1933 APR 05 CC MIN156 6. El Segundo, California. April 5th, 1933. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter Be Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Krimmal, Love, Selby and Mayor Binder. Councilman Absent: None. READING OF N110iES OF PREVIOUS MEET3NGS. The minutes of the regular meeting held on the 29th day of March, 1933, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Krimmel, that the minutes be approved as read. Carried. The minutes of the adjourned regular meeting held on the 3rd day of April, 1933, were read without error or omission appearing and were approved as read upon motion of Councilman Love, seconded by Councilman Krimmal, which carried. WRIT'T'EN COMMUNICATIONS. The following communications were read and disposed of as indicated: LOS ANGELES COUNTY IZAGM OF MUNICIPALITIES, dated April 3rd, 1933, advising of the next meeting of said League to be held at West Covina, Thursday, April 20th, 1933. Ordered filed. NATIONAL AUDIT AND SYSTEM COMPANY, INC., referring to the new standardized system of accounting and budget control for California cities of the Fifth and Sixth classes, and offering to install the system gratis if the said firm is employed to perform the municipal audit. Ordered filed. ORAL. COM1VIOAICATIONS. Mr. W. T. Clemo, on behalf of the Rod and Reel section of the Essoe Club, addressed the Council relative to the construction of a casting pool in the Grand Avenue Park of the City of 31 Segundo, and submitted a petition in three sections, signed by A. W. Gleason and ninety -five others, members of said Club or interested in the project, together with a sketch of the proposed casting pool and an estimate of the cost thereof, which said sketch and estimate were made by the City Engineer of the City of E1 Segundo. By general consent the mutter was referred to the Public Service Committee of the Council, consisting of Councilman Love as Chairman, with Councilman Gerow as member, for their investigation and report to the Council. Mr, J. Be Reddibgton, on behalf of the Women's Aid.Society of the E1 Segundo "Community Church,, addressed the Council relative to a permit for the purpose of vending edibles between July lot and 4th, 1933, during which dates the.Annual Air Races will be held at Los Angeles Municipal Airport. The matter was discussed, and it being the consensus of the Council that the operation in the public streets adjacent to Los Angeles Municipal Airport of a sandwich or food vending stand would impede the free movement of vehicular traffic, the Mayor suggested that the applicant attempt to procure a location on private property adjacent to said Los Angeles Municipal Airport for the purposes intended. None. REPORTS OF STANDING COMMITTF..SS. *. Z is REPORTS OF OFFICERS AND SPECIAL COMIT=S. The Street Superintendent reported that he had received from the Atchison, Topeka & Santa Fe Railway Company a form of Grant of Easement covering certain real property of said Company adjacent to Imperial Highway and Inglewood- Redondo Road to be used for highway purposes, and that he had delivered the said form to the City Attorney for examination and report to the Council as to its sufficiency. The City Attorney thereupon reported that he had examined the form of Basement referred to in the Street Superintendent's report and had found the same to be executed in good and sufficient form and that it is in order for the Council to accept the same should it desire to do so. Thereupon it was moved by, Councilmap Gerow, seconded by Councilman Selby,that the following resolution be adopted: RESOLVED, that that certain Grant of Easement to the City of El Segundo, California, from the Atchison, Topeka and Santa Fe Railway Company, dated January 17th, 1933, executed by W. Be Storey, President of said Company and attested by C. W. Jonep, Assistant- Secretary of said Company, granting to the City of El Segundo an easement for highway purposes over and across that certain piece or parcel of land 30 ft. x 100 ft., in the City of E1 Segundo, County of Los Angeles, State of CaliforniA, more particularly described as follows, to -wit: Beginning at the Northeast corner of Section 7 which is also the Northwest corner of Section 8, Township 3 South, Range 14 West, in the Rancho causal Redondo, as per map recorded in Book 1, pages 507 and 508 of Patents, Records of Los Angeles County; thence Easterly along the Northerly line of said Section 8 a distance of 70.5 feet to point of intersection with the Easterly line of said Railway Company's right of way as described in deed recorded May 21, 1928, in Book 7135, page 118 of Official Records of said County; thence Southerly along said Easterly line of right of way to a point 30 feet at right angles Southerly from said Northerly line of Section 8; thence Masterly parallel to and 30 feet Southerly from said Northerly lines of Sections 8 and 7 a distance of 100 feet to the West line of said Railway Company's right of way; thence Northerly along said West line 30 feet to the Northerly line of said Section 7; thence Easterly along said Northerly line of Section 7 to point of beginning; containing an area of 0.069 of an acre, more or less, be and the same is hereby accepted on behalf of the City of E1 Segundo; AND BE IT FURTHER RESOLVED, that the City Clerk be and he is hereby authorized and directed to affix to said instrument his certificate indicating the acceptance of said Grant of Easement by said City of E1 Segundo and thereafter to cause the said instrument to be placed*of record in the office of the County Reoorder.of.Loo.Angeles•County, California. Disposition of the petitiop signed by Roy Croft and others, requesting the City Council to reduce business license fees of persons doing business within the City of El Segundo, which said petition was 158 4 _ aillgiwit�t�is Council March 29th, 1933, was brought up for discussion The Mayor announced that subsequent to the filing of said petition, he had requested the Street Superintendent to determine the cost of certain municipal services afforded the business district of the City of E1 Segundo, without extra charge to the business houses in said district; that the said Street Superintendent had done so, that said report is now in the hands of the City Clerk and would be read. Said report was then read and it indicates that during the calendar year 1932, there was expended for the collection of papers, rubbish, trash, etc., accumulated in the carrying on of businesses within the business district, the sum of $810.06, which cost does not include truck hire, maintenance or depreciation on equipment; that in addition to the collection of trash, $476.16 was expended for the sweeping of streets in the business district; that therefore the cost to the City of providing the services mentioned to the business houses in the business district, is $6.85 per business.establishment per quarter year. It appearing from a further discussion of the subject, that with the exception of billiard parlors, the me imaim license fee of business establishments within the City of El Segundo is $3.00 per quarter and that, therefore, said business houses are provided a service, the cost of which is far in excess of the license fee paid by said business houses, it was moved by Councilman hove, seconded by Councilman Gerow, that the request of the petitioners be denied and that the Street Superintendent be directed to cause a copy of his report on the matter to be furnished each of the persons named in the petition. LI)ZI QO i. 0 f.1 :P t :'1 Moved by Councilman Krimmel, seconded by Councilman Love, that the following resolution be adopted: 11HEREAS, on the 29th day of March, 1933, Councilman Krimme1 introduced Ordinance No. 1S8 entitled: "AN ORDINANCE OF ME CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE NO. 7 OF SAID CITY, PASSED AND ADOPTED ON THE 21ST DAY OF FEBRUARY, 1917, ENTITLED: 'AN ORDINANCE OF THE CITY OF Ei, SEGUNDO REGULATING THE KEEPING OF DOGS WITHIN SAID CITY,' BY AMENDING SECTION 1 4H6RE9F AS AMENDED TO DATE, AND BY AMENDING SECTIONS 2, 3 AND 4 THEREOF, AND BY ADDING A NEW SECTION THERETO TO BE KNOWN AS SECTION *", AND WHEREAS, the said Ordinance so entitled, has never had its second reading or been adopted by this Council; NOW TSEREFORE, HE IT RESOLVED, that the introduction of said ordinance be and the same is hereby withdrawn and the said number.,is hereby restored for future use, and is hereby 'ordered to be given to the next sucdeeding ordinance introduced before this Council. V Councilman Krimeuel introduced Ordinance No. 188, entitled: AN ORDINANCE OF TSE MY OF EL SEGUNDO, CALIFORNIA, CREATING THE OFFICE OF POUND MASTER IN AND FOR SAID CITY AND PRESCRIBING THE DUTIES OF SUCH POUND MASTER; CREATING A PUBLIC POUND FOR SAID CITY AND REGULATING THE MANAGEMENT TSEREOF; REGULATING THE KEEPING, RUNNING AT LARGE AND MOUNDING OF DOGS AND OTHER ANDUT WITHIN SAID'CITY; PROVIDING FOR THE LICENSING OF DOGS THEREIN AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THUMWITH, which was read. Loved by Councilman Selby, seconded by Councilman Gerow, that the following resolution be adopted: AESOLVED,.that Lodge No. 435, I.O.O.F., be and it.is hereby granted permihsion to use tha Council Chamber *of the City Hall on the evening of Thursday, April 6th, 1933, for the purpose of holding a business meeting; AND BE IT FURTHER RESOLVED, that the City Clerk be and be is hereby directed to extend to former renters of the City Hall Auditorium an invitation to use the Council Chamber of the Uity Hall at such times as it is not needed for the transaction of municipal business or there is no other preferential use for the same, for the purpose of transacting their business until such time as said former renters are located in permanent quarters, no charge to be made for such use of said Council Chamber. 160b, M Carried by the following vote: Ayes: Councilmen Gerow, Srimmel, Love, Selby and mayor Binder.
