A regular meeting of the Uity Council of the City of E1 Segundo,
Ualifornia, was called to order at 7 :00 o'clock P. Ll. on the above date,
in the Uouncil Chamber of the vity hall of said amity by George Love,
b,ayor. .
ROLL CALL.
Councilmen Present: Binder, Uerow, Krimmel, Selby and Love.
Councilmen Absent: None.

The minutes of the regular meeting held on October 7th, 1951, were
read without error or omission being noted, and Were approved as read
upon motion of Councilman Binder, seconded by Councilman Selby, which
carried unanimously.
SPECIAL ORDER OF BUSINESS.
The consideration of bids received September 30th, 1931, for
furnishing all labor and materials necessary for doing the work or
improvement of imperial iiighway between twain Street and aedondo
boulevard within the vity of E1 Segundo and the City of Los Angeles,
Ualifornia (said imperial Highway being a boundary line street),
pursuant to the provisions of :tesolution of intention No. 243 of the
Uity of E1 Segundo, having been taken under advisement from the hour
of 7:15 o'clock P. M. October 7th, 1931, to the hour of 7:15 o'clock
P. Ia. at this meeting, and said hour having arrived, the iayor
announced the fact and stated that the Uouncil would now proceed to
consider the said bids.
'Thereupon the Uouncil did consider the said bids and believing
the action hereinafter taken to be for the best interests of the
property owners affected by the said proposed improvement, it was
moved by Uouncilman Gerow, seconded by U ouncilman Binder, that

The following communications were read and disposed of as
indicated:

in regard to unemployment, which resolution was adopted at the 33rd
annual Convention of said League, September 24th, 1931. Ordered filed.

The City Clerk reported that pursuant to instruction of the Council
given at its last meeting, he had endeavored to procure a supply of
registration cards for use in registering unemployed in the City of E1
Segundo, sample of which cards was submitted by the Director of Employment
Stabilization of the County of Los Angeles under date of October 3rd, 1931,
and had been advised that the County could not furnish such forms to
municipalities. It was thereupon moved by Councilman Binder, seconded by
Councilman Krimmel, that the City Clerk be and he is hereby authorized to
have two thousand registration cards printed, at a cost of not to exceed
$50.00, for use of the City of E1 Segundo in registering unemployed persons
within its jurisdiction. Carried by the following vote:
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love.
Noes: None.
Absent: None.
The City Clerk reported that certain special assessment interest and
redemption funds are short owing to delinquencies in paymant of taxes,
and that it appears necessary to transfer the equivalent of the shortages
from the General Fund to the respective Special Assessment Interest and
Redemption Funds. It was thereupon moved by Councilman Binder, seconded
by Councilman Gerow, that the following resolution be adopted:
W.-EREAS, the attention of this Council has been called to the
fact that the special assessment interest and redemption funds
hereinafter designated do not carry balances sufficient to
meet present requirements, owing to delinquencies in the
payment of taxes; and
WHEREAS, it is essential that all bonds and interest coupons
thereon, maturing at this time, shall be paid promptly when
presented, and that therefore funds required should be
immediately available;
NOW THEREFORE, BE IT 1U,,-SOLVED, that the City Clerk and the
City Treasurer of the City of E1 Segundo, be and they are
hereby authorized and directed to transfer from the General
Fund of the City of E1 Segundo to the special assessment
bond interest and redemption funds hereinafter named, the
amounts set forth after each respectively, as follows:
Main Street Improvement Redemption Fund $922.90
Lateral Sewerage Dist. No. 2 " " 3961.92
Oak Avenue Improvement Redemption Fund 106.72
Bayonne and Bonita Vista Ave. Impr. " 305.24
Hillcrest and Pine Ave. Impr. Red. Fund 28.09
The foregoing resolution was carried by the following vote:
Ayes: Councilmen Hinder, Gerow, Krimmel, Selby and Love.
Noes: None.
Absent: None.
UNFINISHED BUSIIXSS.-

Ordinance No. 180, entitled:

SET BACK LINES ALONG CERTAIN PORTIONS OF THE
SOUT-1:4;RLY L111E OF IMFF;RIAL HICOVAY WITHIN
THE SAID CITY,
which was introduced and read at a regular meeting of the City
Council held on the 7th day of October, 1931, and reread at this
meeting, be adopted. Carried by the following vote:
Ayes: Councilmen Binder, Gerow, Kritmsel, Selby and Love.
Noes: None.
Absent: None.

ADJOURNMENT.
No further business appearing to be transacted at this session,
it was moved by Councilman Gerow, seconded by Councilman Selby,
that the meeting adjourn until Friday, the 16th day of October, 1931,
at the hour of 4:40 o'clock P. M. Carried.
