January 11th, 1933.
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by
Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Kr1mmel, Love, Selby and Mayor Binder.
Councilmen Absent: None.
READING OF NMTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 4th day of January,
1933, were read. No errors or omissions appearing, it was moved by
Councilman Love, seconded by Councilman Selby, that the minutes be
approved as read. Carried.
'WRITTEN COMMNICATIONS.
The following communications were read and disposed of as indicated:
MRS. ANNIE GALLIGAN, dated January 10th, 1933, addressed to the
Mayor, offering to lease at a reasonable rental a piece of ground she
owns within the City of E1 Segundo, if it will assist any family or
families where the wage earner is out of employment. The letter was
ordered filed, with the understanding that the City Clerk would put any
interested persons in touch with the owner of the property and with the
further understanding that the Chief of Police would make an effort to
prevent the dumping of rubbish thereon as complained of by Mrs. Galligan.
BOARD OF CITY DIRECTORS, City of Pasadena, dated January 7th,
1933, extending an invitation to the Mayor and City Officials of the City
of E1 Segundo to attend a meeting of the Los Angeles County League of
Municipalities, to be held at Pasadena, Thursday evening, January 12th,
1933. The letter was ordered filed with the understanding that those
officials of the City of E1 Segundo who are able to will attend.
PAULINE WOODYARD, dated January 10th, 1933, being her application
for employment as Clerk in the Water Department of the City of E1 Segundo.
Ordered filed.
DOROTHY DULEY, dated January 10th, 1933, applying for a position
in the office of the Water Department of the City of E1 Segundo. Ordered
filed.
MARY MATERNA, dated January 9th, 1933, making application for the
position soon to be vacant in the Water Department of the pity of E1
Segundo. Ordered filed.
FERN HYDE, dated January 6th,. 1933, making application for a
position in the Water Depar.tment of the City•'oP- El Segundo. Ordered filed.
ORAL COMMITNICATIONS.
Mrs: Marie S. Bailey sad Mrs. Kathleen P. Morgan, being a committee
representing mothers of the City of E1 Segundo, addressed the Council
relative to procuring the City Hall Auditorium two evenings per month
for the purpose of conducting dances for the youth of the community. 1$e
committee submitted for perusal a list of the names of young men interested
in the support of the plan. The matter was discussed by the Council and
the Commitee and it appearing that the proposed dances will be properly
chaperoned by adults, it was moved by Councilman hrimmel, seconded by

Councilman Gerow that the rental of the City Hall Auditorium on the
second and fourth Fridays of each month, beginning February 24th,
1933, and until the further order of this Council, to Mrs. Marie S.
Bailey, for the purpose of conducting non - profit dances for the
benefit of the youth of the City of E1 Segundo, be and the same is
hereby authorized and directed and that the rental charge for the use
of said Auditorium on said occasions be and the same is hereby fixed
at $2.50 per night, payable to the City Clerk in advance. Carried.
REPORTS OF STANDING CONMTTEES.
None.
REPORTS OF OFFICERS AND SPECIAL COZU71 ES.
The City Clerk reported to the Council receipt of notification
from Rupert Be Turnbull, Referee in Bankruptcy, to the effect that a
resident and property owner of the City of E1 Segundo had been adjudicated
a bankrupt on the 26th day of December, 1932, and that the first meeting
of creditors in relation thereto will be held January 16th, 1933, at
10:0010 M., Room 715 Security Building, Fifth and Spring Streets, Los
Angeles; that the case is entitled No. 20004 -M and that the bankrupt
referred to is or was the owner of certain real property within the City
of El Segundo and that said City might be interested in taxes or
special assessments levied against the same. Thereupon by general consent,
the matter was referred to the City Attorney with instructions to protect
the City's interest in said matter if need be.
The City Clerk advised that Hollis R. Thompson, Manager of the
City of Berkeley, had requested, through Mayor Tellefson of Culver City,
that the City of El Segundo send telegrams to its representatives in the
State Legislature, opposing Governor Rolph's proposal to divert State
gasoline tax revenues from the State Highway land to the General Fund
of the State and urging the support of the measure proposed by the League
of California Municipalities, advocating the payment to the cities of a
portion of State gasoline tax revenues. Following brief discussion, it
was moved by Councilman Selby, seconded by Councilman Gerow, that the
City Clerk be and he is hereby authorized and directed to wire the
Senator and Assemblyman of this district at Sacramento, in accordance with
the request of kir. Hollis Thompson and the foregoing report of the City
Clerk. Carried by the following vote:
Ayes: Councilmen Gerow, Krimme1, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
Moved by Councilman Selby, seconded by Councilman Krimme1. that
the following resolution be adopted:
RESOLVED, that that certain map numbered and designated
as M- 330111, showing a certain proposed alignment for the widening of
Arizona Drive (Sepulveda Boulevard project) be, for the purposes of
reference and identification, placed on file in the office of the
City Clerk;
AND BE IT FURTHER RESOLVED, that the City Attorney be and
he is hereby authorized to place with the Security Title Insurance and
Guarantee Company, an order for condemnation report indicating the
names of the necessary parties defendant in an action of condemnation
to condemn for. public street purposes the right *of way indicated upon
the said Plan No. M- 330111 above referred to;
AND BE IT FURTHER RESOLVED, that the City Engineer furnish
to the City Attorney such maps and data as may be necessary in order to
properly place said order with said Title Company.
The foregoing resolution was adopted by the following vote:

PAYING BILLS.
The following demands, having had the approval of the Committee on
r'inance.and Records, were read;
NEW BUSINESS.
Moved by Councilman Krimmel, seconded By Councilman Love, that Clara
Eaton be and she is hereby employed by the City of E1 Segundo as Clerk of the
Water, Police and Engineering Departments of said City. She shall assume the
duties:of her employment on the 16th day of January, 1933 and shall remain
in the employ of the City of El Segundo and in the said respective offices during
the pleasure of this Council; that until the further order of this Council
the compensation of said employee shall be as follows, to -wit: Clerk of the
Water Department t ,$60.00 per month; Clerk of the engineering Department -
410.00 per month; Clerk of the Police Department - $10.00 per month, which
said compensation shall be in full for all services rendered the pity of E1
Segundo during the term of said employee's employment and shall be payable
monthly as other municipal employees compensated on a monthly basis are paid;
that said employee shall be under the supervision of the Superintendent of the
Water Department, the City hngineer and the Chief of Police and the hours of
employment of said employee shall be 8 hours per day between the customary
opening and closing hours of the respective offices or such other time or times as
this Council or the superintendent of the Water Department of the Gity of E1
Segundo may from time to time determine to be for the best interests of the
City of 41 Segundo, not,exeeeding five days per week, all subject however, to
such suppleirentary and /or amendatory resolutions respecting this subject
which may hereafter be•adopteo'bq this Council. Carried by the following vote:
