A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, b:- Peter E.'Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Krimmsl, Selby and Mayor Binder.
Councilmen absent: Love.
REAbING OF h€IlJUIES OF MVIOLS IZETINGS.
The minutes of the regular meeting held on the 28th day of June, 1933,
were read. No errors or omissions appearing, it was moved by Councilman
Selby, seconded by Councilman Gerow, that the minutes'be approved as read.
Carried.
The minutes of the adjourned regular meeting held on the 29th day of
June, 1933, were read without error or omissions appearing and were approved
as read upon motion of Councilman Krimmel, seconded by Councilman Selby,
which carried.
WRITTEN CUII RiNICATIONS.
The following communications were read and disposed of as indicated:
INDLSTRIAL ACCIDENT CODl24fSSION, SATE OF CALIFORNIA, dated June 28th,
1933, calling attention to the fact that by reason of efforts made to provide
as much work as possible for the unemployed, some carelessness has developed
with respect to the condition of the tools, machinery and equipment furnished
men, who in many instances are not qualified to perform the particular work
assigned to them, and recommending that in order to minimize injuries and
deaths, that the work of these men be properly supe „vised and that such tools,
machinery and equipment as they are required to use, be carefully inspected
at regular intervals. Ordered filed.
CITIZENS RATE REDUCTION LEAGUE, dated June 28th, 1933, advising that
said organization is desirous, in the near future, of having a crew of solicitors
procure signatures to petitions protesting the present unreasonable telephone
rate situation in Southern California and requesting the cooperation and
assistance of the municipalities in the Southern portion of this State.
After discussion of the matter, during which it was brought out that the
Railroad Commission of the State of California is now giving consideration
to the matter of a reduction in telephone rates, it was moved by Councilman
Krinanel, seconded by Councilman Selby, tiu t the communication be 'placed on
file. Carried•

S. V. CORTELYOU, District Engineer, Division of highways, State of
California, dated June 30th, 1933, acknowledging receipt of certified copy,
in' duplicate, of resolution adopted by the City Council of the City of E1
Segundo, June 28th, 1933, and expressing the hope that at its meeting
July 5th, 1933, the Council will be in position to advertise for bids for
the doing of the work of improving Arizona Drive (Sepulveda Boulevard)
within the City of E1 Segundo.. Ordered filed.
CITY•OF SIERRA MADRE, dated July 3rd, 1933, forwarding copies of plans for
the distribution of Reconstruction Finance Corporation funds, now in use in
San Bernardino County, one of which plans said City advocates be adopted for
use with respect to the allocation of said funds in Los Angeles County and
suggesting that representatives of all municipalities within Los Angeles County
meet in the near future with the Board of Supervisors and representatives of
the State and National Governments for a full discussion of the subject.
On motion of Councilman Gerow, seconded by Councilman Krimme1, which carried
unanimously, the City Clerk was instructed to advise the City of Sierra Madre

that the City of El Segundo will cause its representative to attend eleeting
for the purpose indfcated, which the City of Sierra Madre or some other agency
may arrange for.

REPORTS OF OFFICERS Ahr.) SPECIAL COL11ITTKE
Mayor Binder reported that pursuant to previous discussions by members
of the Council, he had interviewed a aember of the Board of Trustees of E1
Segundo High School relative to the City leasing the High School baseball
grounds; that the Board member interviewed felt that some plan might be worked
out satisfactorily if the Council would makd its request by letter addressed to
the High School Board. Thereafter by general consent, the City Engineer was
instructed to prepare an estimate of the cost of erecting bleachers on the earth
banks adjacent to E1 Segundo High School baseball grounds and to report to this
Council at its neat regular meeting, after which the entire matter will be given
further consideration.
The City Clerk reported that Gold Crest Rebekah Lodge No. 357 had requested
permission to use the City Hall auditorium on the evening of July 19th, 1932.
It appearing that while repairing and redecorating of the City Hall may not be
entirely completed by the date indicated, yet the same will have progressed to
thelpoint where use of the City Hall Auditorium will not interfere with the work
or vice versa. It was moved by Councilman Gerow, seconded by 'Councilman Selby,
that Gold Crest Rebekah Lodge No. 357 be and it is hereby granted permission to
use the City Hall Auditorium on the evening of July 19th, 1933, no charge to be
made for such use. Carried by the "ollowing vote:

The City Treasurer reported that the July lst installments of principal
and interest on the bonds issued to represent assessor nts levied against
the Westerly 45 feet of the Easterly 90 feet of the Southerly 162.5 feet of
Lot 5, Block 105, being Assessment No. 156, and against the Easterly 45 fet
of the Southerly 162.5 fleet of Lot 5, Block 105, being Assessment No. 600, and
against the Westerly 44.03 feet of the Southerly 162.5 Teet of Lot 5, Block 105,
being Assessment No. 601, for the opening of certain new public streets within
the City of E1 6egundo, under Resolution of Intention No. 154, had not been
paid and are now delinquent, and asked what action the Council desired to take
in said matter. After consideration, it was moved by Councilman Krimmel,
seconded by Councilman Selby, that the following resolution be adopted:
WHEREAS, the City of E1 Segundo, California, did, on the 25th
day of November, 1927, acquire by purchase those certain street
improvement_ bonds designated as Street Improvement Bonds Nos, 12,
66 and 67, all Series B, for the-opening of Cypress and Other Streets,
under Resolution of Intention No. 154 of the City of E1• Segundo,
California, and is now the owner of said bonds; and
WHEREAS, this Council, after consideration, deems that the whole
amount of the unpaid remainder of said bonds, with accrued dnterest,
should be declared due and payable immediately, and that the
Treasurer should proceed to advertise and sell the real property
described in each of said bonds as security for the payment oC the
said pri nc ipal and interest;
NOVI TH=FOIE, BE IT-RESOLVED, that the City of El Segundo,
California, dons hereby demand and that on its behalf the City Clerk
demand in writing, said writing to be deldvered to the City Treasurer
of said City, that the said Treasurer proceed to advertise and sell
said lots or parcels of land unless the unpaid remainder of the
principal sum of said bonds, together with accrued interest, as
expressed in said bonds, is paid before such sale, and that in the
event such payment be made prior to such sale, together with any
cost which may have accured thereon, as provided by law, that then and
in that event the said Treasurer shall cause said bonds to be cancelled
as contemplated in the Act of the Legislature of the State of Cali -
ifornia under which said bonds were issued*

City Attorney Clyde Woodworth reported•having appeared before judge
Hartley Shaw, Presiding Judge of the Superior Court in Los Angeles County,
with reference to an immediate•possession order in the Arizona Drive
(Sepulveda Boulevard) z= improvement matter; that the .Judge was not satisfied
with the representations of the Attorney for one of the property owners affected;
that the said attorney had agreed to confer-with his principal for the purpose
of obtaining permission to make further representations which would be- -
satisfactory and that it was agreed that a further conference would be had
with the presiding judge within the next two weeks.
