1932 AUG 10 CC MINE1 Segundo, California. August 10th, 1932. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7 :00 o'clock P. M. on the above date, in the Council Chamber'of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Krimmel, Selby and Mayor Binder. Councilmen Absent: Love, READING OF MINMES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 3rd day of August, 1932, were read. No errors or omissions appearing, it was moved by Councilman Gerow, seconded by Counci ;man Selby, that the minutes be approved as read. Carried. WRITTEN COCATIONS. The following communications were read and disposed of as indicated: THE ATCHISON, TOPEKA & SANTA FE RAILWAY COMPANY, dated August 8th, 1932, being its File No. 1321, submitting therewith an easement to the City of E1 Segundo covering additional width for street purposes at its Rosecrans Avenue crossing within the city of El Segundo and asking to be advised when the instrument has been executed and recorded. The instrument was submitted to the City Attorney for approval as to form and having had his approval, it was moved by Councilman Gerow, seconded by Councilman Krimmel, that the following resolution be adopted: RESOLVED, that that dertain easement dated 4une 30th, 1932, and executed by the Atchison, Topeka & Santa Fe Railway Company, giving unto the City of E1 Segundo an easement for highway purposes over and across that portion of the said Railway Company's right -of -way and tracks at xosecrans Avenue in the City of E1 Segundo, and more particularly described as follows, to -wit: Beginning at the point of intersection of the northwesterly line of the 60 foot right of way of The Atchison, Topeka and Santa Fe Railway Company and the southerly line of Section 18, Township 3 South, Range 14 West, S.B.B.H.; thence north- easterly along said northwesterly right of way line 37.64 feet to the point of intersection with a line parallel to and 20 feet northerly, measured at right angles, from the southerly line of said Section 18; thence easterly along said parallel line 112.91 feet to the point of intersection with the southeasterly line of said right of way; thence south- westerly along said southeasterly right of.way..line 37.64 febt to•the point of intersection with.•the souutherly line of said 8+gtion 18; thence westerly along the southerly line of Section 18 112.91 feet to the point of beginning, containing an area of 2258.20 square feet, more or less; be and the same is hereby accepted on behalf of said city; and EE IT FURTHER RESOLVED, that the City Clerk of the City of E1 Segundo is authorized to cause the said instrument to be filed for record in the office of the County Recorder of Los Angeles County, California. LEAGUE OF CALIFORNIA MUNICIPALITIES, dated August 4th, 1932, referring to existing and proposed methods of distribution of the State gasoline tax, reminding that the subject is' important and urging the City of E1 Segundo to participate actively in this important issue. Ordered filed. LEAGUE OF CALIFORNIA MUNICIPALITIES, dated Augudt 4th, 1932, having further reference to previous inquiries of said League respecting the establishment of a utility rate service through the League, requesting if the Council has any opinion to express, it do so in advance of the September Convention of said League. Ordered filed. BUREAU OF SANITARY ENGINEERING OF THE I)EPARTMENT OF PUBLIC HEALTH OF THE STATE OF CALIFORNIA, dated August 4th, 1932, submitting therewith a copy of surveys made by the Bureau of Sanitary Engineering of the water supply and'sewer system of the City of E1 Segundo. Ordered filed. REPORTS OF STANDING COW ITTEES. Councilman Gerow drew attention to the fact that the "E1 Segundo" sign erected at E1 Segundo Avenue and Inglewood - Redondo Road is out of repair and is suspended in a more or less unsatisfactory way, and inquired whether it was the Council's desire to have the sign repaired and substantially and safely hung, or to discontinue its use and have the sign removed. After discussion, the matter by general consent was referred to the Street Committee of the Council for attention, said Committee agreeing to make an investigation and decision on the afternoon of August 13th, 1932. Councilman uerow expressed the opinion that if the Council has determined not to construct a water line to serve the properties of Dr. A. S. Gough and George A. Johnson in the East acreage, that these persons should be advised. Discussion developed that the Council has not made a definite decision respecting the matter and by general consent it was agreed that definite action thereon would be taken at the next regular meeting of the Council. REPORTS OF OFFICERS AND SPECIAL COiIiITTEES. The City Clerk reported that ten bids had been received for performing the audit of the City's books, accounts and records for the fiscal year beginning July 1st, 1932 and ending June 30th, 1933, and inquired whether or'not the Council cared to consider the same at this time. Thereupon it was moved by Councilman Gerow, seconded by Councilman Selby, that the Council proceed to open, examine and publicly declare the ten bids received for auditing the books, records and accounts of the City of E1 Segundo for the fiscal year ending June 30th, 1933. Carried. The bids °were thereupon.opened'and found by said Council to be as follows, to -wit: I Following the conclusion of the reading of said bids, the same were considered, and it appearing that mr. H. G. Dow had, on four prior occasions, audited or been associated in the audit of the books and records of the City of E1 Segundo and that the service had been performed satisfactorily, and it appearing also that his bid received this date is the lowest bid received, it was moved by Councilman Krimmel, seconded by Councilman Selby, that the work of making a complete audit of the books, records and accounts of the Uity of .1 Segundo for the fiscal year ending June 30th, 19330 be awarded to Ralph G. Dow & Company in accordance with its bid therefor, dated July 20th, 1932, and filed with this uouncil this date, said audit to be made quarterly at the price named in said bid, to -wit: on a basis of $20.00 per day of eight hours, the total cost thereof not to exceed the sum of $250.00. Carried by the following vote: Ayes: Councilmen Gerow, Krimmel, Selby and Mayor Blxder• Noes: Councilmen None. Absent: Councilman Love. ,rho city ulerk drew the Council's attention to the fact that the property damage and public liability insurance on the motor vehicle equipment of the kity of El Segundo will expire on the 15th day of August, and following consideration of the matter, it was moved by Councilman Selby, seconded by Councilman Gerow, that the city Clerk be and he is hereby authorized and directed to procure property damage insurance, indemnifying the City against loss in the sum of (5,000.00, and public liability insurance, with.$20,000.00 - 50,000.00 limits, indemnifying•the City against loss through personal injuries, and that he endeavor to procure similar insurance upon the road roller of the amity of K1 Segundo, the motor vehicles to be insured being described as follows, to -wit: 1 - 7 ton Tandem Gasoline Motor Driven Road Roller 1 - 1927 Dodge Touring Car - Engine No. D 197330 1 - 1930 Harley- Davidson Motorcycle - No. 30 VL 3754 1 - 1930 Harley - Davidson Motorcycle - No. 30 VL 3762 1 - American Lai- France Fire Engine - No. 2686, at a total cost of not to exceed $350.00, and that he procure property damage and public liability indemnity in the limits hereinbefore specified, upon privately owned motor vehicles of municipal employees, which may occasionally be used in the transaction of business of the City of E1 Segundo, at a cost of not to exceed $75.00. McCoAnel4, Fire Chief, be and he is hereby granted his customary annual two'weeks vacation, beginning August 15th; 1932, it being unddrstood that during said vacation 0. H. Barber, will be acting Fire Chief of the Fire Department of the City of E1 Segundo. Carried by the following vote: Ayesi Councilmen Gerow, Krimmel, Selby and Mayor Binder. Noes; Councilmen None. Absent: Councilman Love, Councilman Selby introduedd Ordinance No. 185, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, FIXING THE AMDUNT OF ]MONEY NECESSARY TO BE RAISED BY TAXATION UPON THE TAXABLE PROPERTY THEREIN AS A REVENUE TO CARRY ON TO VARIOUS DEPARTWNTS (INCLUDING THE EL SEGUNDO FU IC LIBRARY) AND PAY THE BONDED Il=BTEDNESS OF SAID CITY FOR THE CURRENT YEAR, 1932 -1933, which was read. No further business appearing to be transacted at this meeting, it bras moved by Councilman Gerow, seconded by Councilman Krimmel, that the meeting adjourn. Carried.
