January 13th, 1932.
A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by the
Mayor, George Love.
ROIL CALL.
Councilmen Present: Binder, Krimmel, Selby and Love.
Councilmen Absent: Gerow.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 6th day of January,
1932, were read. No errors or omissions appearing, it was moved by
Councilman Krimmel, seconded by Councilman Selby, that the minutes be
approved as read. Carried.
WRITTEN COUdUNICATIONS.
The following communications were read and disposed of as indicated:
ASSOCIATED TAX FACTORS, Inc., dated January 4th, 1932, offering
its services in-event a revaluation-of property within the City of
E1 Segundo is contemplated by the City Council. Ordered filed.
EL SEGUNDO CHANTER OF COM:ERCE, dated January 13th, 1932, inviting
the members of the Council and their ladies to attend a meeting of
said Chamber of Commerce, which will be held Tuesday, January 19th,
19329 at 7:30 o'clock P. M. in the American Legion Club House. Ordered
filed. -
RE-PORTS OF STANDING COLZIIT=- —
Councilman Binder of the Public Works Committee, reporting with
reference to the construction of pavement in Arena Street between
Pine Avenue and Holly Avenue, advised that his Committee's investigation
of the matter, following reference to it of the petition of G. W.
Ga.insbeck filed-with this Council December 16th, 1931, disclosed that
there are no buildings on this street at the present time, therefore
nothing to warrant the improvement, and that the Public Works Committee
recommends that the improvement be not made.
REPORTS OF OFFICERS AND SPECIAL COhL' ITT 1i.S.
The City Clerk reported to the Council that Mr. Frank L. Ford, on
behalf of himself and other property owners, had requested the installation
of a street light at the corner of Loma Vista Street and Acacia Avenue.
Following consideration, it was agreed by general consent, that inasmuch
as there are street lights at the corners of Loma Vista Street and
Imperial Highway, and Loma Vista Street and Walnut Avenue, each of which
is within three hundred feet of Acacia Avenue, a street light would not
be ordered installed at Acecia Avenue and Loma vista Street at this time.
The City Attorney read to the Council "a proposed order of the
Railroad Commission respecting a division of the'cbarges between
Railroad Companies and municipalities, when grade crossings are proposed,
and he then filed a written report of a hearing on the matter had before
the Railroad Co=ission, January 12th, 1932, which said hearing was
continued to February 2nd, 1932. The Council., after considering the
matter, gave no special instruction to the Attorney for presentation to
the Railroad Commiss-ion at the adjourned hearing to be held February 2nd.

SPECIAL ORDER OF BUSINESS.
The hour of 7:15 o'clock P. b:. at this meeting, having heretofore
been fixed as the time for receiving bids for furnishing the City of
E1 Segundo with certain cast iron pipe and fittings, the Mayor arose
and announced the hour of 7:14 o'clock P. M. and asked if there were
any person or persons present who desired to file bids for furnishing
said material. The hour of 7:15 o'clock P. M. having arrived, and all
bids being in, the Mayor declared the time for receiving bids for
furnishing the City of E1 Segundo with certain cast iron pipe and
fittings, as advertised for, Closed.
The Clerk announced that four bids had been received.
It was thereupon moved by Councilman Binder, seconded by Councilman
Seib--, that the Council proceed to open, examine and publicly declare
all of the bids received for furnishing the City of E1 Segundo with
certain cast iron pipe and fittings as advertised for. Carried.
The Council-thereupon proceeded to open, examine and publicly
declare all of the bids received for furnishing the City of E1 Segundo
with certain cast iron pipe and fittings, which said bids were found
by said Council to be as follows, to -wit:

After consideration of said bids, it was moved by Councilman
Binder, seconded by Councilman Krimmel, that Resolution No. 254,
entitled:

'ihe hour of 7:30 o'clock P. M. at this meeting, having heretofore
been fixed as the time for receiving bids for one used iimeograph, owned
by the City of E1 Segundo, the wayor arose end announced the hour of
7:29 o'clock P. M. and ,asked if there were: any person or persons present
who dbsired to .file bids,'or said :mimeographs owned by fhe'said''City.
The hour of 7:30 o'clock P. M. having arrived, the i.,ayor declared the time
for receiving bids for one used mimeograph, owned by the City of L1
Segundo, closed.
The Clerk announced that no bids had been received.
It was thereupon moved by Councilman Binder, seconded by
Councilman Selby, that the used mimeograph of the City of E1 Segundog
heretofore advertised for sale, be withdrawn from sale. Carried by the
following vote:
Ayes: Councilmen Binder, Krimmel, Selby and Mayor Love.
Noes: None.
Absent: Councilman Gerow.

At this point, the hour being 7:46 o'clock P..M.. Councilman
.Krimmel was excused from further attendance at the.meoting.

Moved by Councilman Binder, seconded by Councilman Selby, that the
City Clerk and the City 'Measurer of the City of 11;1 Segundo be and they
are hereby authorized and directed to transfer tho su3A of $3000.00
from the General Fund of the City of El Segundo to the Library Fund of
said City, and to make the necessary.roaord thereof in their books and
accounts. Carried by the following vote:
Ayes: Councilmen Binder, Selby and Mayor Love.
Noes: None.
Absent: Councilmen Gerow and Krimmel.
Moved by Councilman Selby, seconded by Councilman Binder, that the
Street Superintendent be and he is hereby authorized and directed to
purchase 100 gallons of white paint, at a cost of not to exceed $190.00,
for use in renewing the traffic lines on E1 Segundo Avenue and on the
Coast Boulevard, and for repainting pedestrian lanes throughout the City.
Carried by the following vote:
Ayes: Councilmen Binder, Selby and Mayor Love.
Noes: None.
Absent: Councilmen Gerow and Krimmel.
No further business appearing to be transacted at this session,
it was moved by Councilman Selby, seconded by Councilman Binder, that
the meeting adjourn until Monday, the 18th day of January, 1932,
at the hour of 4:40 o'clock P. M. Carried.
