A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the abobe date,
in the Council Chamber of the City Hall of said City by Peter E. Binder,

READING OF MINUTES OF PREVIOUS ?.'FETING.
The minutes of the regular meeting held on the 13th day of December,
1933, were read. No errors or omissions appearing, it was moved by Councilman
Love, seconded by Councilman Gerow, that the minutes be approved as read.

'The minutes of the adjourned regular meeting held on the 18th dey
of December, 1933, were read, without error or omission being noted,'and were
approved as read upon motion of Councilman Love, seconded by Councilman'
Gerow, which carried.

The following communications were read and disposed of as indicated:

Uompetition for the c=rushed Stone, Sand, Gravel and Slag Industry, advising
of the adoption of a code of fair competition for this industry. Ordered
filed.
LOS ANG =LES COUNTY IZAGUE OF :XNICIPALITIES, advising of its Thirty -
kifth Monthly meeting, to be held at Signal Hill, December 21st, 1933.

H. W. KING, dated December 14th, 1933, requesting removal of certain
ornamental itreetā¢tress from the parkway in Sheldon Street, between Iffaldut
Avenue and Imperial Highways -Moved by Councilman Gerow, seconded by Councilman
Selby, -that the c=ity Clerk be and he is hereby directed to inform Mr: King
that the Council has in mind plans for the treatment of the street tree'
situation within the Uity of El Segunda and that the trees in his block 'will
be taken care of in due course. Carried.
SCHOOL OF GOVEPdG=, Civic Center Division, University of Southern
Ualifornia, announcing -its Winter Quarter schedule of classes, beginning
January 2nd, 1934. Ordered filed.

REPOR'_ OF OFFICES AND SPECIAL COMUITTEES.
The Street Superintendent, reporting upon the request'of V. D. Swain,
for permission to remove several dead trees from Rosecrans Avenue, which
matter was referred to him December 13, 1933, zftztz1= advised that there
appears to be five trees which are dead or dying and might be removed,
whereupon it was moved by Councilman Love, seconded by Councilman Gerow, that
pursuant to his request of December 13th, 1933, V. D. Swain be and he is
hereby granted permission to remove five dead trees from the parking in
Rosecrans Avenue, it being provided, however, that the permithe shall first

advise the Street Superintendent of the date and time he proposes to fell
said trees, so that said Street Superintendent may assign an employee of
the City of El Segundo to superviseā¢such work, for the purpose of safe-
guarding persons and property of the public, and provided further that
upon the request of the permittee named herein, said Street Superintendent
shall, at his earliest convenience, assign an employee of said City to
supervise the work herein authorized. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Mayor Binder,

Moved by Councilman Love, seconded by Councilman Selby, that the
following resolution be adopted:
MHEREAS, the City Engineer of the City of El Segundo,
California, pursuant to proceedings heretofore had by this
Council, in connection with the prosecution of the work or
improvement on Arizona Drive, within said City, under a
contract heretofore awarded to J, L. McClain, as contractor
for the performance of the said work or improvement, has
presented to this Council his estimate, being Estimate No.
2, of the work completed from the commencement of said work
up to December 25th, 1933;
NOW THMREFORE, BE IT RESOLVED, that a copy of said
Estimate No. 2 be and the same is hereby ordered placed on
file in the office of the City Clerk for the purposes of
identification and reference;
AND BE IT FURTHER RESOLVED, that the City Clerk is
hereby authorized and instructed to forward to the Department
of Public Works, Division of Highways of the State of
California, the said Estimate No. 2, together with such
demand as may be necessary upon the proper department thereof
for the payment of the amount indicated thereon as progress
Payment.
Carried by the following vote:

Consideration was given at this time to the request of the petitioners
seeking the installation of a street light in Penn Street, betreen Maple
Avenue and Walnut Avenue and it was moved by Councilman Gerow, seconded by
Councilman Selby, that the City Clerk be and he is hereby authorized and
instructed to request Southern California Edison Company to furnish the
City of E1 Segundo with an estimate of the cost of placing two poles
adjacent to the intersection of Sycamore Avenue and Penn Street, for the
purpose of suspending a street light in the center of Penn Street at said
intersection. Carried.

No. 298, entitled:
A RESOLUTION OF TEE CI'T'Y COUNCIL OF THE CITY OF EL
SEGDNDO, CALIFORNIA, FIXING THE HOURS OF EMPLOYMENT
OF CERTAIN OFFICERS AND EMPLOYEES OF TEE CITY OF EL
SEGUNDO, AND FDIING THE RATES OF COMP..NSATION TO HE
PAID SUCH OFFICERS AND EMDYEES, AND REPEAT
RESOLUTION NO. 266 AND ALL RESOLUTIONS OR PARTS OF
RESOLUTIONS IN CONFLICT =REWI'!EE,

which was read, be adopted. Carried by the following vote:

Moved by Councilman Gerow, seconded by Councilman Love, that the
following resolution be adopted:
RESOLVED, that the City Engineer be and he is hereby authorized
and directed to employ an inspector for the work or improvement of
Sepulveda Boulevard within the City of El Segundo, and to retain
the services of such person as is employed pursuant to this
resolution during such time as such services are actually re-
quired in connection with the prosecution and completion of
said work of improving Sepulveda Boulevard; and
BE IT FURTHER RESOLVED, that until the further order of
this Council the compensation of such person so employed be and
the same is hereby fixed at the rate of 75¢ per hour, beginning
December 21st, 1933.
The foregoing resolution was adopted by the following vote:

Noes: Councilmen None.

Moved by Councilman Love, seconded by Councilman Selby, that beginning
December 21st, 1933, and until the further order of this Council, the
compensation of J. D. Clark, heretofore employed as head chairman in the
Engineering Department of the City of El Segundo be and the same is hereby
increased to $1.00 per hour, for such time as said employee is actually
engaged in the performing of services for the U ity of E1 Segundo. Carried
by the following vote:
Ayes: Councilmen Gerow, Krimne1. Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
Moved by Councilman Binder, seconded by Councilman Love, that Councilman
Selby be appointed a committee of one to confer with the members of E1
Segundo High School with reference to the erection of a grand stand on a
certain portion of the athletic field of El Segundo High School. During
the discussion of the motion, Councilman Selby expressed his desire that
Mayor Binder be included with him on the committee, which inclusion was
accepted by the maker and seconder of the motion. Thereupon a Mote was
had upon the motion to constitute Councilman Selby and Mayor Binder the
committee of this Council to confer with members of El Segundo High School
with reference to the erection of a grand stand in a portion of the
athletic field of E1 Segundo High School and the motion was adopted by the
following vote:
Ayes: Councilmen Gerow, Krianme1, Love, Selby and Mayor Binder.
Noes: Councilmen None,
Absent: Councilmen None.
Moved by Councilman Selby, seconded by Councilman Love, that J. W.
Miller and L. E. Lowe, each be granted a leave of absence as a member of
E1 Segundo Fire Department, for the period beginning January lot, 1934
and ending September let, 1934, during which time the compensation of such
persons as members of such E1 Segundo l ire Department shall cease, it baJAg
understood that the leaves of absence herein granted are subject to renewal
at the Council's pleasure at the termination date herein specified. Carried
by the following vote:

Moved by Councilman Gerow, seconded by Councilman Krimme1. that the
Chief of Police of the City of E1 Segundo be and he is hereby authorized
and directed to erect a boulevard stop sign at the Northwest corner of
Virginia Street and Grand Avenue, within said City, in accordance with
the provisions of law respecting the erection of traffic signs upon the
public highways. Carried by the following vote:
Ayes: Councilmen Gerow, Kri 1, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
At this time the Mayor rreported that due to the successful operation
of the Civil Works Administration program in this region, and to the
improvemeiit in the employment situation generally, nearly all formerly
unemployed persons within the City of El Segundo are now engaged in
gainful occupation.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Selby, seconded by Councilman Gerow, that the meeting
adjourn. Carried.
