A regular meeting of the City Council of the Uity of El Segundo, California,
was called to order at 7:00 o'clock P. bi. on the above date, in the Council
Chamber of the uity riall of said City, by Ueorge Love, Mayor.
ROLL CALL.
Councilmen Present: Binder, uerow, Krimmel, Selby and Love.
Councilmen Absent: None.

The minutes of the regular meeting held on the 30th day of September,'
1,31, were read. No errors or omissions appearing, it was moved by - '
Councilman Selby, seconded by Councilman Krimmel, that the minutes be"
approved as read. Carried.
WRITT'i.N COIMNICATIONS.
The following communications were read and disposed of as indicated:
WILLIAld V. DGINT ER, Taxation Service, dated October 3rd, 1931,
soliciting a contract with the City for the recovery of taxes from the
County of Los Angeles which applicant feels he might, upon investigation,
discover had not been paid to the City of E1 Segundo. Following the
reading of the communication, the City Attorney advised that he has had
in mind an action respecting the recovery of any such money should the
present investigation of County affairs disclose that any such monies
are due the City of E1 Segundo, in view of which, by general consent, the
letter of Mr. Minteer was ordered received and filed.
EL SEGUNDO POST NO. 38, AMERICAN LEGION, dated October 1st, 1931,
inviting members of the City Council to attend a meeting of said Post on
Friday evening, October 9th at 8:00 o'clock P. M., at which time
officers for the ensuing year will be installed and at which meeting
1unicipal Judges C. D.. Nye and I. C. Taplin of Los Angeles, both former
members of said Post, will be present. The Council was unable to
determine whether or not all of its members could be present on said
occasion, but agreed that as many as possible would attend.
ED H. MAR EN, Trustee in Bankruptcy of the Casualty Association of
America, dated October 6th, 1931, returning a bill in amount of $7.00,
which had been sent to the Casualty Association of America by the City of
E1 Segundo for damage to a street name post occasioned through the operation
of an automobile belonging to Gilliam Dunnavent, Jr., which was insured
against such loss in the said Casualty Association of Amercia, and advising
that by reason of the bankruptcy of said Association, Mr. Dunnavent would have
to settle the bill personally. By general consent the Clerk was instructed
to forward the bill and a copy of .the said letter to Mr. Dunnavent for his
attention.
FRANK.L. SHAW, Chairman; Citizens Committee on'Employment, Zos Angeles
County, by H. C. Freming, Director. Employment Stabilization, dated Oct. 3rd, 1931,
urging additional activity on the part of municipal authorities respecting
unemployment registration and records, and submitting plans for adequately
complying with the request. By general consent the communication was
ordered filed and the City Clerk requested to obtain a supply of the
registration cards used by the County.
SPECIAL ORDER OF BUSINESS.
The consideration of bids received September 30th, 1931, for furnishing
all labor and material necessary for doing the work or improvement of Imperial

Highway, between Main Street and Redondo Boulevard, within the City of
El Segundo and the City of Los-Angeles, California, having been taken
under advisement until the hour of 7 :15 o'clock P. M. at this meeting,
and said hour having arrived, the Mayor announced the fact and stated
that the Council would now proceed to consider the said bids. Following
brief consideration, it was moved by Councilman Binder, seconded by
Councilman Selby, that the bids received on September 30th, 1931, for
doing the work or improvement of Imperial Highway, between Main Street
and Redondo Boulevard, within the City of E1 Segundo and the City of
Los Angeles, California, be taken under advisement until the hour of
7 :15 o'clock P. M., Wednesday, October 14th, 1931. Carried by the
following vote:
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love.
Noes: None.
Absent: None.
QRAL CONItrI[TNICATIONS.
Mr. J. 0. Daniels, residing on Oak Avenue, between Euca4yptus
Drive and Sheldon Street, addressed the Council respecting improving
the said street between the said points, at the conclusion of which, by
general consent, the Public Works Committee agreed to view the situation
in conjunction with the Street Superintendent, and to make its
recommendation at a future meeting.

REPORTS OF STANDING COtWr=.
ME PORTS OF OFFICERS & SPECIAL CO:,LLI=S.
Ctty Engineer R. T. Hutchins reported respecting his attendance
as a representative of the City of E1 Segundo at a meeting held at
Bixby Park, Long Beach, October 6th, whereat consideration was given
to the matter of controlling the dumping of oil on the beaches.
The City Clerk read to the Council excerpts from a copy of an
address delivered by Mr. C. H. Purcell of the State Highway Department
at the recent Convention of the League of California Municipalities
at Monterey, which, in the opinion of the Clerk, might have some bearing
upon the attempt of the City of E1 Segundo to obtain State aid for
certain proposed street improvements within the City of E1 Segundo.
Thereafter said copy of the said address was delivered to the City
Engineer for his use.
UNFINISHED BUS11MSS.
The City Clerk reminded the Council of a request heretofore
received from the Taxpayer's Protective Association of Manhattan Beach,
that a Committee from both organizations arrange for a conference with
Supervisor Quinn respecting the In ving of a portion of Rosecrans Avenue,
and by general consent the Clerk was instructed to attempt to arrange
for such a conference for the latter part of the week beginning October
18th, 1931.
