1933 APR 17 CC MIN166 6. El Segundo, California. April 17th, 1933. An adjourned regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7 :00 o'clock P. M. on the above date, in the Council chamber of the City Hall of said City, by Peter E. Binder, kieyor. ROLL CALL, Councilmen Present: Cerow, Brimmel, Selby and Mayer Binder. Councilmen Absent: Love. By general consent the reading of the minutes of the previous meeting was dispensed with. WRRITTIM COUMNICATIONS. The following communications were read and disposed of as indicated: J. OLIVER BRISON, City Clerk, Long Beach, copy of a resolution adopted by the City Council of the City of Long Beach, expressing appreciation of the services of all who participated in emergency relief work immediately following the earthquake, March 10th, 1933. Ordered filed. ROBERT H. NEELY, Mayor, City of West Covina, inviting officials of the City of El Segundo to a meeting of the Los Angeles County League of Municipalities, to be held in said City, Thursday, April 20th, 1933. By general consent the Iriayor and the City Clerk were delegated to attend said meeting, no other Councilmen being able to do so. SPECIES. ADVISORYY COMMITTEE, Reconstruction Finance Corporation, dated April 6th, 1933, advising of the adoption of a resolution by said committee respecting its policy when making loans in communities affected by the recent earthquake; urging inclusion into the building codes of the respective cities of structural recommendations prepared by recognized authorities to improve earthquake resistent construction. A copy of the recommendation accompanied the communication and was delivered to the Building Inspector. ORAL COUMICATIONS. Mr. W. h. Morgan requested the Council to consider the re- employment of men recently laid off by the City, drawing attention to the fact that Reconstruction Finance Corporation aid has been withdrawn and that therefore these men have been without employment for some time. mr. j. C. hullibarger called attention to the fact that unemployed in E1 Segundo appear to be discriminated against in the matter of stabilisation employment, as it has come to his attention that men from other districts appear to be more favored, some seeming to have almost steady employment. Mr. W. Hyde addressed the Council in the same vein, stating that the situation is becoming acute and that much distress will result if many local men are not given employment in the very near future.. ,.rho Mayor advised the gentlemen that the matter is being investigated seriously and he requested that they be present at the council meeting to be held April 19th, 1933, by which time the Council hopes to be able to make its decision as to its ability to assist further in the matter. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Selby and Mayor Binder. Noes: Councilmen None, Absent: Councilman Love. NEW BUSINESS. The Chief of Police advised the Council that during the week a dog afflicted with rabies had been running at large and had bitten and /or probably inoculated at least twenty -eight other dogs in the community, this number having actually been found by the Health Department. He stated that the offending dog had been killed by the Police Department and the owners of the other dogs had been served with notices to keep the same isolated for a period of ninety days. It appearing that not less than eight persons had in some way come in contact with the animals bitten by the rabid dog, and It appearing also that the situation is ons.requiring immediate drastic action, it was moved by Councilman Selby, seconded by Councilman Gerow, that the Health Officer be and he is• hereby directed to make immediate investigation respecting the advisability of a quarantine on dogs within the City of El Segundo and to make his recommenda- tions to this Council at his very earliest opportunity. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Selby and Mayor Binder, Noes: Councilmen None. Absent: Councilman Love. No further business appearing to be transacted at this meeting, it was moved by Councilman Gerow, seconded by Councilman Selby, that the meeting adjourn. Carried.
