1932 FEB 03 CC MIN229: El Segundo, California. February 3rd, 1932. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7 :00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by George Love, Mayor. ROLL CALL. Councilmen Present: Binder, Gerow, Selby and Mayor Love. Councilmen Absent: Krimmel. READING OF MINUTES OF PREVIOUS 1"ETLNG. The minutes of the regular meeting held on the 27th day of January, 1932, were read. No errors or omissions appearing, kt was moved by Councilman Binder, seconded by Councilmen Selby, that the minutes be approved as read. Carried. Councilman Krimme1, appeared during the reading of the minutes, the hour being 7:03 o'clock P. M. and he immediately took his seat at the Council table. WRITTEN CO12UNICATIOIZ. The following communications were read and disposed of as indicated: REGIONAL PLANNING COT.�ISSION OF THE COUNTY OF LOS ANCELES, dated January 30th, 1932, requesting the Council to authorize the Building Inspector to furnish it with certain data respecting building operations within the City of E1 Segundo. By general consent the matter was referred to the Building Inspector with recommendation that he comply with the request. LOS ANCELES CHU MR OF C0:11ERCE, dated February 1st, 1932, requesting information on the present unemployment situation. No action taken. HEALTH DE'PARTP,=, COUN'T'Y OF LOS ANGELES, dated January 25th, 19321 being a report of the activities of said Department within the City of E1 Segundo as Health Officer of said City during the month of December, 1931. Ordered filed. ALICE HOPE, SECRETARY, dated February 3rd, 1932, being a report of a meeting held at the City Hall February 2nd, 1932, which said meeting had for its purpose the formulation of plans respecting the beautification of the City of E1 Segundo for the 'Tenth Olympiad. By general consent action respecting the various recommendations in the letter was deferred until another order of business at this meeting. 04A, L COi,2,itiN1CATI02Z . r W�. H•. Gross addressed. the Council on behalf of Clifford riauge, with respect to the operation of a sand blasting machine on riest Imperial Highway at Cedar Street and /or at Grand Avenue and Sierra Street, and was advised that ardinances of the City of E1 Segundo prohibit the operation of such machine at the first mentioned location, but that it is permissible at the second mentioned location. rtEPORTS OF STt%NDI1,TG CO;:Iv;ITi S- None. xEPORTS OF OFFICLRS `D SPECIAL COTvXITFEES . The City Clerk advised of the filing of a req:;est by the Altar C 230 c� Society of St. Anthony's Church for permission to use the laity hall Auditorium February 8th, 1932, for the purpose of holding a benefit card party. 'Thereupon by motion of Councilman Krimmel, seconded by Councilman Selby, which carried, this permission was granted. The city Attorney reported that at the continued hearing of the tiailroad Commission respecting a proposed new grade crossing agreement, reference to which had been made at previous meetings of this Council, amendments similar to those proposed by the City of L1 Segundo were presented by numerous other cities and reruests were -filed, asking that Paragraph 3 of the Aailroad Commission's proposed order be eliminated therefrom. ne stated that the Committee took further testimony in the matter and decided to give the subject further study before making the order effective. The Street Superintendent reported that on January 26th, 1932, i,r. E. J. Grow, L'unicipal Mechanic, suffered an injury by reason of a chip of steel from a hammer having entered his leg and that said employee has been unable to work since said date. The city Clerk then presented to the council a deed, which he had received from the Standard Qil Company of ualifornia, granting to the City of El Segundo for public street.purposes certain portions of the real property of said Company adjacent to Aosecrans Avenue within the pity of El Segundo, which deed, at the meeting, of .; anuary 27th, 19321 had been referred to the city Engineer for approval as to des - crintion of the property therein referred to, and which had been returned to him by the said - ngineer endorsed as satisfactory. it was thereupon moved by Councilman nrimmel, seconded by Councilman Binder, that that certain deed of Standard Oil Company of California, dated the lath day of January, 19329 conveying to the City of El Segundo for public street purposes the following parcels of land situate in the uou-�t r of Los Angeles, State of California, described as follocis, to -wit: "Parcel I: The South 20 feet of Lot 3 of ',,Ct A0. 1314, as per map recorded in map 1sook 20, page 161, hecords of Los Angeles County. rarcel II: •i-hat portion of Lot 1 of Bract i4o. 3303 as per map recorded in i:,a;; 600k 36, pare 14, hecords . of Los Angeles county, de scribed as follows: teginning at the Southwest corner of said Lot 1; thence forth 890471 Last, along the South line of said Lot 1, a distance of 500.00 feet to the Southea:it corner thereof; thence Piorth 00011 mast along the Kast line of said Lot, to a point which is 20 feet idortherly measured at right ann_eF from the mouth line said L-)t; thence South 890 4 ?1 West on a line which is parallel to and 20 feet North measured at right angles from the South line of said' Lot, a distance of '505.41 feet to s:.point; thence South 700 231 301' West, a distance of 2,.58 feet, more or less, to the Westerly line of said Lot; thence South 220 111 East, along the Jesterly line of said Lot, a distance of 20.64 feet to the point of beginning. At this time'cotsideratioft was given to the matters referred to in the communication'of Mrs. Alice Hope, Secretary, heretofore at this meeting present6d to this Council, and with respect to that portion of said communication suggesting that home owners be requested to clean up and beautify their oft premises; that signs be eliminated ' so far as possible; that a town flower or color scheme be suggested and that vacant lots be 1SlaAted to wild flowers, it was moved by Councilman Binder, seconded by CouAcilman Kti:mmel, and unanimously carried that ' the 1.ayor of the City of E1 Segundo be requested to issue a proclamation respecting all of these'matters. With respect to that portion of ' the communication of'1e4r9. Alice Rope, dated February 3rd, 1932, heretofore referred to, suggesting'that the-Council plant petunias in the parkings ' on 'Main Street, between'Mariposa'Avenue and Grand Avenue, it was moved ' by Councilman Krimmel, teconded by Councilman Selby, that this-be done at a cost of not to exeded X150.00.
