A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7s00 o'clock P. M. on the above date,
in the Council Chamber of the.City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Krimme1, Love and Mayor Binder.
Councilmen Absent: Selby.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 10th day of August,
1932, were read. No errors or omissions appearing, it was moved by
Councilman Gerow, seconded by Councilman Krimmsl, that the minutes be
approved as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
.PACIFIC STATES CAST IRON PIPE COMPANY, dated July 19th, 19329
entitled "Unemployment Relief", with Which was enclosed excerpts copied
from the Emergency Relief and Construction Act of 1932, which letter
further advised that in event the City of El Segundo contemplates
making application for a loan from the Reconstruction Finance Corporation,
the services of said Company are at the City's disposal. Ordered filed.
WILLIAM J. GAFFNEY, dated August 16th, 1932, making application
for permit and license to conduct a public parking station at the
Southwest corner of Imperial Highway and Arizona Drive. After con-
sideration of said application, it was moved by Gouncilman Kriamel,
seconded by Councilman Gerow, that a permit be granted to William J.
Gaffney to conduct an auto parking station at the location set forth
in said application therefor, subject to the provisions of Ordinance No.
150 of the City of El. Segundo and to other ordinances of said City,
regulating the conduct of businesses within said pity which may be
• applicable to the business for which the permit is herein granted, with
the understanding that said permit may be revoked at any time when, in
the discretion of the City Council of the City of E1 Segundo, the public
peace, health, safety and /or convenience require that the same be
revoked, or would be subserved by the revocation of the same; it being
provided further that the permit herein granted shall not issue until the
applicant therefor shall have filed with the City Clerk a good and
sufficient bond as required by ordinance, or satisfactory evidence that the
applicant's.bond dated. September 8th, 1931, in the penal sum of $5,000.00,
with the Seaboard Surety Corporation of America as surety, and William
J. Gaffney as principal, is now and shall retrain in full force and effect
during and until the expiration of the time for which the permit herein
referred -to is granted. -Carried by the following voter

Noes: Councilmen None.

ORAL COMMUNICATIONS.
Councilman Krum -1 asked permission to construct a waste water line
from laundry trays on his premises to a cesspool which he will construct
for the special purpose, this method of disposing of waste water from his
laundry being necessitated by the fact that the sewer on his premises is
situated at a grade which will not permit him to connect said laundry
waste line thereto. It was thereupon moved by Councilman Gerow,
seconded by Counc ilman Love , that William A. Krimmel, Jr. be and he is
hereby granted permission to construct a waste water line from the
laundry on his premises, situated No. 517 whiting Street, to a cesspool
to be constructed for this special purpose, provided all of such work is
prosecuted and completed in accordance with ordinances of the City of E1
Segundo applicable thereto and to the satisfaction of the Plumbing
Inspector of-the city of E1 Segundo, it being understood this permit is
granted by reason of the fact that existing sewer lines upon the said
premises are so constructed as not to permit of the connection of said
laundry waste water line therewith. Carried by the following vote:
Ayes: Councilmen uerow, Love and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen Selby.

REPORTS OF STANDING COMMITTEES.
Councilman Gerow of the Public Works Committee reported that on
Saturday, August 13th, 1932, he and Councilman Selby had made an
investigation of conditions respecting certain advertising and traffic
direction signs within the City of E1 Segundo; that this committee
had decided that the "E1 Segundo" sign, heretofore located at the corner
of E1 Segundo Boulevard and Inglewood - Redondo Road was
ta3Js unsafely anchored and that therefore he had ordered the same
removed by the Street Department of the City of El Segundo. With respect
to other signs, he requested the Council to await the presence of
Councilman Selby for a report.
Mayor Binder reported in detail his observations and deductions
made at & meeting of the Mayors and Council's Department of the League of
California Municipalities, held at Santa Ana, California, August 13th,
19329 which he attended in company with ithe City Clerk. He stated that
the matter principally considered was a new form of Articles of Association
for the government of the League, which will be presented to said League
in convention in San Diego in September, 1932; that in his opinion the
new articles were satisfactory and would be approved at said Convention,
and that the committee which had prepared said Articles of Association
desired the Council's advance approval thereof, with suggestions for
such amendments as the Council might desire. Following a discussion of
the matter, it was moved by Councilman Love, seconded by Councilman Gerow,
that the City Clerk be and be is hereby instructed to advise H. A. Mason,
Secretary, Mayors'and Councilman's Committee, League of California
Municipalities, that it is the sense of the City Council of the City of
E1 Segundo, that the proposed "Articles of Association ", submitted for
the consideration of this Council and discussed at a regional meeting
of Mayors and Councilmen held at Santa Ana, California, August 13th,
19320 be not approved by this body at this time, but that such ratification
or approval be left to a dbcision of all members of the.League in
convention at San Diego in September, 1932. Carried.
REPORTS OF OFFICERS AND SPECIAL COMMIT".
The City Clerk informed the Council that the Atchison, Tbpeka .
and Santa Fe Railway Company desired advice from the City of E1 Segundo
as to its willingness, to pay said Company's claim for $288.27, upon the
completion of the work to be psrformed by said Company at the request of
the City of E1 Segundog in order to improve the crossing at Imperial
Highway and Inglewood - Redondo Road, as requested by the City ofEl Segundo.
It was thereupon moved by Councilman Krimmel, seconded by Councilman Love,
that upon receipt of proper demand therefor, after completion of the work
required to be done by the Atchison, Topeka and Santa Fe Railway Company
to improve its crossing at Imperial Highway and Inglewood - Redondo Road,
in a manner satisfactory to the Street Superintendent of the City of E1
Segundo, the City council will approve and order payment of such demand,
provided the same does not exceed the sum of $290900. Carried by the
following vote.

`Phe clerk reminded the Council that under Unfinished Business it should
consider its action respecting the installation of a proposed water line in or
adjoining Duley Road within the amity of E1 Segundo. %he City Engineer advised
the council that the cost of such proposed construction would be Jetween
#2250.00 and $2500.00. The Council then gave consideration to the matter,
and thereupon it was moved by Councilman Krimmal, seconded by Councilman Love,
that the laying of a water line in Duley Road, southerly from to existing
water line running easterly and westerly through Section 7, be not undertaken
at this time. the motion failed to carry, the roll call thereon being as- follows:
Ayes: Councilmen Krimmel and Love.

vehicles. Thereupon it was moved by Councilman Krimmel, seconded by Councilman
Love, that the City Clerk be and he is hereby instructed to procure public
liability and property damage insurance upon all of the motor vehicles used
by the Park, Street and Water Departments of the City of E1 Segundo, not
heretofore insured -for the current year, such insurance to be $209000.00 -
$50,000.00 limits and $5,000.00 limits respectively, and at a total cost not to
exceed $375.00. Carried by the following vote:

Noes: Councilmen None,
Absent: Councilman Selby.
