A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Love, Selby and Mayor Binder.
Councilmen Absent: Krimmel.

The minutes of the regular meeting held on the 5th day of July, 1933,
were read. No errors or omissions appearing, it was moved by Councilman
Selby, seconded by Councilman Gerow, that the minutes be approved as read.

ME-L,L ELECTRIC COu:FANY, dated July 10th, 1933, recommending a
lighting system for the Council Chamber of the City Hall. Moved by
Councilman Selby, seconded by Councilman Love, that Brewer Radio & Electric
Shop, be authorized to install ift the Council Chamber of the City Hall
two totally indirect lighting units and lamps as recommended by the General
Electric Company in its letter dated July 10th, 1933, directed to the City
Clerk, such installation to be subject to approval by the Council after
trial and at a total cost of not to exceed $50.00. Carried by the following
vote:

Council for permission granted said Lodge to use the City Hall Auditorium on
the evening of July 19th, 1933. Ordered filed.
STATE ASSOCIATION OF CALIn:RNIAARCHITLCTS, calling attention to
..ssembly Bill No. 2391, and proffering its services in event this City is
not equipped to immediately comply with the provisions of said Act. Ordered
filed.
CALIFORr1IA h' TICIPAL UTILITIES ASSOCIATION, dated July 8th, 1933,
referring to a meeting held by said Association at San Francisco, California,
July 7th, and quoting $ resolution adopt::d at said special meeting, protesting
State taxation of any municipal receipts and requesting that this Council
adopt a similar resolution. Thereafter it was moved by Councilman Selby,
seconded by Councilman Love, that the following resolution be adopted:
"MEREAS, the principle of exemption from taxation
of States and State agencies has been universally recognized
by the Federal Government and by all individual states;
NOW THEREFORE, �E IT RESOLVED, by the City Council of
the City of E1 Segundo, California, that this Council go on
record as opposed to State taxation of any municipal receipts;
and

resolution be forwarded to 8titator J. W. McKinley and
Assemblyman Sam M. Greene."
The foregoing resolution was adopted by the unanimous vote of the City
Council present.

The Chief of Police announced the revocation of the appointments of
S. B. Patterson, D. McKinley, T. Kincaid and J. W. Freeman as special
police officers.
The City Attorney reported progress in the Arizona Drive (Sepulveda
Boulevard) Condemnation Action, at which point it was moved by Councilman
Love, seconded by Councilman Selby that inasmuch as the City has started
work in the matter of the acquisition of rights of way and the improvement
of Arizona Drive (Sepulveda Boulevard) within the City of El Segundo, that
the City Clerk be authorized and directed to file a written request with
the Road Commissioner of the County of Los Angeles for payment to the
City of El Segundo of the sum of 3139000.00 from the Special Road
Improvement Fund of the County of Los tlngeles and of the sum of 427,000.00
from the Good Roads Fund of the County of Los Angeles, all as per
resolutions of the Board of Supervisors, adopted on the 5th day of June,
1933. Carried by the following vote:
Ayes: Councilmen Gerow, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Kriamel.
Mayor Binder reported having conferred with County officials
respecting an allocation of funds from the County Treasury for the purpose
of widening and improving a portion of the Coast Boulevard, within the
CitVr of El Segundo and that he felt such a request, if made to the Road
Commissioner of the County of Los Angeles, would be looked upon with favor;
thereupon it was moved by Councilman Selby, seconded by Councilman Love,
that the City Clerk be and he is hereby authorized and directed to request
the Board of Supervisors of Los Angeles County to make an appropriation
co7gring the cost Of :pia - -rd improving a portion of the Coast
Highway within the City of E1 Segundo, and in view of the fact that it is
understood the City of Los bngeles will widen the portion of said highway
within its limits and adjacent to the City of El Segundo, that a copy of
the request herein ordered,.be made be sent to Vii. E.• Brown, District
Engineer, City of Los Angeles Engineering Department, Sawtelle, California.

UNFINISHED BUSINESS.
The City Engineer reported having made an estimate of the cost of
erecting a grand stand at the E1 Segundo High School baseball grounds
and that he felt the same could be constructed at a cost not to exceed
$250.00. It was thereupon moved by Councilman Selby, seconded by Council-
man Gerow, that the City Clerk be and he is hereby instructed to draft
a communication to the Trustees of El Segundo High School and make
inquiry if the baseball grounds at said High Schogl might be leased by
the City for a nominal sum. Carried by the following vote:
Ayes: Councilmen Gerow, Love, Selby and Mayor Binder.
Noes: Councilmen NoAe.

It was thereupon moved by Councilman Gerow, seconded by Councilman
Selby, that in view of the report the City Engineer has made to this
Council this date to the fact that the amity Hall has been repaired in
accordance with recommendations and that said building may now be put to
customary use, the order abandoning the use of the auditorium-in-said City
hall building for parties, dances, lode meetings and other purposes, adopted
by this Council April 3rd, 1933, be and the sane is hereby annulled,
effective this date. Carried by the following vote:
Ayes: Councilmen Gerow, Love, Selby and L-ayor Binder.
Noes: Councilmen None.

Loved Ir, Councilman Love, seconded by Councilman Selby, that Neva
I.I. Elsey be. and she is hereby granted her customary annual two :weeks
vacation beinning July 17th, 1933. Carried.
Moved by Councilman Love, seconded by Councilman Selby, that letters
be directed to the = ._ayor and Councilmen of the cities of Lanhattan Beach,
hermosa Beach, and Redondo Beach, respectively, requesting that they
support the City of E1 Segundo in its application to the Board of Super-
visors for an appropriation -of funds to widen and improve that portion of
the Coast Boulevard lying within the City of L1 Segundo. Carried.
