1932 SEP 14 CC MINL, 4 E1 Segundo, California. September 14th, 1932. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Ntmjm4 Gerow, Krimmel, Selby, Love and Mayor Binder. Councilmen Absent: None. READING OF Y,=ES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 7th day of September, 1932, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Gerow, that the minutes be approved as read. Carried. lyRITTEN COIvri.'QNICAT IONS . `11he following communications were read and disposed of as indicated: J. L. POMEROY, M. D., County Health Officer, dated September 10th, 1932, being a report of the activities of the Los Angeles County Health Department within the City of E1 Segundo, during the month of July, 1932. Ordered filed. EUGENE w. SMITH, City Clerk of San Rafael and fifteen other municipal officials and former Presidents of the League of California Municipalities, dated September 2nd, 1932, asserting that William J. Locke, as Secretary of the League of California Municipalities, has served the cities of California faithfully, efficiently and honestly for more than twenty years; that he has not received proper treatment at the hands of the Directors of said League; that the Directors have refused to place charges against him substantiating their reasons for his discharge, urging careful attention to Mr. Locke's statement attached to this communication, and that the representative of this City, who will attend the Convention at San Diego, be instructed to insist that Mr. Locke be given a proper hearing before the Convention. Moved by Councilman Gerow, seconded by Councilman Love, that the official of the City of E1 Segundo, who may be designated to attend the Convention of the Lea:-ue of California Municipalities, to be held at San Diego, September 26th to 29th, 1932, as.a delegate from the City of E1 Segundo, be and he is hereby instructed to cast his vote in favor of granting to William J. Locke an opportunity to present evidence in opposition to the alleged reasons for his dismissal as Secretary- Yanager of the League, and that he be given a fair and impartial hearing in the matter. Bradford addressed the Council relative to obtaining employment from the city of El Segundo and was instructed by the 14ayor to confer with the Street Superintendent on 'Thursday, September 15th, for the purpose of ascertaining what action the council takes in the matter. 0 44& REPORTS OF STIR IMIN^r C012I TTF—rS. REPORTS OF OFFIC�sRS AND ST'EC'AL COK�:ITTF'ES• Mr. Luce, reporting for Mr. roodworth, city Attorney, advised of a conference between %7ayor Binder, the City Clerk and himself, representing the City of El Segundo, and Mr. Messier, Business �roofit a County Health and Mr. McFadden, representative of the County Counsel's with a proposed contract betvreen the City of E1 Segundo and the County of f Health Officer within Los Angeles, for the performance of the functions o the City of El Segundo by the Los `ngeles County Health Department; that following argumentation lasting two hours and twenty minutes, the County Counsel agreed to the additi= of wording to the proposed contract, which it is felt will make the same acceptable to the 6ity of E1 5egundo; that a new contract will be drawn and submitted to this Council for its further consideration. Fire Chief McConnell reported having recently tested all of the fire hose in Fire Department us9,which withstand wouldabe pressure needed fortateleasthundred pounds and that in his opinion no new fire hoae six months. Councilman Gerow drew attention to the fact that final disposition had not been made of the suggested proposition to construct a water line in Duley , southerly from the 10" water line which runs Easterly from Arizona Drive dispose the center line of Section 7 within the City of E1 Segundo. of the matter he roved that the City of E1 Segundo proceed with the construction of a 6" water line southerly in Duley Road to a point adjacent to E1 Segundo Boulevard from that certain 10" line which runs easterly from Arizona Dive tough the center line of Section 7 within the City of E1 Segundo. motion was seconded by Councilman Selby, but failed to carry, the result of the vote thereon being as follows: Ayes: Councilman Gerow and Mayor Binder. Noes: Councilmen Love, Krimmel and Selby. Absent: Councilman None. PAY IN BILLS . None. NEW BvsLN74ss. Moved by'Councilman Krimmel, seconded by Councilman Selby, that the purchase of two Pennsylvania Lawn Mowers at a total osfoof not gto exceed $54.009 be and the same is hereby Ayes: Councilmen Gerow, Kri-:mel, Love, Selby and iriwjor Binder. Noes: Councilmen None. Absent: Councilmen None. Moved by Councilman Love, seconded by Councilman Krimmel, that the City Engineer be and he is hereby authorized and instructed to prepare plans and specifications for the grading and paving of Arizona Drive (Sepulveda Boulevard) within the City of E1 Segundo and to present the same to this Council for approval. Carried by the following vote: Ayes: Councilmen Gerow, Kimmel, Love, Selby and Mayor Binder. Noes Councilmen None. hbsent: . Councilmen done.
