1933 APR 26 CC MIN?x,171 El Segundo, California. April 28th, 1933. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Krimmel, Love and Mayor Binder. Councilmen Absent: Selby. READING OF MIl4UTES OF PREVIOUS MATING. The minutes of the regular meeting held on the 19th day of April., 1933, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Krimmel, that the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications were read and disposed of as indicated: LOS ANGELES CHAMBER OF COMMERCE, dated April 24th, 1933, urging that serious consideration be given to amending building ordinances of the City of E1 Segundo to include the Pacific Coast Building Officials Conference Uniform Building Code with Earthquake Appendix as the minimum building code; to require all public stores and markets to be classified as places of public assembly and to be built accordingly, and to require that all residences be anchored to their foundations. Ordered filed. HARTFORD STEAM BOILER INSPECTION AND INSURANCE COMPANY, dated April 21st, 1933, expressing thanks for the Clerk's letter of April 13th, 1933, which was written subsequent to the passage of a resolution by City Council of the City of E1 Segundo, directing that said Company be informed of the satisfactory service being rendered the said City by said Company's inspectors. Ordered filed. H. C. SMILEY, M. D., District Health Officer, dated April 20th, 1933, reporting upon the activities of his department within the Uity of E1 Segundo as Health Officer of said City during the month of March, 1933. Ordered filed. MITH- "CRY COMPANY, dated April 25th, 1933, being said Company's report of its second inspection of the City Hall, made April 24th, 1933, recommending that portions of certain walls be removed and further investigation made for loose bricks, and that said Company's original recommendations be followed respecting the installation of strengthening members. Following discussion, it was moved by Councilman Love, seconded by Councilman Gerow, that the City Engineer of the City of El Segundo be and he is hereby directed to design and prepare plans and specifications for necessary repairs -ta the City Hall in accordance with the recommendation of Smith"nery Company and submit the same to this vouncil for its examination and approval, after which said plans and specifications shall be submitted to Smith -Smery Company for further approval by said firm. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. CITY OF LONG BEACH, dated April 17th, 1933, expressing sincere appreciation for services rendered the City of Long Beach during the recent disaster. Ordered filed. 172 h. ROOSEVELT DAY COMMITTEE of the City of Los Angeles, dated April 22nd, 1933, extending an invitation to the officials and the people of the City of E1 Segundo to attend the Roosevelt Day Celebration at the Coliseum (Memorial Stadium), Sunday, April 30th, 1933. Ordered filed. ORAL COMMUNICATIONS. Mr. C. E. Kenney made oral inquiry as to the possibility of restricting the younger generation of the community in the wreckless operation of motor vehicles within the City. `ite mayor referred the matter to the Chief of Police for report at the next meeting. Councilman Selby appeared at the meeting at this time, the hour being 7:40 o'clock P. M. and he immediately took his seat at the Council cable. REPORTS OF STANDING COMMITTEES. Councilman Gerow of the Public Works Committee, reported that a number of persons had complained to him of the windy condition around the ovens at the Grand Avenue Park and had inquired whether or not something might be done to prevent the same. After brief discussion, it was understood, by general consent, that upon the removal of the scaffo ;ding around the City Hall, the salvaged lumber might be used to build a ten foot fence, as a wind break, between the reservoir and the Park ovens. The Mayor reported having had a conference with representatives of the Stabilization Bureau respecting employment of Ll Segundo men; that though disappointing in some respects, the conference was more or less satisfactory and that he obtained a promise that the local situation would be given thorough and serious investigation and assurance that during the coming week a number of work orders would be sent to L1 Segundo. Thereupon the Council engaged in a discussion relative to what appears to be an unreasonable and unfair distribution of funds of the ' Welfare Division of the Los Angeles County Department of Charities, in that a non - property owner is able to obtain County assistance, while a real property owner or one having an equity in real property, though he may have contributed to the support of the Department over a period of years through the payment of taxes, is unable to obtain Welfare Department aid unless willing, in consideration thereof, to have a lien created against his property. It was the general consensus that, if possible, this situation should be remedied, at least for the period of the existing crisis, whereupon it was moved by Councilman Krimmel, seconded by Councilman Gerow, that the City Attorney of the City of E1 Segundo be and he is hereby directed to immediately give thought and attention to the provisions of the Pauper Act of the State of California, and to make recommendations for amendments thereto, which will place property owners in the same category as non - property owners in the matter of relief from County Welfare funds; to forward his recommendations and suggested amendments to said Act to the Senator and Assemblyman from this District and to file two copies thereof with the•City Clerk of the City of E1 Segundo. Carried by the ' folloting vote: Ayes: Councilmen Gerow, Krimmel, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. REPORTS OF OFFICERS AMID SPECIAL COMMITTEES. The Chief of Police announced receipt of a communication from Chief Steckel of the Police Department of the City of Los Angeles, � 17� informing him of the number of police broadcasts sent out over the Los Angeles City Police Department's radio broadcasting station; the number of cities participating in the benefits of this service; the value of the service to the police departments of Southern California, and that the cost to the Police Department of the City of Los Angeles of providing this service has been a trifle over 150 per report broadcast. The letter indicated that the service will be continued and enlarged and requested that the participating cities reimburse the City of Los bngeles for messages which are broadcast for the benefit of such participating cities respectively. Chief Hutchins informed the Council that since Jam.:ary 1st, 1933, only three messages have been broadcast for and at the request of the City of E1 Segundo and that he believes the service is desirable and the cooperation between the 'Police Departments of the City of E1 Segundo and the City of Los Angeles in this respect should be continued; whereupon it was moved by Councilman Krimmel, seconded.by Councilman Love, that the Chief of Police of the City of E1 Segundo be and he is hereby authorized to inform Chief Steckel of the Los Angeles Police Department that the City of E1 Segundo will comply with his request and will compensate the City of Los Angeles Police Department at the rate of 15¢ per message for such broadcasts as are made for the City of E1 Segundo at the request of the Police Department of said City. Carried by the following vote: Ayes: Councilmen Gerow, Krimme1, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None, The City Attorney advised the Council that he was leaving with the City Engineer the Condemnation Report issued by Security Title Insurance and Guarantee Company, and a rough draft of the Complaint in the matter of the condemnation of a portion of Arizona Drive (also sometimes known as Sepulveda Boulevard), so that the Engineer may check for accuracy the legal descriptions of the parcels of land enumerated in said Complaint and may determine also whether or not all easements mentioned in said Complaint are necessary therein, or whether others not mentioned should be inserted. c +vial 010x�� Moved by Councilman Gerow, seconded by Councilman Love, that the following resolution be adopted: "WHEREAS, this Council, has heretofore learned that Mrs. Clara Hueckel, formerly Miss Clara Eaton, Clerk in the Water Department of said City, will terminate her employment by the City of E1 Segundo on the 5th day of May, 1933, necessitating the employment of a person to succeed in her position as Clerk in said Water Department; and WHEREAS, this Council has heretofore informally authorized the employment of Miss Frances Lloyd in such capacity; NOW THEREFORE, BE IT RESOLVED, that the action of the Superintendent of the Water Department in employing Miss Frances Lloyd as Clerk in the Water, Engineering and Police Departments of the•City.of El Segundo., beginning Apri1.24th, 1933, be and the 'same is hereby ratified and approved; that the compensation of said Frances Lloyd for all services rendered the City of E1 Segundo between the dates April 24th, 1933 and May 5th, 1933, be and the same is hereby fixed at the rate of $1.00 per day; that beginning May 8th, 1933 and until the further order of this Council, rates of compensation of said Frances Lloyd be and the same are hereby fixed as follows, to -wit: 1 i4 4s As Clerk in the Water Department of the City of El Segundo - $60.00 per month As Clerk in the Police " " " " " " Segundo - $10000 per month As Clerk in the Engineering " " " " " " Segundo - $10.00 per month which said compensation shall be in full for all services rendered the City of E1 Segundo and which shall be payable monthly as other municipal employees employed on a monthly basis are paid. No further business appearing to be transacted at this meeting, it was moved by Councilman Love, seconded by Councilman Selby, that the meeting adjourn. Carried.
