1932 NOV 23 CC MINE1 Segundo, California. November 23rd, 1932. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Selby, Love and Mayor Binder. Councilmen Absent: Krimmel. - BEADING OF MINUTES OF PREVIOUS NEETING. - The minutes of the regular meeting held on the 16th day of November, 1932, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Selby, that the minutes be approved as read. Carried. Wi 1'!'TEN COWUNICATIONS. The following communications were read and disposed of as indicated: WILLI;X I. TRAEGE;R, Shemff, undated, but received November 17th, 1932, tendering a form of agreement between the County of Los Angeles and the City of E1 Segundo, providing for the payment of the expense of maintenance in the County Jail of city prisoners committed to such County Jail.for violation of city ordinances. The matter was referred to the City Attorney for his report to the Council upon the form of the contract. BC k.- MATERIAL COMPA rf, 222 Uain Street, El Segundo, dated November 18th, 1932, calling attention to the opening of a store at the address given, which carries a complete line of lumber and building materials, supplemented by large stocks in the main yard at Manhattan Beach, and requesting consideration in the placing of orders by the City for materials in this line. Ordered filed. AUTOMOBILE CLUB OF SOUTHMRN CALIFORNIA, dated November 21st, 1932, being a reply to the letter of the City Clerk addressed to said Club November 17th, 1932, which latter letter was written in accordance with a direction of the City Council at its regular meeting held November 16th, 1932. The City Clerk filed with the Council his quarterly report for the quarter ending September 30th, 1932. The City Clerk reported with respect to his examination, in con- junction with the City Attorney, of the papers filed ull by various parties in Escrow E -4112 with Security Title Insurance and Guarantee Company, which affects the proposed opening, widening and improvement of Sepulveda I B! Boulevard within the City of .1 Segundo. Subsequent to his report, the Council, by general consent, instructed the Clerk to request Santa Fe Land Improvement Company to amend its instructions, calling for a payment into escrow of 49742.50 as the consideration for the granting of an easement for public street purposes to the City of E1 Segundo over certain of said Company's property, so that such instructions, as amended, will call for a deposit of $9382.50; also to advise said Company that the City of E1 Segundo will expect, in consideration of the.payment.to said Santa Fe Land Improvement Company of $9382.50 for the grantinC of easement for public street purposes to said.City over certain of the real property of said Company, that said Company will furnish said City at its own expense a title insurance policy as of the date of the transfer, showing the property so transferred to be free and clear in accordance with the City's escrow instructions heretofore filed with Security Title insurance and Guarantee Company in escrow No. E -4112; Also to procure from Pacific Electric Railway Company easement over that portion of said Company's right of way referred to in City of 1;1 Segundo escrow instructions placed in Escrow E -4112 with Security Title Insurance and Trust Company as Item 7 and indicated on Plat lio. 311215 -2 as Parcel "G "; And instructed to the City Engineer to confer with Southern California 'Edison Company with the view of causing said Company to with- draw its claim for compensation in-amount of $215.00, for the removal and resetting of a pole, which said Company claims is upon private property, while the City contends it is in the public street; Also to confer with Shell Oil Company respecting its pipe line, the location of which may have to be changed by reason of the improvement of Sepulveda Boulevard if and when made.. Moved by Councilman Love, seconded by Councilman Selby, that the City Clerk be and he is hereby authorized and directed to cause Security Title Insurance and Guarantee Company to prepare and submit to this Council preliminary reports covering all of those parcels of land required by the City of El Segundo in the opening, widening and improving of Sepulveda Boulevard within the City of E1 Segundo, all as referred to in those certain escrow instructions of said City, dated June 29th, 1932, and on file with said Security Title Insurance and Guarantee Company, in its escrow No. E -4112, as and when all documents required respecting the several parcels of land mentioned in said escrow instructions are filed in said escrow. Carried by the following vote: Ayes: Councilmen Love, Selby and .:ayor Binder. Noes: Councilman Gerow. Absent: Councilman Krimmiel. The City Attorney thereupon reported to the Council respecting the final draft of Standard Oil Company's easement for public street purposes to the City of El Segundo, covering certain of its property which will be required b�� said City in the opening, widening and improvement of Sepulveda Boulevard. Lengthy discussion and consideration followed, terminating in the suggestion to !ir. Selfridge of the ►light of Way Department of said Standard Oil Company, that certain of the provisions set forth in the form of easement be altered and the document resubmitted to this Council for its further consideration. The City Attorney returned to the City Cisrk that certain,lease dated the 21st day of Larch, 1930, between T: B. DeBerry and the City of Ll Segundo, covering the use by said City of an automobile owned by said DeBerry, which said lease has been heretofore terminated. UNFINISHED BL55INESS. Moved by Councilman Gerow, seconded by Councilman Selby, that Lodge 507, F. & A. k. be and it is hereby granted permission to use the City .stall Auditorium on the ®vening of December 6th, 1932, the customary rental charge of $3.75 to be made therefor. Carried. Moved by Councilman Love, seconded by Councilman Gerow, that that certain Partial Reconveyance, dated November 16th, 1932, executed by California Title Insurance Company, affecting the Easterly 25.03 feet of the South 67 Feet of the North 92 Feet of Lot 9, Block 98, El Segundo, as per map recorded in Book 20, Pages 22 and 23 of Maps, iiecords of Los Angeles County, California, be and the same is hereby accepted on behalf of the City of Li Segundo, the City Clerk of said City is hereby directed to attach thereto his certificate showing the zq[K=m acceptance of the same and to cause the said document to be filed for record in the office of the County Recorder of Los Angeles County, California. Carried by the following vote: Gerow, Ayes; CouncilmenfLove, Selby and for binder. Noes: Councilmen None. Absent: Councilman Krimmel.
