A regular meeting of the City Council of the, City of E1 Segundo,
California, was called to order at 7:00 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by
George Love, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Selby and Love.
Councilmen Absent: Binder and Krim- el.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 23rd day of
September, 1931, were read. No errors or omissions appearing, it
was moved by Councilman Selby, seconded by Councilman Gerow, that
the minutes be approved as read. Carried.
WRITTEN COMMUNICATIONS.
The following conminications were read and disposed of as
indicated:
COUNTY OF LAS ANGELES, DEPART&= OF HEALTH, dated September
26th, 1931, being a report of the activities of said Department
within the City of E1 Segundo, during the month of August, 1931,
as Health Officer of said City. Ordered filed.

REPORTS OF STANDING COBS.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The City Engineer reported having had a conference with
representatives of Southern California Edison Company respecting
changes in the ornamental street lighting system of the City of
E1 Segundo, and that these gentlemen recommended that instead of
changing the circuits, that lamps of lesser candle power be sub-
stituted for those in use in certain locations'at the present time.
It was thereupon moved by Councilman Gerow, seconded by Councilman
Selby, that the Street Superintendent be and he is hereby authorized
to make lamp substitutions in the ornamental street lighting system
of the City of E1 Segundo, in accordance with recommendations of the
Southern California Edison Company, the change herein authorized
being made in the interests of economy. Carried by the following
vote:
Ayes: Councilmen Gerow, Selby and Love.
Noes: None.
Absent: Councilmen Binder and Krimmel:
The Chief of Police-announced the revocation of the appointment
of H. A. Whetzel and H. R. Waters as Special Police Officers.
SPECIAL ORDER OF BUSINESS.
The hour of 7 :15 o'clock P. M. at this ne eting, having hereto-
fore been fixed as the time for receiving bids for furnishing all
labor and material necessary for doing the work or improvement of
Imperial Highway between Main Street and Redondo Boulevard, within the
City of E1 Segundo and the City of Los Angeles, California, the Mayor
arose and announced the hour of 7 :14 o'clock P. M. and asked if there
were any person or persons present desiring to file bids for said work.

The hour of 7:15 o'clock P. M. having arrived, and all bids being in,
the Mayor declared the time for receiving bids for furnishing all
labor and materials necessary for doing the work or improvement of
Imperial Highway, between Main Street and Redondo Boulevard, within
the City of E1 Segundo and the City of Los Angeles, California, closed.
The Clerk announced that seven bids had been received by him.
It was thereupon moved by Councilman Gerow, seconded by Councilman
Selby, that the Council proceed to open, examine and publicly declare
all of the bids received for furnishing all labor and materials
necessary for doing the work or improvement of Imperial Highway, between
Main Street and Redondo Boulevard, within the City of E1 Segundo and
the City of Los Angeles, California. Carried.
The Council then proceeded to open, examine and publicly declare
all bids received for furnishing all labor and material necessary for
doing the work or improvement of Imperial Highway, between Main Street
and Redondo Boulevard, within the City of El Segundo and the City of
Los Angeles, California, which said bids were found by said Council to
be as follows, to -wit:

At the conclusion of the reading of the bids, the hour being 7:25
o'clock P. M., the Mayor declared a recess of 15 minutes. At the hour
of 7:40 o'clock P. M., the Council reconvened, all members thereof being
present except Councilmen Binder and Krimmel.
Thereupon it was moved by Councilman Gerow, seconded by Councilman
Selby, that said bids be taken under advisement until Wednesday, October
7th, 1931, at the hour of 7:15 o'clock P. M. Carried.
UNFINISHED BUSINESS.
The Long Beach Chamber of Commerce, having heretofore requested a
representation from the City of E1 Segundo at a meeting to be held at
Bixby Park, Long Beach, Tuesday, October 6th, 1931, at 2 o'clock P. L.,
and no person having heretofore been appointed by this Council to
represent the City of El Segundo at said meeting, by general consent R.
T. Hutchins was at this time delegated to attend said meeting.

Street Superintendent be and he is hereby authorized to purchase 70 carob
trees, at a total cost of not to exceed $52.50, said trees to be planted in
parkings within the i:ity of El Segundo. Carried by the following vote:
Ayes: Councilmen Gerow, Selby and Love.
Noes: None.
Absent: Councilmen Binder and Krimmel.
Moved by Councilman Selby, seconded by Councilman Gerow, that the Street
Superintendent be and he is hereby authorized to purchase grass seed at a cost
of not'to exceed $25.00, to be sown in a plot in the Library Park. Carried
by the following vote:

Noes: None.

No further business appearing to be transacted at this meeting, it was
