1933 AUG 16 CC MIN232b El Segundo, California. August 16th, 1933: - A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7 :00 o'clock P. M. on the above date, in the Council Chamber of the pity Hell of said City, by Peter E, Binder, Mayor, ROLL CALL. Councilmen Present: Gerow, Krimme1, Love and Mayor Binder. Councilmen Absent: Selby. READING OF MINUTZS OF PREY MEETING. The minutes of the regular meeting held on the 9th day of August, 1933, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Gerow, that the minutes be approved as read. Carried. WRITTEN COUMNICATIONS. The following communications were read and disposed of as indicated: REV. MAE SCHULTZ, Pastor of El Segundo Fourquare Church, a letter undated, requesting permission to erect a sign at Richmond Street and Grand Avenue, advertising revival services at the - 'ourequare Church. Following consideration, it was moved by Councilman Krimmel, seconded by Councilman Love, that the following resolution be adopted: RESOLVED, that the communication of Rev. Mae Schultz, undated, be received and filed; and BE IT FURTHER RESOLVED, that permission is hereby granted the Foursquare Church of 1S1 Segundo to place a banner across Richmond Street near its intersection with Grand Avenue, within the City of E1 Segundo, Cal., upon the following terms and conditions, each and every one of which said permitlee, by acting hereunder, accepts and agrees to: 1. Said banner shall be placed as. to height and all other matters, so far as same extends as"ss the public street, to the entire satisfaction of the Street Superintendent of said City. 2. Consent of the owners of properties from which such banner is suspended must be obtained. 3. rho permittee must assums any and all liability for damages to persons or property, which may be obtained or arise out of the fact that this permit is used or said banner is erected or placed, and by acting hereunder said permitter shell agree to indemaify said City and all of the officers and agents thereof' and save said City and said officers ansi agents harmless from any and all such claims or damages. 4. That this permission shall be valid for the period of fifteen days, commencing on August 17th, 1933 and including the 31st day of August, 1933. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Krimmel, Love and Mpyor Binder. Noes: Councilmen None, Absent: Councilman Selby. e 1,, JU PETITION OF J. Be HUGHES and 27 others, dated August 9th, 1933, opposing repeal of the handbill ordinance. Ordered filed. We 0. WELCH, County 'lax Collector, an undated letter, submitting a schedule of projects within this City under the improvement Bond Act of 1915, showing the aawunt of unpaid assessments as of June 30th, 19339, and making demand upon the Council to include in its next tax levy suitable amount-to take care of such delinquencies. Ordered filed. CALIFORNIA SEWAGE WORKS ASSOCIATION, dated August 14th, 1933, urging representation of the City of S1 Segundo, at its fall meeting to be held September 18th and 19th, 1933, at Santa Cruz, California. Ordered filed. ORAL COMMICATION5. Mr. Matt Roncevich requested consideration in the matter of employment by the Citye when informed that the Uity had no work available, he stated that he had been unsuccessful in his attempt to procure work through the Welfare Department of the County, whereupon the Clerk was asked to communicate with said Welfare Department in an endeavor to procure a work order for Mr. Roncevich. Mr. 0. We Foster addressed the Council, requesting employment by the City. He was advised that at the present time there is no work available, but that the Council will consider his case and for him to confer with the City Clerk from time to time as to the Council's decision. None. REPORTS OF STANDING COULITTEES. REPORTS OF OFFICERS AND SPECIAL COWITTEES. The City Clerk advised the vouncil that a representative of the State Compensation insurance lead had called attention to a change in the workmen's Compensation Insurance and Safety laws, effective August 21st, 1933, relative to the compensation of firemen in event of injury w1sile in discharge of their duties. It was moved by Councilman Krimmel, seconded by Councilman Love, that the City Clerk be directed to inform the State Compensation Insurance Fund that the City of E1 Segundo is desirous of having its compensation insurance policy, carried with said Fund, extended to afford the firemen of the City of gl Segundo the maximum protection thereunder provided by law. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby, Mr, J. A. Macdonald, on behalf of the Street Superintendent, advised of the need of three tires and two tubes for Street Department equipment, whereupon it was moved by councilman Krinmel, seconded by Councilman Selby, that the purchase of three tires and two tubes at a cost of not to exceed 031.00 be and the same is hereby authorized. Carried by the following vote: Ayes: Councilmen Gerow, Xrimmel, Love and mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. The City Clerk then read to the Council the written statement of A. Siebken relative to an injury sustained by a child at the casting pool August 7th, 1933. By general consent-the report was ordered filed in the office of the City Clerk, Fire Chief McConnell requested permission to take a two weeks vacation, beginning August 21st, 1933, and on motion of Councilman Love, seconded by Councilman Gerow, which carried, unanimously, this permission was granted. 234 �, The city Clerk drew the Councils attention to the fact that its electrical equipment insurance policy will expire September 11th, 1933, whereupon it was moved by Councilman Krimmel, seconded by Councilman Love, that the City.Clerk be and he is hereby authorized and directed to request Hartford Steam Boiler Inspection and insurance Company of hartford, aonn., to renew, at expiration September llth, 1933, its Policy No. 70980, insuring electrical equipment of the City of 151 Segundo. Carried by the following vote: Ayes: Councilmen Gerow, Krinmel, Love and mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. Assistant Uity Engineer H. F. ward at this time addressed the Council relative to the proposal of City Lngineer uutchins that a letter be despatched to the bureau of County Welfare, Engineering Division, containing substantially the following recommendation, to -wit: "Requesting an extension of 500 man -days on the existing work Relief Project No. 2069 (Imperial Highway and Center Street) for the purpose of improving the grade of Center Street from its intersection with the tracks of the Pacific Electric Railway at Pine Avenue to a distance of three hundred feet North, and requesting also, authorization for a Work Relief Project on Penn Street and Maple Avenue, in the City_of El Segundo." A prolonged discussion was had by the Council with reference to the subjects referred to in the Engineer's recommendation and with reference to various other matters concerning welfare projects in the City of El Segundo, after which it was moved by Councilman Gerow, that Resolution No. 281, entitled: A RESOLUTION OF THE CITY COUNCIL OF ME CITY OF EL SEGUNDO, CALIFORNIA, REPEALING RESOLUTION NO. 276 OF SAID CITY, PASSED AND ADOPTED ON = 19TH DAY OF JULY, 1933, AND RESCINDING TM- ACTION THERE-IN TAKEN, which was read, be adopted. Said motion was seconded by Councilman Krimmel, and was carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. Councilman Trove introduced Ordinance No. 191, entitled: AN ORDINANCE OF THE CITY OF EL SEGUND09 CALIFORNIA, FIXING THE ANOUNT OF NDNEY NECESSARY TO BE RAID BY TAXATION UPON THE TAXA R F PROPERTY TMMIlQ AS A D==UE TO CARRY ON THE VARIOUS DEPARTMENTS ( INCLUDING THE EL SEGUNDO PUE,IC LIBRLRY) AND PAY THE BONDED INDEBTEDNESS OF SAID CITY FOR THE CURRENT YEAR 1933 -1934, which was read. 233u. Moved by Councilman Brine, seconded by Councilman Gerow, that the following resolution be adopted: MEMEAS, on the 10th day of August, 1933, the City of El Segundo suffered a distinct lose through the passing of James F. McCullough, formerly connected with the official life of the City of E1 Segundo in the capacity of Librarian of E1 Segundo i'abiic Library, an institution brought into being largely through his efforts; and AREAS, daring his residence in this City, Mr. McCullough evinced an aggressive interest in matters of civic concern and has given freely of his time and talents in the accomplishment' of tasks -which required outstanding leadership; and SAS, through his unfailing kindness and courtesy, he made a host of friends who mourn his departure; and WFMEAS, this Councii is desirous of having permanent record made of the esteem in which The McCullough was held; NOW �REFORE, BE IT RESOLVED, that the City Clerk of the City of E1 Segundo be and he is hereby directed to cause this resolution to be set forth in full in the minutes of this meeting and to cause a copy thereof to be forwarded to his widow.* The foregoing resolution was adopted by the following vote: .
