A regular meeting of the City Council of the. City of EL Segundp,
California, was called to order at 7:00 o'clock P. M. on tho above.date,
in the Council Chamber of-the City Halll, of said City, by Peter Be
Binder, Mayor.
ROIL CALL.
Councilman Present: Gerow, Krimmel, Love, Selby and Mayor. j3inder.
Councilmen Absent: • None.
• READ= OF MINUTES OF PREVIOUS MEETINGS. .
. The minutes of the regular meeting held on the 12th day of April,
1933, were read. No errors or omissions appearing, it was moved by
Councilman Selby, seconded by Councilman Gerow, that the minutes be
approved as read. Carried.
The minutes of the adjourned regular meeting held on the 17t]l day
of April, 1933, were ready without error or omission being noted, and
were approved as read upon motion of Councilman Gerow, seconded.by.
Councilman Selby, which carried.
WRITTEN CONUMCATIONS.
The following oom®unications were read and disposed of as
indicated:
THE COMMITTEE ON TAXATION AND FINANCIAL PROBLEMS OF THE QITX
OF MILWAUMS, dated April 14th, 1933, acknowledging receipt of copies
of the resolution adopted by the City Council of the City of El
Segundo, and forwarded to said City under date of April 5th, requesting
that additional copies be forwarded direct to the United States Senator
and Representative in Congress representing this district.
It was moved by Councilman Gerow, seconded by Councilman
Krimmel, that the City Clerk be and-he is hereby directed to forward to
United States Senator William G. McAdoo and to Representative John
Dockweiler, each a copy of that certain resolution adopted by this Council
April 3rd, 1933, of record at Page L -153, of the minutes of the proceedings
of this Council, respecting the Federal law authorizing the issuance of
United States currency to municipalities, Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Mayor Binder,
Noes: Councilmen None,
Absent: Councilmen None,
RUPERT P. TURNBULL, Referee in Bankruptcy in.the United States
Court, for the Southern District of California, announcing a further
hearing in Case No. 20004 -M, which communication was referred to the
Oity Attorney.
H. C. SMILEY, M. D., District Health Officet, dated April 19th,
declaring a quarantine on all dogs within or coming into the City of
E1 Segundo for a period of ninety days, said letter being accompanied by
a list, showing the names and addresses of the owners of twenty -five dogs,
which had been bitten by a rabid dog found in E1 Segundo recently.
After discussion, it was moved by Councilman Krimmel, seconded
by Councilman Gerow, that the Police Department of the City of El Segundo
be directed to assist the Health Officer in enforcing the provisions of
the quarantine on dogs recently established by said Health Officer and to
this and to cause the regulations imposed by Ordinance No. 95 of the City
of El Segundo to be complied with. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Mayor Binder.
Noes: Councilmen None.

dated April 12, 1933, requesting the Mayor to issue a proclamation
respecting the observance of Public School Week, which begins April

ORAL COMMUNICATIONS.
Messrs. Wo Hyde, W* E. Morgan, A. Hoblit and J. C. Hullibarger,
each addressed the Council relative to his respective needs and the needs
of other men in the City of E1 Segundo for inmediate employment. The
Mayor advised the gentlemen that the condition of the City Treasury is
such that the City cannot proceed with any projects which would provide
employment to unemployed persons within the comnunity, but that the Council
will give imm ediate serious consideration to the matter and make vigorous
representations to the proper authorities in an endeavor to obtain
stabilization funds or other funds with which to afford unemployment relief.

REPORTS OF STANDING COM ITTEFS.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The City Clerk announced that he was filing with the Council this
date his quarterly report for the - quarter ending March 31st, 1933,
The City Engineer reported that the walls of the City Hall would
be removed to the truss line by the latter part of this week and the
building ready for such further inspection as was deemed necessary. It
was thereupon moved by Councilman Kriamiel, seconded by Councilman Love,
that the City Clerk be and he is hereby directed to request Smith -emery
Company, Engineers, to make a further inspection of the City Hall building
on Monday, April 24th, 1933, the cost of such inspection not to exceed
$25.00 unless by further instruction of this Council. Carried by the
following vote:
Ayes: Councilmen Gerow, Kri=el, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
The City Attorney reported having attended a meeting at Long
Beach, where the matter of the expenditure of Reconstruction Finance
corporation funds allotted to Southern California was discussed by a group
of municipal officials. It was learned that such funds as are loaned must
be amply secured and it appears from.the present setup that financial
assistance from this source cannot be made immediately available by reason
of the stringent regulations respecting .the'•use*of_tbese.funds. The City
Attorney 'stated he would keep the Council advised as to any future
information respecting the matter which comes to his attention.
The City Attorney reported also that approximately twenty pages
of the complaint in the Arizona Drive condemnation action are prepared and
that in his opinion an additional twenty pages must be written before the
complaint is completed, but that he expects to have the same finished and
filed within the week.

UNFINISE ED BUSINESS.
Moved by Councilman Krim m 1, seconded by Councilman Love, that
Ordinance No. 188, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
CREATING THE OFFICE OF POUND MASER IN AND FOR SAID
CITY AND PRESCRIBING THE DUTIES OF SUCH POUND MASTER;
CREATING A PUELIC POUND MR SAID CITY AND REGULATING
THE MANAGEMENT THEREOF; REGULATING THE KEEPING, RUNNING .
AT LARGE AND IMPOUNDING OF DOGS AND OTHER ANIMALS AND
OF FOWZS WITHIN SAID CITY; PROVIDING FOR THE LICENSING
OF DOGS THEREIN AND REPEALING ORDINANCES IN CONFLICT THERE -
WITEi,
which was introduced and read at a regular meeting of the City Council
held on the 12th day of.April, 1933, and reread at this meeting, be
adopted. Carried by the following vote:

NEW BUSINESS.
Moved by Councilman Krim<ne1, seconded by Councilman Selby, that the
Chief of Police of the City of E1 Segundo be and he is hereby authorized
and directed to employ Inglewood humane Society, Inglewood, to assist
in the enforcement of the dog quarantine within the City of E1 Segundo,
provided the compensation to be paid said Inglewood Humane Society
shall not exceed $10.00 per day and shall not exceed the period of five
days without further authorization of this Council. Carried by the
following vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
Councilman Selby inquired if it were not possible to regulate the
operation of bicycles without lights on the public streets of the City of
E1 Segundo at night, as in his opinion the practice of so doing,
particularly in view of the number of bicycles used lately, has created
a hazardous condition.
'i "he Chief of Police replied that the Motor Vehicle Act.of the State
of California requires bicycles to have a white light in front, visible for
at least three hundred feet and to carry a mirror reflector or red tail
light in the rear and that his department would enforce the provisions
of the Motor Vehicle Act as thgy apply to the use of bicycles.
No further business appearing to be transacted at this meeting,
it was moved by Councilman Selby, seconded by Councilman Gerow, that the
meeting adjourn. Carried.
