1933 APR 12 CC MIN2,161 31 Segundo, California. April 12th, 1933. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7 :00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter Be Binder, Mayor, ROLL CALL. Councilmen Present: Gerow, grimmsl, Love and Mayor Binder, Councilmen Absent: Selby. READING OF MINUTES OF PRTPIOUS MKETING. The minutes of the regular meeting held on the 5th day of April, 1933, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Gerow, that the minutes be approved as read. Carried. WRRTTTN CONMMCATIONS. The following communications were read and disposed of as indicated: DEPARTWENT OF PUBLIC HEALTH, State of California, dated April 3rd, 1933, calling attention to a resolution adopted by the State Board of Health, March 25th, 1933, urging the cities of the State of California, who are contemplating changes in their building ordinance, to provide therein for proper rat - proofing requirements in the construction of buildings, and tendering the services of the California Department of Health to any community desiring its advice and aid in the drafting and adopting of such rat - proofing building ordinance. By general consent this communication and accompanying resolution were referred to the Building Inspector and the Clerk thereupon delivered the said letter and resolution to said Building Inspector. CITY CLEM OF THE CITY OF AL_dMMM, CALIFORNIA, dated April 5th, 19339 being a copy of Resolution No. 1740 of the City of Alameda, opposing Senate Bills Nos. 79 and 80 now before the State Legislature. In view of the fact that this Council has previously taken action respecting the bills referred to, this communication was ordered filed. ORAL COMMUNICATIONS. Mr. T. Be Reddington, on behalf of E1 Segundo Chamber of Commerce, addressed the Council relative to adequate direction sign at Imperial Highway and Redondo Road, suggesting that the advertising sign erected several years ago by the City should be repainted and reworded to fit present day conditions. The Mayor announced that the City contemplates the erection_ sometime in the future of a Noon traffic direction sign at the location mentioned, and has no plans for renovating the wooden advertising sign referred to by Mr. Reddington. Thereupon Mr. Reddington inquired if permission to use the sign might be obtained from the Council, in which event -he felt the Chamber of Commerce would cause the same to.be made more .presentable and have it appropriately worded. After discussion, it was.moved by Councilman Srimmel, seconded by Councilman Love, that E1 Segundo Chamber of Commerce be and it is hereby granted permission, until the further order of this Council, to repair and use and /or to repaint and /or to reletter and /or to relight at its own expense that certain wooden advertising sign heretofore erected by the City of E1 Segundo on private property adjacent to the Southwest corner of Imperial Highway and Inglewood- Redondo Road. Carried. 162 J 1� Mr. W. Be Morgan, who was accompanied by Messrs. H. Zettlemoyer and W. iJ. Hickman, requested, on behalf of himself and associates, that the Council endeavor to find means of employing persons heretofore employed within the City of E1 Segundo on stabilization projects, inasmuch as stabilization help has been withdrawn and the date of its renewal being uncertain. Consideration was given the matter, at the conclusion of which the Street Superintendent was directed to make diligent inquiry concerning the probable date of the resumption of stabilization work within the City of E1 Segundo and Mr. Morgan and companions were directed to keep In contact with Mr. Hutchins for information as to what the Council may from time to time determine respecting unemployment relief. Messrs. Sanford Mullins and 0. W. Foster requested that the Council consider ways and means of controlling flood waters which accumulate at the corner of Palm Avenue and Virginia Street each year during the rainy season and damage property, as well as inconvenience the public. From the discussion which followed it was evident that there is no practical way for the City to divert storm waters, inasmuch as the location is naturally the draining basin for the entire area. However, it was suggested that the School Board might erect a dam on High School grounds near the location and with the use of control gates in such dam alleviate the nuisance to some extent. The petitioners were directed to confer with the School Trustees concerning this matter. It was thereafter moved by Councilman Brimmel, seconded by Councilman Love that when it is determined that seasonal rains are over, the Street Superintendent be directed to jack the sidewalks and curbs at or adjacent to the intersection of Palm Avenue and Virginia Street into, proper location and to make such repairs as are necessary so as to place the same in a safe and satisfactory condition. Carried by the following vote: Ayes: Councilmen Gerow, Brimmel, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilmen Selby. REPORTS OF STANDING COIWTTEES. Councilman Love reported having investigated further the matter of the construction of a casting pool at the Grand Avenue Park and of having conferred with officials of the Essoe Club concerning the matter; that said Club has volunteered to perform all of the labor necessary if the City will furnish the materials and equipment and it was his recommendation that if the casting pool is constructed, it be constructed in such manner as to be available as a wading pool for the children of the community. Following this report, it was moved by Councilman Gerow, seconded by Councilman Love, that the City Engineer be and he is hereby directed to draw plans and specifications, to set location stakes and provide necessary supervision for the construction of a casting pool and wading pool at Grand Avenue Park, and to cause such material, supplies and equipment as may be necessary in the work to be furnished for the construction of said pool, provided all necessary labor is furnished without charge by the persons interested. Carried by the following vote: Ayes: Councilmen Gerow, Brimmel, Love acid Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. . Councilman Brimmal reported having viewed and investigated conditions at the can dump; that he feels the dump can be made to suffice for an indefinite period by leveling off the same and constructing a plank roadway into the dump and he recommended that eucalyptus trees be planted on the sides adjacent thereto. During the discussion which ensued, it developed that there are a number of private rubbish dumps outside of the City of E1 Segundo, where rubbish and cans may be disposed of at small J.'163 cost, hence by general consent it was decided to do nothing respecting the local dump until such time as the Street Superintendent shall have investigated the cost of disposal at the private dumps mentioned and has reported thereon to the Council. Councilman Gerow reported that his attention had been celled to the fact that there is no sidewalk or-foot path in Pine Avenue between Main Street and Concord Street and that therefore pedestrians are required to walk in the street between the points mentioned; that recently two persons walking in the street at night were badly frightened and escaped being run down by a passing motorist by a narrow margin and that he felt this condition could be remedied by the construction of a foot path in the parkway of the street mentioned. Thereupon by general consent the Street Superintendent was instructed to cause a satisfactory foot path to be constructed -at such location in said street as will be economical and satisfactory. (WORTS OF OFFICERS AND SPECIAL COMMITTEES. The City Clerk read to the Council a message received by him this date from M. Telefson, President of Los Angeles County League of iunicipalities, requesting the Council to endorse Assembly Bill hoe 76, relating to health service for cities by the County health Officer and to wire its endorsement thereof to the Senator and Assemblyman from this district. The Clerk advised further that subsequent to the receipt of said message, he had talked on the telephone with far. Telefson, who advised that he had learned that the said bill had been favorably reported upon by the Senate Committee. It was thereupon suggested that a favorable report by the Assembly Committee usually is tantamount to the adoption of the bill by the Assembly and that therefore the telegrams in support of the bill may not be necessary. It appearing that the Mayor is to attend a meeting of public officials Thursday, April 13th, where he will have an opportunity to confer with Mr. Telefson and with Louis Burke, Attorney for the League of California Municipalities, it was moved by Councilman Love, seconded by Councilman 8rinmel, that the matter of sending telegrams to the Senator and Assemblyman of this District, supporting Assembly Bill No. 76, as requested by Mayor Telefson, be left to the option and discretion of the Mayor after he has made further investigation respecting the matter. Carried. The City Engineer read a report he had received from Hartford Steam Boiler Inspection and Insurance Company relative to the electric motors used in connection with pumping equipment of the City of E1 Segundo, which report stated that all electrical equipment was in first class condition with the exception of one motor which gave evidence of dampness and which should be dried out. The City Engineer stated that he had learned of this condition prior to receipt of the report and that the matter had been taken care of. The Council then co nted upon the excellent service rendered by Hartford Steam Boiler Inspection and Insurance Company and it appearing desirable to acknowledge the same, it was moved by Councilman Gerow, seconded by Councilman Love, that the City Clerk be and he is hereby authorized and directed to address a letter to Hartford Steam Boiler Inspection and Insurance Company, expressing appreciation of the frequent and valuable service rendered the City of E1 Segundo by said Company in making periodic inspection of•the electrical equipment of the City of E1 Segundo. Carried, The City Engineer reported that the work of removing fire walls and loose brick from the City Hall building has progressed as far as It may with inside staging, that in order to fully comply with the re- commendations of the engineers who inspected the building, it will *be necessary to erect outside staging, the materials for which must be purchased. Thereupon it was moved by Councilman Gerow, seconded by Councilman Love, that the City Engineer be and he is hereby authorized and directed to purchase the lumber and other materials necessary to construct adequate and safe outside staging for the purpose of removing portions of walls and loose brick from the City Hell building so as to comply as fully as possible with the recommendations of Smith -rmery Company, engineers, who inspected the building and recommended that this work be done, the total cost of such lumber and materials not to exceed the sum of 5150.00. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. The Fire Chief directed the Council's attention to a letter received by him.requesting that the Council urge.upon the Senator and Assemblyman from this District vigorous opposition to the proposed plan of the Ways and means Committee of the -State Legislature to abolish the office of State Fire Marshal. The ensuing discussion developed the fact that the State Fire Marshal performs a very worthy service, at no direct cost to the tax payers, inasmuch as his salary is paid from UK— a fund created by the payment of license fees required of the cleaners and pressers industry of the State, and that the abolition of the office undoubtedly would contribute to the return of hazardous operations of that industry and a disregard for fire prevention and safety methods in other industries and certain types of public gathering places. Thereafter it was moved by Councilman Love, seconded by Councilman Kri MOD l, that the City Clerk be directed to address a letter to Senator McKinley and Assemblyman Greene, requesting their support of the movement sponsored by Southern California Fire Chiefs Club to retain the office of State Fire Marshal as an active state agency. Carried by the following vote: Ayes: Councilman Gerow, Kriuml, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby, UNFINISHED BUSINESS. Moved by Councilman Krimmel, seconded by Councilman Gerow, that the following resolution be adopted: WH REAS, on the 5th day of April, 1933, Councilman Krimmel introduced Ordinance No. 188, entitled: "AN ORDMANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, BLEATING TEE OFFICE OF POUND MASTER-IN AND FOR SAID CITY AND PRESCRIBING TEE DUTIES OF SUCH POUND MASTER; CREATING A PUBLIC POUND FOR SAID CITY AND REGULATING THE MANAGEMENT THEREOF; REGULATING THE KEEPING, RUNNING AT LARGE AND IMPOUNDING OF DOGS AND OTHER ANIMALS WITHIN SAID CITY; PROVIDING FOR THE LICENSING OF DOGS -THEREIN AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH" AND WHEREAS, the said Ordinance so entitled, has never had Its second reading or been adopted by this Council; NOW THEREFORE, BE IT RESOLVED, that the introduction of said ordinance be and the same is hereby withdrawn and the said number is hereby restored for future use, and is hereby ordered to be given to the next succeeding ordinance introduced before this Council.
