A regular m sting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00'o'elock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor. `
ROLL CALL.
Councilmen Present: Gerow, Selby and Mayor Binder.
Councilmen Absent: Krimmel and Srlbpol.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 18th day of January,
1933, were read. No errors or omissions appearing, it was moved by
Councilman Selby, seconded by Councilman Gerow, that the minutes be
approved as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
H. C. SMIIF.'Y, M. D., District Health Officer, dated January 21st,
1933, reporting respecting the services rendered the City bf El Segundo
by the Los Angeles County Health Department during the month of December,
1932. Ordered filed.
RAL.'�'H G. DOW & COMPANY, dated January 23rd, 1933, being a report
of the examination of the books and records of the City of El Segundo,
for the period of October lst, 1932 to December 31st, 1932, which said
firm found to be correct. Ordered filed.
-TORRATME CHAMBER OF COMMERCE, dated January 21st, 1933, enclosing
copies of resolutions adopted by the Board of Directors of the Torrance
Chamber of Commerce and by the City Council of the City of Torrance,
requesting the directors of the Metropolitan Sanitation District to
expedite the construction of an outfall sewer into the Pacific Ocean.
By general consent the Clerk was instructed to acknowledge receipt of
the communication, to advise the Torrance Chamber of Commerce that the
City Council of the City of i:l Segundo is in accord with the efforts of
said Chamber of Commerce, and will cooperate to such extent as is reasonable
and consistent if and when its assistance may be desirable.
HOLLIS R. THOMPSON, Chairman, Gasoline Tax Committee, League of
California Lminicipalities, dated January 21st, 1933, being Bulletin No.
1, re Gasoline Tax Rind, enumerating the cities of the State of California
which have paid or have arranged to pay for the gathering of information
and data respecting the allocation to the cities of the State of California
of a portion of gasoline tax revenues, and indicating the amounts paid or
pledged by the respective cities named. Ordered filed.
ORAL COMMUNICATIONS.
Mr.'C. E. Kenney addressed the Council, requesting that the Chamber
of Commerce advertising billboard now standing adjacent to the intersection
of Imperial highway with inglewood- Redondo hoad, be repainted, relettered and
lighted, so as to direct vehicular traffic into the City of E1 Segundo; also
that a street light be installed over the - center of the intersection of
Imperial Highway and Roosevelt Highway, and that appropriate marks be placed
on the roadway of Imperial Highway adjacent to the intersection of said
thoroughfares to warn motorists at night and in particular in foggy weather
of the approach to said intersection.
The Mayor informed Mr. Kenney that the Council is not disposed to

relight the advertising sign near the intersection of Imperial Highway
and Redondo Road, but in lieu thereof anticipates sometime in the near
future the installation of a different type of traffic direction sign.
liowevet, by general consent it was understood that the Street Superintendent
will have'the words "SLOW" painted on the roadway of Imperial Highway at
appropriate locations easterly and westerly of the intersection of said
highway with iioosevelt Highway.
Xr. Yrank Widen, representing d:1 Segundo Post of the American
Legion, addressed the Council relative to said Legion's desire for the
adoption of a tree planting plan for Sepulveda Boulevard. He stated
that trees have been planted along the parkways of Sepulveda boulevard
between the cities of nedondo beach, Hermosa beach and Manhattan Beach
and that he understands similar planting has been done in portions of
the highway North of hl oegundo; that it is the aim of the American
Legion to make such planting continuous from one end of Sepulveda Boulevard
to the other and that the trees will be known as Sepulveda Boulevard
memorial Grove, in memory of the war dead of this section. tie advised
further that a letter will be received by the Council relative to the
matter.
the wayor thanked ter. Widen for his 'information and advised that
inasmuch as Sepulveda Boulevard is not improved within the limits of the
taity of L1 Segundo and that the time of its improvement is somewhat
indefinite, that the American Legion keep the matter in mind and again
draw it to the Council's attention after said improvement has been completed.
Dr. A. S. Gough addressed the Council relative to changes in the
proposed alignment of Sepulveda boulevard between Imperial iiighway`and
E1 Segundo : soulevard, stating that' in event a realignment could be made
in accordance with his suggestion, he would dedicate, without charge to
the City, thirty feet of the required right of way. The City Engineer
had prepared a plan of the realignment as proposed by Dr. Gough and it
appearing, after a study of said plan, that if adopted, more pipe line
changes would be required than will be required under the present plan
for realignment, the Doctor was thanked for his generous offer and advised
that under the circumstances his suggestion could not be adopted.

REPORTS OF STANDING COM�ti. ES.
REPORTS OF OFFICERS AND SPECIAL COMUTTEEES.
The City Clerk reported that there had been submitted to him a form
of resolution which it will be necessary for the Council to adopt in event
it anticipates County aid in the prosecution of any public projects within
the City of El Segundo through the furnishing of services of persons by
said County.' Following explanation by the City Attorney of the effect
of said resolution, it was moved by Councilman Selby, seconded by Councilman
Gerow, that the following resolution be adopted:
"Wf]EREAS, the City of E1 Segundo desires to utilize
in city work the service of certain persona receiving welfare
aid from the County of Los Angeles; and
WHEREAS, the County of Los Angeles will not make such
persons available to the'City of E1 Segundo unless the said
city shall first give written assurance to assume any
liability for Workmens-Compensation where the same may exist
and unless the City agrees.to save the County harmless from
` any such liability;
NOW, THEMFORE, BE IT RESOLVED that the City of E1
Segundo, in consideration of the County of Los Angeles making
available to it such persons for service in city work, does
hereby agree to assume any liability under the Workmens
Compensation Act which may result in the service of such persons
and does hereby agree to and does assume any liability under the
Workmens Compensation Act which may result from the service of
such persons, and said City does hereby agree to save the County
of Los Angeles harmless from any liability whatsoever resulting
from the injury of any such person while performing service for
said City ".

The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen Krimmel and Love.
The City Attorney reported having conferred with Mr. Eugene Fay,
attorney for the receiver of an insurance company now in the hands of a
receiver, with which company the City of E1 Segundo is carrying certain
indemnity insurance and that said attorney expressed the opinion that the
city had better procure insurance elsewhere.
It was thereupon moved by Councilman Selby, seconded by Councilman
Gerow, that the City filerk be and he is hereby authorized to procure
insurance upon municipally owned motor vehicles of the City of E1 Segundo
and upon such non -owned automobiles as the City of E1 Segundo may be
required to hire from time to time in lieu of similar insurance heretofore
carried in Union Indemnity Company now in liquidation, such insurance to be
in the same amounts or limits as heretofore carried as aforesaid, and the
City Attorney is hereby authorized and directed to prepare a claim against
said Company in bankruptcy for any balance due the City of El Segundo for
unearned premiums. Carried by the following vote:
Ayes: Councilmen Gerow, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen Krimmel and Love.
The City Attorney reported having conferred with Mr. Clark.of the
Security Title Insurance and Guarantee Company concerning certain phases
of the work said Company is doing for the City of E1 Segundo in connection
with the Sppulveda Boulevard project, wring the conference the question
of the amount of liability insurance the City would want-in connection with
the title insurance policy which said Company will be required to furnish
the City was discussed and the City Attorney recommended a policy in the
sum of $100000.00. By general consent the recommendation of the City
Attorney in this connection was approved and ratified.
The City Engineer reported receipt of a communication from the
Hartford Steam Boiler and Inspection Company, dated January 18th, 1933,
reporting upon its examination of the electrical equipment of the City
,of El Segundo, which the report stated is in good condition and that
said Company has no recommendations to make.
