E1 Segundo, California.
August 24, 1932.
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7 :00 o'clock P.M. on the above date,
in the Council Chamber of the City Hall of-said City, by the City Clerk,
Mayor Binder being absent. Councilman Love was unanimously chosen Mayor
pro tem and he immediately assumed the duties of the Mayor.
ROLL CALL.
Councilmen Present: Gerow, Krimmel and Love.
Councilmen Absent: Selby and Mayor Binder.
READING OF MINUTES OF PREVIOUS METING.
Thetminutes of the regular meeting held on the 17 day of August,
1932, were read without error or omission being noted. Ittwas thereupon
moved by Councilman Gerow, seconded by Councilman Krimmel, that said
minutes be approved as read, which motion carried unanimously.
WRITTEN COMMUNICATIONS.
W. 0. WELCH, Tax Collector, Los Angeles County, dated August 17th,
1932, submitting a schedule of projects in the City of E1 Segundo under
The Improvement Bond Act of 1915 and the amount of delinquent assess-
ments in each for the fiscal year 1931 -32, which ended June 30th, 1932.
Also making demand upon the Council to provide funds for the payment of
all such delinquent assessments and delinquent interest thereon as re-
quired by the said Statute. By general consent the matter was referred
to the City Attorney for an opinion as to proper procedure.
ORAL COMMUNICATIONS.
Messrs. E. C. Montgomery, J. A. Anderson and E. Short, made
verbal application for employment by the City of El Segundo and each
was advised by the Mayor that his case would be given consideration
at the conclusion of the Council Meeting, after which each could learn
of the Council's decision from the Street-Superintendent.
REPORTS OF STANDING COMMITTEES.
Councilman Gerow reported that he had had J. A. MacDonald,
assistant to the Street Superintendent, make inspection of the found-
ation and supports of the City of E1 Segundo advertising sign located
on property of the Santa Fe Land Improvement Company, adjacent to the
intersection of Imperial Highway and Inglewood Redondo Road and that
Mr. MacDonald had reported to him that the foundation and supports are
in good condition.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The City Engineer reported that Mr. Mullin, Manager of the
General Chemical Company's plant at El Segundo had consulted him with
respect to having added to the deed from General Chemical Company to
the City of E1 Segundo, covering real property required by the.City
of E1 Segundo in the opening, widening and•improvement of Sepulveda
Blvd., a clause granting the right to said Company to construct pipe-
lines in, under and across said highway for the purpose of transport-
ing its products from its works to the Standard Oil Company's refinery.
Also, some form of agreement that any costs or expenses which may be
incurred in the removal, replacing or repair of existing fences which
surround the General Chemical Company's property, thru the granting of
slope rights to the City of E1 Segundo, will be paid by said City.
Discussion ensued at the conclusion of which it was moved by Council-
man Gerow, seconded by Councilman Krimmel, that the following resol-
ution be adopted:

RESOLVED, that in such instrument as may be given by General
Chemical Company to the City of E1 Segundo, conveying to said City
certain real property for public street purposes, the City will have
no objection to the inclusion of a provision granting the right to
said Company to construct pipe -lines in, under and across the paved
portions of said highway when so paved, subject, however, to such
ordinances respecting these matters as may now be in force or may
hereafter be adopted and subject, further, to the approval as to form,
of the City Attorney of the City of El Segundo, of such provision or
clause as may be inserted in such deed; and
t3E IT FUROR RESOLVED, that the City Clerk of the City of E1
Segundo is hereby authorized and directed to advise said General Chem-
ical Company that, in the event it becomes necessary to remove and /or
rebuild and /or reset the said Company's fence by reason of the improve-
ment of Sepulveda Blvd., the City of E1 Segundo will assume such costs
and expenses as may develop in connection therewith, provided such re-
moval, rebuilding, resetting or repair is done under the direction and
supervision of the Engineering Department of the City of E1 Segundo.
And provided further that any repairs made or any fence or portion
thereof required to be rebuilt or reset, shall be of materials of the
kind and quality in use at the time such removal, repair or replacement
is necessary.
The City Clerk advised the Council that, as a matter of convenience,
and to facilitate work in his office, he had permitted Neva M. Elsey to
begin the second week of her vacation on August 23rd, 1932, first having
conferred with the Mayor respecting the matter and he requested the Coun-
cil's approval of same. It was thereupon moved by Councilman Krimmel,
seconded by Councilman Gerow, that the action of the City Clerk in granting
permission to Neva M. Elsey to begin the second week of her vacation on
August 23rd, 1932, be, and the same is hereby ratified and approved.
Carried by the following vote:
Ayes: Councilmen Gerow, Srimmsl and Love.
Noes: Councilmen None.
Absent: Councilman Selby and Mayor Binder.
Mayor Binder appeared at the meeting at this point, the hour being
7:30 o'clock P.M. He immediately assumed the duties of the Mayor, Coun-
cilman Love thereupon ceasing to act as Mayor pro tem.
The City Treasurer, thru the City Clerk, informed the Council of
the necessity of transferring monies from the General Fund to certain of
the Special Assessment Bond Interest and Redemption Funds of the City of
E1 Segundo, whereupon it was moved by Councilman Krim el, seconded by
Councilman Love that the following resolution be adopted:
RESOLVED, that the City Treasurer and the City Clerk of the City of
E1 Segundo, be, and they are hereby authorized to transfer from the Gen-
eral Fund of the City of E1 Segundo the sum of 45,00.91, which said sum
shall be placed to the credit of the funds hereinafter named, and in the
amounts indicated as follows, to -wit:

NEW BUSINESS.
Moved by Councilman Krimme1, seconded by Councilman Love, that
Resolution #261, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, FIXING THE RATES OF TAXES
LEVIED IN AND MR SAID CITY, SUFFICIENT TO RAISE
THE AMOUNT OF MONEY FIXED BY THE SAID CITY COUNCIL
IN ORDINANCE 1130. 185 THEREOF, PASSED AND ADOPTED
ON UM 17TH DAY OF AUGUST, A. D., 1932, AND TEM
EXPENSE OF COLLECTION OF SAID APJDUNT, TIII SAID
RATES HEREIN FIXED BEING THE RATES OF TAXES IN
AND FOR SAID CITY FOR THE CURRENT YEAR 1932 -1933
which was read, be adopted. The motion carried by the following vote,
to -wit:
Ayes: Councilmen Gerow, Krimmel, Love and Mayor Binder.

Moved by Councilman Gerow, seconded by Councilman Krimmel, that
the City Clerk of the City of E1 Segundo be, and he is hereby authorized
and directed to advertise in the manner provided by law, for bids on the
following items to be purchased by the City of E1 Segundo:
Item No. 1. 1 - Light 8 cylinder, 2 door sedan type automobile, to be
equipped with leather upholstery, safety shatter proof glass
throughout, 5 wheels & tires, tire cover & lock and front
and rear bumpers.
Item No. 2. 1 - 2 cylinder Police Motorcycle.
Such advertisement to include also the advertising for sale or
as a trade in upon the purchase price of the motor vehicles herein be-
fore referred to of:
1 - Used 1927 model, 4 cylinder Dodge Touring uar, and:
1 - Used 1929 model, 2 cylinder Harley - Davidson Police
Motorcycle, now in the services of the Police Department
of the City of E1 Segundo.
This motion was carried by the following vote, to -wit:

No further business appearing tp be transactsd at this meeting,
it was moved by Councilman Love and seconded by .Councilmen Uerow that
