A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7 :00 o'clock P. bI. on the above date,
in the Council Chamber of the City hall of said City, by Peter E. Binder,
i.:ayor.
The City Clerk being absent, it was moved by Councilman Love,
seconded by.Councilman Gerow, that Councilman Selby be appointed Clerk
pro -tem. Carried.
ROLL CALL.
Councilmen Present: Gerow, , Love, Selby and Mayor Binder.
Councilmen Absent: Srimmel.
BEING OF MIN=S OF PREVIOUS ;MTING.
The minutes of the regular meeting held on the 21st day of September,
1932, were read. No errors or omissions appearing, it was moved by
Councilman Love, seconded by Councilman Selby, that the minutes be approved
as read. Carried.
Councilman Krimmel appeared at the meeting at this time, the hour
being- 7 :05 o'clock P. L1. and he immediately took his seat at the Council
!'able.
RITTEN C01.37ZICATIONS.
The following communications were read and disposed of as indicated:
PAIRS. ALICE HOPE, dated September 22nd, 1932, requesting the Council
to appoint a representative to meet with a Citizen's Committee, for the
purpose of planning a tialloween rrolic. By general consent Councilman
: Jerow was appointed to meet with said Committee.
V. C. MACK, dated September 28th, 1932, being his request for permit
to operate a billiard parlor at No. 102 Richmond Street, Ll Segundo.
r'ollowing consideration of the said application, it was moved by Councilman
Gerow, seconded by Councilman Selby, that the following resolution be adopted:

this Council this date, has requested that a permit be granted
him to conduct a billiard parlor in the building situated at
the Northeast corner of Richmond Street and E1 Segundo avenue,
being No. 102 Richmond Street, in the City of E1 Segundo;
NOW TF.E.R�:FORE, BE IT RESOLVED, that said applicant be
and he is hereby granted permission to conduct a billiard
parlor in said City at said location, for the period of one
year from date hereof, subject however, to the right of the City
Council of said City to sooner revoke the same, as provided in
Ordinance No. 8 of said City and all ordinances amendatory thereof
or supplementary thereto; and

CITY OF O.,UU_iND, dated September 23rd, 1932, in reply to letter of

the City Clerk of the City of El Segundo, dated July 28th, 1932, and
giving data and information in support of its resolution opposing
the diversion of State Highway funds to the payment of interest and
redemption on outstanding highway bonds. The communication was
referred by the ; :savor to Councilman Selby for perusal and study and
a report to this Council at a future meeting.
CITY OF 1.170 `IT"2.'1' Pte, dated September 23rd, 1932, re _uesting
this Council to adopt a resolution similar to one adopted by the
City of 1,1onterey Park, cop of which resolution was attached to said
1Ftter, requesting the Board of Supervisors of Los Angeles County to
allocate gasoline tax funds for the relief of improvement districts
bonded under the Acquisition and Improvement Act of 1925. No
action was taken at this time, the matter beinn, taken under advisement
by the Council.
Petitions bearinc- the signatures of 177 residents of the City
of El Segundo were presented to the Council, requesting said nody to
install an electric lighting system in the public streets adjacent to
a portion of the campus of 31 Segundo nigh School, so that baseball
mi:ht be played at ninht. The matter was laid over until the order
of unf inished Business at this meeting.
SPECIAL ORDER OF BUSIiIESS.
The hour of 7:15 o'clock P. M. at this meeting, having heretofore
been fixed as the time for receiving bids for furnishing the City of
El Se ..-,undo with 1 Light 8 Cylinder Sedan automobile and 1 - 2 Cylinder
Police Nlotorcycle, the _,:ayor arose, announced the hour of 7:14 o'clock
P. Ld. and asked if there were any person or persons present who desired
to file bids for furnishing said equipment. The hour of 7:15 o'clock P. t-,.
having arrived, and all bids being in, the !�;ayor declared the time for
receivinE; bids for furnishing the City of L1 Segundo with 1 Light 8 Cylinder
Sedan Aute:aobile and 1 - 2 uylinder Police &: otorcycle, as advertised for,
closed.
The Clerk announced that one bid had been received for furnishing
the City of E1 Segundo with 1 Light 8 Cylinder Sedan Automobile and three
bids for furnishing said City with 1 - 2 Cylinder Police Motorcycle.
It was thereupon moved by Councilman Gerow, seconded by Councilman
Love, that the City Council proceed to open, examine and publicly declare
all of the bids received for furnishing the City of yl Segundo with 1 Light
8 Cylinder Sedan Automobile and 1 - 2 Cylinder Police Motorcycle as
advertised for. Carried.
'11ne Council thereupon proceeded to open, examine and publicly
declare all of the bids received for furnishing the City of F1 Segundo with
said equipment as advertised fors which said bids were found by said Council
to be as follows, to -wit:

Descriptive matter covering this model of the Indian motorcycle

attention to a very fine four cylinder police motorcycle, manufactured by
Indian. This *machine has many advantages not common to the two cylinder
motorcycle such as easier starting, quieter operation, ability to run more
slowly in patrol work, all with the same. degree of economy both as regards
maintenance and fuel consumption, as is obtained from the two cylinder type.
The price of this greatly superior machine is just $100.00 more
than the two-cylinder type so that with the same equipment as listed
above, the net cash difference for a four cylinder modal would be 0355.75.

advisement until the hour of 7:15 o'clock P. M., Wednesday, October 5th,

Mr. W. E. Morgan addressed the Council, requestin:- that he be given
additional time by the City of El Segundo, and was advised by the Mayor that
his request would be given consideration.

REPORTS OF STANDING CO1,2JITTEES.

The Deputy City Clerk advised the Council that two members of the
E1 Segundo lioman's Club desired to ascertain what charge would be made

for the -use of the City Hall one night each month by said organization for
the purpose of holding a public card party. Since the organization desired
this information prior to the regular meeting of the Council, the Deputy
Clerk stated she had contacted four members of the City Council, and that a
price of $3.75 per night had been unofficially decided upon and she had so
advised the Woman's Club. Whereupon it was moved by Councilman Love,
seconded by Councilman Gerow, that the Women's Club of E1 Segundo be allowed
to rent the City Hall Auditorium one night each month for the purpose of
giving a public card party, the rental charge therefor to be 43.75 per night,
and that the action of the kc Deputy City Clerk in advising said Woman's
Club of said rental charge be and the same is hereby ratified and approved.

The Assistant City Engineer advised the Council that a Mr. Webster
of the Employment Stabilization Bureau of the County of Los Angeles had
called upon him this date, relative tolthe City of El Segundo requesting
County Aid in the improvement of a portion "of El Segundo Boulevard and
other Streets within said City in order to furnish work for unemployed.
After discussion of the matter, it was moved by Councilman Gerow, seconded
by Councilman Selby, that Resolution No. 262, entitled:

The Deputy City Clerk presented certain data in connection with
maps which the Council had been reeuested to procure as advertising matter,
and Mr. J. F. McCullough, President of El Segundo Chamber of Commerce
spoke briefly regarding said maps, advising that it was his opinion the same
would cost not to exceed $100.CO for 2000 maps. No action was taken at
this meeting.
The City Attorney, reporting with respect to ;;roposed form of
grant of easement of the Santa Fe Land Improvement Company to the City of
E1 Segundo, in connection with the proposed widening and improvement of
Sepulveda Blvd., which form had been submitted to him for his approval,
stated that in his opinion two paragraphs in said easement were not
sufficiently clear and definite, and by general consent the City Attorney
was instructed to Ixg-IrmIxt request said Santa Fe Land Improvement Company
to clazify said items before the easement was approved by the Council.

At this time the Mayor directed the Council's attention to the
petition of A. R. Tuck and others, requesting playground illumination in
itie public. streets -a� jacent to• a portion of . the campps of E1 Segundo High
School,'Mhich had-been previously received and fildd,at'thi.s meeting and
• referred to this head for further discussion.
Various persons present in the audience addressed the Council
with reference to the advisa ility of installing the equipment needed.
After prolonged discussion with reference to the advisability of tusking
the installation at this time, the Council, in order to ascertain the
attitude of its members respecting the expenditure in this regard, on
motion of Councilman Gerow, seconded by Councilman Selby, aeon., the
following resolution, to -wit:
