1932 APR 18 CC MIN263 El Segundo, California. April 18th, 1932. An adjourned regular meeting of the City Council of the City of El Segundo, California, was called to order at 4 :40 o'clock P. M. on the- above date, in the Council Chamber of the City Hall of said City, by George Love, Mayor. ROLL CALL. Councilmen Present: Gerow, Krimmel, Selby and h ayor Love. Councilmen Absnnt: Binder. READING OF MINUTES OF PREVIOUS MATING. The minutes of the regular meeting-held on the 13th day of April,- 1932, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Gerow, that the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. None. ORAL COMMI NICATIONS. M. and he immediately took his seat at the Council table. The City Clerk reported having interviewed representatives of - Security i1 tle insurance Company and Title Guarantee and Trust Company, respecting the costs of an escrow to handle certain instruments for the amity of E1 Segundo and the owners of certain real property to be acquired by the City in a street opening and widening proceeding. Definite- - action respecting the matter-was deferred until another meeting of the council. PAYING BILLS. The City Clerk reported that the returns of the General Municipal Election held on rwonday, the 11th day of April, 1932, in the city of E1 Segundo, California, were then and had been in his possession in the envelopes containing them, in the same condition as when received, and the said clerk presented paid returns to the City Council at this meeting. It was thereupon moved by Councilman Binder, seconded by Councilman tirimmel, that the City Council proceed forthwith to canvass said returns. The said motion was adopted by the following vote: Ayes: Councilmen Binder, (.:erow, lirimmel, Selby and mayor Love. Noes: None. Absent: None. Said motion being carried, the city Council then proceeded forthwith to ppblicly examine and canvass said returns, and upon the completion of said canvass by said Council, it was moved by Councilman hinder, seconded by Councilman Cerow, that the following resolution be adopted: "WEEREAS, a General Municipal Election was held and conducted in the City of E1 Segundo, County of Los Angeles, State of Cali- fornia, on Monday, the 11th day of April, 1932, as required by law; and, WHEREAS, it appears that notice of said election was duly and legally given, and that there were three voting precincts established for holding said election, consisting of a consolidation of the regular voting precincts for holding State and County elections (as the said precincts were last established by the Board of Super- visors of Los Angeles County prior to the date of said election); that election officers were appointed and election supplies furnished, and that in all respects said election was held and conducted and the votes cast thereat received and canvassed and the returns thereof made and declared, in time, form and manner as required by the general Laws of the State of California governing elections in cities of the fifth and sixth classes; and, WBE_REAS, the City Council of said City of El Segundo met at the - Council Chamber of the said Council on Monday, the 18th day of April, 1932, to canvass the returns of said election and install the newly elected officers, whereupon the said Council found that the number of votes cast, the names of the persons voted for, the result of said election, and other matters required by law, to be as hereinafter stated: NOW, THEREFORE, it is hereby resolved and declared as follows: That said General Municipal Election was held and conducted in the City of E1 Segundo, California, on Monday, the 11th day of April, 1932, in time, form and manner as required by law; That there were three voting precincts established for the purpose of holding said election, consisting of a consolidation of the regular voting precincts established for holding general state and county elections, as follows: Consolidated Voting Precinct "A" comprising State and County :Precincts:rlyos. 1 and 2; , Contso�idated Voting Precinct "B" comprising 'State 'and County r Precincts Nos. 3 and 4; and Consolidated Voting Precinct "C" comprising State and County Precincts Nos. 5 and 6. McCarthy was elected to the office of City Clerk of the City of E1 Segundo, California, for the full term of four (4) years; and Also, that Mints, Curtzwiler was elected to the office of City Treasurer of the City of E1 Segundo, California, for the full term of four (4) years. AND, BE IT FURTHER RIZOLVED.that the City Clerk shall enter on the records of the City Council a statement of the result of the said election showing: (1) The whole number of votes cast in said City of E1 Segundo; (2) The names of the persons voted for; (3) The office to fill which each person was voted for; (4) The number of votes given at each Precinct to each of such persons; and, (5) The number of votes given in said 6ity to each of such persons, and the term for which each was elected. A17D BE IT FURTSER RESOLVED, that the City Clerk shall immediately make and deliver to each of such persons so elected a Certificate of Election signed by him and duly authenticated; that he shall also impose the constitutional oath of office upon the said persons so elected as Members of the City Council of said City, and shall have them subscribe thereto and file the same in his office; that he shall also impose the constitutional oath ul)on the person so elected as Treasurer of said city, and shall have her subscribe thereto and file the same in his office; that he shall also take, subscribe and file as required by law, the constitutional oath of office for his office; whereupon, each and all of said persons so elected to said respective offices shall be inducted into said respective offices to which they have been elected." The motion to adopt the foregoing resolution was carried unanimously by the vote shown in the following certificate of the City Clerk, to -wit: STATE OF CALIFORNIA, ) COUN'T'Y OF LOS ANGELES,) SS. McCarthy, City Clerk of the City of E1 Segundo, California, do hereby certify that the foregoing resolution was-duly and legally introduced and adopted by the City Council of the City of El Segundo, California, at an adjourned regular meeting of the said Council held on Monday, the 18th day of April, 1932, and that the same was adopted by the following vote, to -wit: Ayes: Councilmen Binder, Noes: Councilmen None, Absent: Councilmen None. Gerow, Krimmel, Selby and Love. IN TESTIMONY WBERIXF, I have hereunto set my hand and affixed the official seal of said City of E1 Segundo,.California, this 18th day of April, 1932. The City Clerk then reported that he had caused to be entered in the Minute Book a statement of the result of said election, showing all matters required by law to be shown therein, and that he had done so by copying in the resolution last hereinabove set forth in Rill. 268 i The City Clerk then read the minutes of this meeting up to this point, whereupon it was moved by Councilman Binder, and seconded by Councilman Krimmel, that the said minutes stand approved as read. The said motion was carried by the following vote: Ayes: Councilmen Binder, Gerow, Krimme1, Selby and Love. Noes: Councilmen None. Absent: Councilmen None. Councilmen elect, John A. Gerow, George Love and William R. Selby, having completed their previous terms as members of the City Council, being present at the meeting, at this point immediately took, subscribed and filed their respective constitutional oaths of crfice as required by law for their new terms and took their seats as members of the City Council for their new terms at once with Councilmen Peter E. Binder and William A. Krimmel, Jr., and the Council as thus constituted proceeded forthwith to organize by the election of a Mayor. Councilman Peter E. Binder was unanimously chosen Mayor and he immediately assumed the duties of his office. Mayor Binder thereupon administered the oath of office to Victor D. McCarthy, City Clerk elect and said Victor D. McCarthy thereupon subscribed to said Oath of office and filed the same. City Clerk Victor D. McCarthy thereupon administered the oath of office to Minta Curtzwiler, City Treasurer elect, and said Mints, Curtzwiler thereupon subscribed to said Oath of Office and filed the same. The City Clerk thereupon announced his appointment of Neva M. Elsey as Deputy City Clerk. The Mayor then announced his appointment of the following committees: PUBLIC SAFETY COMMITTEE - - - - Councilman William R. Selby, Chairman. Councilman William A. Krimmel, Jr., Member.
