E1 Segundo, California.
September 23rd, 1931.
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order on the above date at the hour of
7:00 o'clock P. M. in the Council Chamber of the City Hall of said
City by George Love, Mayor.
The City Clerk being absent, Councilman Selby was unanimously
chosen Clerk pro -tem.
ROLL CALL.
Councilmen Present: Binder, Gerow, Brimme1, Selby and Love.
Councilmen Absent: None.
READING OF MUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 16th day of September,
1931, were read. No errors or omissions appearing, it was moved by
Councilman Binder, seconded by Councilman 8rimme1, that the minutes be
approved as read. Carried.
WRITTEN COMTNICATIONS.
The following communications were read and disposed of as indicated:
EL SEGUNDO ALL STARS BASE BALL CLUB, requesting financial assistance
for said baseball club. No action was taken, the Council being of
the unanimous opinion that bn account of the large number of unemployed
persons in the City, who are greatly in need of work at the present time,
all available money should be used to give employment to as many of these
persons as possible.
S. C. EVANS, Executive Director, Boulder Dam Association, a
communication entitled "The Metropolitan Water District and The Bond Vote
of September 29, 1931 ". Ordered filed.
LOS ANGELS COUN'T'Y LEAGE OF MUNICIPALITIES, dated September 18th,
1931, enclosing copy of a resolution relative to the Metropolitan
Water District, which resolution was adopted at a meeting of said League
held at Whittier, California on September 17th, 1931, and urging
representation at the next meeting of the League to be held at Glendora,
on Thursday, October 15th, 1931. Ordered filed.
THE TAX PAYERS PROTECTIVE ASSOCIATION OF MANHATTAN BEACH, dated
September 16th, 1931, requesting that a date be set when a Committee
from said Taxpayers Protective Association might meet with a Committee
of this Council, with Supervisor Quinn, in regard to paving of Rosecrans
Avenue. The Council being unable to set a definite date at this time,
the mutter was held over for one week.
MAM B. BEATTY, Chief Clerk, Board of Supervisors, County of Los
4,nge�es., dated September 17th,,1931, enclosing.copy of.resolution adopted
by said'-Board of Supervisors on-SeptembeT-'14th, 1931, appropriating the
sum of $13,200.00 from Budget ,Contingency Appropriation, County Aid to
Outside Cities, Good Roads Fund, 1931 -32, to be paid to the City of
E1 Segundo upon written request to the Road Commissioner when the contract
is to be awarded for the improvement of Imperial Highway within the City
of E1 Segundo and the City of Los Angeles. Ordered filed.
REPORTS OF STANDING COLS=TEES.
None.
REPORTS OF OFFICERS AND SPECIAL COMaTTEES.
The City Engineer advised that a Mr. Jordon and Mr. Kingsbury of
the office of the Los Angeles County Flood Control District, had called
on him respecting the drilling of a test well for the City of r;l Jegundo
by said Flood Control District for the disposal of surplus surface
-water of said City, and had stated that the County was now ready to
proceed with the drilling of said test well and would commence operations
within a short time.
UNFINISHED BUSINESS.
Moved by Councilman Gerow, seconded by Councilmen Selby, that
Ordinance No. 179, entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, CALLING A SPECIAL ELECTION
TO BE HELD OCTOBER 29, 1931, WITHIN THE BOUNDARIES
OF "ACT OF 1927 IMICIPAL IMPROVEMENT DISTRICT NO.
1 OF THE CITY OF'EL SEGUNDO" OF SAID CITY AS DESCRIBED
HEREIN AMID PROVIDING FOR THE SUBMISSION TO THE QUALIFIED
VOTERS OF SAID DISTRICT OF THE PROPOSITION OF ISSUING
BONDS OF SUCH DISTRICT IN TEE AMOUNT OF $1469816.00 TO
PAY A PART OF THE COSTS AND EXPENSES OF ACQUIRING LANDS,
RIGHTS OF WAY AND EASEMENTS NECESSARY IN ORDER TO WIDEN
AND EXTEND THAT CERTAIN PUBLIC STREET COMMONLY KNOWN
AS ARIZONA DRIVE BETWEEN COLLINGWOOD AVENUE (ALSO KNOW
AS IMPERIAL HIGHWAY) AND ROSECRANS AVENUE WITHIN SAID
MUNICIPAL IMPROVEMENT DISTRICT, AND THE IMPROVEMENT OF SAID STREET
BY THE CONSTRUCTION AND COMPLETION UPON SAID STREET AS THE SAME
MAY EXIST AFTER IT IS WIDENED AND EXTENDED OF CEMENT CONCRETE
CURBS AND GUTTERS AND OF ASPHALTIC PAVEMENT FORTY FEET IN
WIDTH ON A PORTION OF SAID STREET AND THE IMPROVEMENT WITH
OIL OR OIL NACADAM OF OTHER PORTIONS OF THE ROADVaY OF SAID
STREET AND THE CONSTRUCTION OF APPURTENANCES NECESSARY AND/
OR CONVENIENT TO SAID IMPROVEMENT,
which was introduced and read at a regular meeting of the City Council
held on September 16th, 1931, and reread at this meeting, be adopted.

NEW BUSINESS.
Moved by Councilman Gerow, seconded by Councilman Krimm 1, that the
Street Superintendent be and he is hereby authorized to have the guard
rail on the Coast Boulevard painted and to purchase the necessary paint
therefor at a cost of not to exceed $30.009 Carried by the following
vote:
Ayes: Councilmep Binder, Gerow, Krimmel, Selby and Love.
Noes: None .
Absent: None.
No further business appearing to be'transacted at this meeting, it
was moved by Councilman Gerow, seconded by Councilman Selby, that the
meeting adjourn. Carried.
