOR of the CITE OF INGLEWOOD, CALIFORNIA,
dated July 20th, 1933, extending an invitation to the Mayor and
Councilmen of the City of E1 Segundo to attend the Centinela Days
Celebration from July,31st to August -5th inclusive, 1933, at Inglewood,
California. The Clerk was directed to acknowledge receipt of the
invitation and to advise Mayor Darby that as many of the Councilmen
as find it possible Ae-do so will attend the celebration.
HON. FRALIMIN D. ROOSET -LT, dated July 27th, 1933, being a request
that the President's Reemployment Agreement authorized by Section 4 -A
National Industrial Recovery Act be executed and delivered to the
Department of Commerce at San Francisco, California. Although it
appeared from the discussion which followed, that the City of
E1 Segundo has been complying substantially, for a great many
months, with the provisions of the agreement submitted, it was
moved by Councilman Love. and seconded by Councilman Krimmel
that Peter E. Binder, Mayor of the City of E1 Segundo, be and
he is hereby authorized and directed, on behalf of said City,
to execute the President's Reemployment Agreement and cause the same
to be forwarded to the Department of Commerce at San Francisco,
California. The said motion was carried by the following vote:

PETITION OF Lam. J. N. JOUETT and 146 O- FIERS, reciting that
during the week the distribution of price change lists by the
Red and White Store, E1 Segundo, had been ordered stopped by the
police department of said City, as such distribution was in
violation of Ordinance No. 165, which prohibites the distribution
of advertising matter within the City of E1 Segundo and requesting
that said Ordinance be amended-or repealed so as to enable
residents of the City of E1 Segundo to receive such price change
lists weekly. Following a lengthy discussion, it was moved by
Council Krimme1 and seconded by Councilman Love that the CYty Clerk
prepare a notice relative to the facts in the matter and that
he have the same published on the front page of the E1 Segundo
Herald, said notice to contain the statement that the Council may
repeal its Hand -bill Ordinance unless the citizens of the City
register their objection to such repeal. The motion was carried
by the following vote:
Ayes: Councilmen- �;erow, hri=l, Love, Selby and Mayor Binder.
Noes: 'done.
Absent: Prone.
ORAL COU'UNICATIOP:S.
...essrs. J. Freeman and 'Thomas Kincaid, each addressed the
Council seeking employment by the City of El Segundo. It was
suggested that their names be added to the list of unemployed and
they were directed to interview the Street Superintendent further
respecting the matter.

The City clerk announced receipt from the County of Los Angeles
of the sum of y;40,000.00 for use in connection with the proposed
opening, widening and improvement of Arizona Drive (Sepulveda 3oulevard)
within the City of E1 Segundo.
The Citll - n7ineer reported that he has examined the Crossing
Agreement submitted by the Pacific ::lectric Railway Company
respsctin- its crossing at Arizona ',,rive and -1 Segundo Boulevard,
which said crossing shall require reconstruction if and when Arizona
Drive is.improved as contemplated, said Crossing Agreement having
been handed to him by the City Attorney at the last regular meeting
of this Council, to be checked as to its provisions.. He stated that
said a reement is satisfactory to the Lngineering Department of the
City of El Segundo so far as its engineering features are concerned
and that he is now returning the instrument to the City attorney for
checking as to its legal provisions..
The City Attorney reported progress in connection with his
negotiations with the Southern California Edison Company for a waiver
of the necessity to deposit in court sufficient moneys to compensate

said company for such costs and expenses as it may incur in the
removal and /or replacement of its pole lines, which will be
affected by the proposed improvement of Arizona Drive (Sepulveda
Boulevard) within the City of E1 Segundo. Lengthy discussion
followed this report and at the close thereof the City Attorney
was directed to make application to the Superior Court of the
County of Los Angeles for an immediate possession order in
connection with the Arizona Drive (Sepulveda Boulevard)
improvement matter in the event he is successful in his said
negotiations with the said Southern California Edison Company.
Failing in this endeavor, he was instructed to await the further
action of this council at its next regular meeting.

NEW BUSINESS.
The City Clerk advised the Council that the terms of office
of 3eorge Love and Peter E. Binder as Trustees of E1 Segundo Public
Library had expired June 30, 1933, and that pursuant to the provisions
of Section 3 of Ordinance No. 170, of the City of E1 Segundo, it
becomes the duty of the Mayor by and with the consent of the City
Council to appoint Trustees to fill the vacancies created. The
Mayor then announced the appointment of George Love and Peter E.
Binder as members of the Board of Library trustees of the City of
E1 Segundo, California, each to serve for a period of three years,
their terms terminating June 30th, 1938. Thereupon it was moved
by Councilman Gerow, seconded by Council Krimme1 that the
appointment by the Mayor of George Love and Peter E. Binder as
members of the Board of Library Trustees of the City of E1 Segundo,
California,•for a three year term ending June 30th, 1936, be and
the same is hereby consented to, ratified and approved. Said
motion was carried by the following vote.
Ayes: Councilmen Gerow, Love, Selby, Krimmel and bleyor Binder,
Noes: None.
Absent: None.
No further - business appearing to be transacted at this meeting,
it was moved by Councilman Selby, seconded by Councilman Gerow, that
the meeting adjourn.
