A regular meeting of the City Council of the City of 1s1 Segundo,
California, was called to order at 7:00 o'clock P. hi. on the above
date, in the Council chamber of the city hall of said city, by

The city Clerk being absent, councilman Selby was unanimously
chosen clerk pro -tem.

The minutes of the regular meeting held on the 14th day of
October, 1931, were read. No error or omission appearing, it
was moved by Councilman Binder, seconded by councilman Gerow,
that the minutes be approved as read. yarried.
The minutes of the adjourned regular meeting held on the 16th
day of Uctober, 1931 were read without error or omission being
noted, and were approved as read, upon motion of Councilman Binder,
seconded by Councilman Uerov;, which carried unanimously.

l;;r. W. R. Hickman addressed the Council, stating that he is
about to engage in the business of furnishing numbers for buildings
throughout the City upon the order or request of owners or occupants
of any buildings, and that his system contemplates painting or
stenciling said numbers upon the curbs in front of any such buildings.
He requested the Council's permission to so paint or stencil the
numbers upon the curbs when requested, as before indicated.
It was moved by Councilman Gerow, seconded by Councilman Binder,
that permission be and the same is hereby granted to Vti. R. Hickman
to paint or stencilthe correct and official number of any buildings
within the City of E1 Segundo upon the curbs in front of any such
buildings when requested or ordered by the owner or occupant of such
building so to do; this permit being predicated upon the condition
that any errors made in so stenciling or painting any such numbers
upon any such curbs shall be corrected by the permitee herein named
at his own cost and expense and without charge to the person ordering
the same, the Council reserving the right to revoke the said permit
at any time within its discretion. Carried by the following vote:
Ayes: Councilmen Binder, Gerow, Selby and Love.

The City Attorney reported that there had been handed to him for hi—S/
Policy of Title Insurance Number 435088 of the California Title
Insurance Company, covering the North 25 feet of Lot 5, in Block 50,
of El Segundo Sheet No. 2 in the City of E1 Segundo, County of
Los Angeles, State of California, as per map recorded in Book 18,
Page 145 of Mops, in the office of the County Recorder of said County;

that upon examination of said Title Insurance Certificate he found
title to said property vested in the City of E1 Segundo, a municipal
corporation, subject to certain covenants, conditions and restrictions
as contained in the deed from El Segundo Construction Company and
subject also to an assessment in amount of $57.83, and that he was
handing said Policy of Title Insurance to the City Clerk for filing
in his office.
The Chief of Police announced the revocation of the appointment
of J. Holland as a Special Police Officer.
The Chief of Police announced the appointment of C. W. Gearing as
a Special Police Officer and requested the Council's approval of said
appointment. It was thereupon moved by Councilman Krimmel, seconded
by Councilman Selby, that the appointment of C. W. Gearing as a Special
Police Officer of the City of E1 Segundo be and the same is hereby
approved. Carried.
The City Engineer advised that Mr. E. C. Eaton of the Los Angeles
County Flood Control District had stated to him that the said District
was ready to proceed with the drilling of a test well for the City of
E1 Segundo, but that before proceeding with said work, the County Flood
Control District desired a letter from the City Council granting said
District permission to construct said well, and agreeing to furnish
the necessary water for said work.
It was thereupon moved by Councilman Binder, seconded by Councilman
Selby, that the following resolution be adopted:
WHEERRAS, this Council is advised that the Flood
Control District of Los Angeles County is willing and
ready to install at said District's expense a certain
flood water control shaft; and
id EREA,S, it appears that the property described as
follows: The North 25 feet of Lot 5, Block 50 of E1
Segundo Sheet No. 2 in the City of E1 Segundo-, and which
is the property of said City, is ideally suited for the
purposes of such test shaft;
NOW THEREFORE, BE IT RESOLVED, that the said District
be and it is hereby granted permission by this Council
to enter upon said premises for the purpose of constructing
thereon such test shaft and the necessary appurtenant
structures; provided, however, that all of said works
shall be performed at the sole cost and expense of said
District and said District shall not permit any debts or
obligations to accrue against said real property by virtue
of said work;
PROVIDED FURTHER, that any excavation or structure
placed upon such premises shall be so constructed as to be
at all times safe and not in any manner constitute a
nuisance and that any structure above the surface must be
approved as to character and appearance by the City Council
of said City;
AND By IT FURTHER RESOLVED, that the City Clerk is
hereby authorized to transmit a copy of this resolution to
Mr. Eaton of the said Flood Control District and to notify
said District at the same time.that the City.of E1 Segundo
will furnish such water in reasonable volume'as mtay.be
necessary for test purposes•without cost to said District
in consideration of the anticipated benefits to be derived
by said City from the installation of such shaft.
Motion to adopt the foregoing resolution was carried by the following
vote:
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love.
Noes: Councilmen - None.
