May 27th, 1931.
A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. wi. on the above
date, in the Council Chamber of the City Hall of said City, by
George Love, Mayor.
MOLL CALL.
Councilmen Present: Krimmel, Selby and Love.
Councilmen Absent: Binder and Gerow.
Councilman Binder appeared during the reading of the minutes,
the hour being 7:04 o'clock P. 1d., and he immediately took his
seat at the Council Table.
READING OF IMMTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 20th day of
Lay, 1931, were read. No errors or omissions appearing, it was
moved by Councilman Selby, seconded by Councilman Binder, that
the minutes be approved as read. Carried.
WI1TTEN COiti MUNICATIONS.
The following communications were read and disposed of as
indicated:
LOS ANGt;LES COUNTY FLOOD CONTROL DISTRICT, by E. C. Eaton,
Chief Engineer, dated way 22nd, 1931, requesting that when
proposed subdivisions of land are presented to the amity Council for
approval, such plans first be submitted to the County Flood
Control District for report as to the effect such subdivisions
would have upon flood control channels, spreading grounds,
reservoir sites or similar developments, before the Council gives
any such approval. The City Clerk by general consent was
instructed to inform said Flood Control District that the Council
would cooperate as requested.
COUN'T'Y OF LOS ANGM- M DEPARTLTNT OF HEALTH, dated May 21st,
1931, being a report of its activities within the city of El
Segundo, California, during the month of April, 1931. Ordered
filed.
CLIFF0110 N. ARSDEN, Chairman, Public Personnel Administration
Section of the School of Citizenship and Public Administration, University
of Southern California, dated Lay 21st, 1931, calling attention to the
Fourth Annual Short Course, to be held at said University June 8th
to 13th inclusive, 1931, and urging the participation of the City of
E1 Segundo in said Short Course. Ordered filed.
ARTHUR E. DebOIT, Chairman, Municipal Engineering Section of the
School of k;i.tizenship and Public Administration, University of Southern
California, dated May 1 3th, 1931, urging.that the program•of the-
- �- unicipal Engineering Section of the Public Administration Short Course,
to be held at the.before mentioned University, June 8th to 13th inclusive,
1931, be brought to the attention of members of the Engineering
i)epartment of the City of E1 Segundo, and expressing the hope that the
pity of E1 Segundo will find it possible to have representation in
said Course. Ordered filed.

electric lamps to the pity of El Segundo at certain discounts therein

for the City of L1 Segundo. On motion of Councilman Binder,
seconded by Councilman Selby, which carried, the said communications

S. C. EVA: S. Executive Director, Boulder J)am Association, three
communications referring to various aspects of the Boulder Canon
Project and the kLetropolitan Water District of Southern California.

Er. :i. i.x:�illan of Rio. 217 Whiting Street, El Segundo, and
ws. R. D. Snow of No. 130- Virginia Street, El Segundo, each made
application for appointment to the position of Police Officer for
the Uity of ::1 Segundo. The gentlemen were advised that the Council
had the matter of the appointment of police officer under con-
sideration and that they would be advised in the future of such
action as may be taken by the Council.
REPORTS OF OFFICERS AND SPECIi%L COLNITTEES.
The Superintendent of the 4ater Department advised the Council
that he had been apprised of the fact that siiss Lela Dohle, Clerk
of the dater, Police and Engineering Departments will resign and
leave the City's employ on the 29th day of June, 1931, and that in
view of the fact that she would begin her vacation June'12th, 1931,
it had been necessary to employ a clerk, so that said clerk might
familiarize herself with the requirements of the position, so that
the business of the respective offices might be conducted rithout'dis-
ruption upon 11iss Dohle's departure, and that therefore; Miss Ethel
Grimes had been so employed on the 25th day of May, 1931.
It was thereupon moved by Councilman Krimmel, seconded by
Councilman Selby, that the employment of Ethel Grimes, May 25th,
1931, as Clerk of the dater, Police and Engineering Departments of
the City of E1 Segundo be and the same is hereby ratified and approved;
that said employee shall remain in the employ of the City of E1 Segundo
and in.the said respective offices during'the pleasure of this
Council; that until the fur•t.her- order of this. Cotuacil the compensation ..
Qi said employee be and the same js� hereby fixed at -the rate of $76.00
per month as Clerk of the Water Department; $12.00 per month as Clerk
of the Engineering Department and $12.00 per month as Clerk of the
Police Department, which said compensation shall be paid monthly as
other municipal employees compensated on a monthly basis are paid;
that the services to be performed by the said employee shall be those
usual to and heretofore rendered by former occupants of the said
respective offices under the direction of the Superintendent of the
Water Department, the Chief of Police and the City Engineer of the City
of E1 Segundo; and that the hours of employment of said empl.oyee shall
be 8 hours per day bet;;een the customary opening and closing hours of
sg}�,
the respective offices or such other time or times as this
Council or the Superintendent of the Water Department of the
City of El Segundo may from time to time determine to be for
the best interests of the City of E1 Segundo, not exceeding five
days per week, all subject however, to such supplementary and /or
amendatory resolutions respecting this subject which may be
hereafter adopted by this Council. Carried by the following vote:
Ayes: Councilmen Binder., Krimmel, Selby and Love.

Moved by Councilman Selby, seconded by Councilman Krimmel,
that the following resolution be adopted:
WHEREAS, the City Council of the City of E1 Segundo,
California, in furtherance of its policy of retrenchment
heretofore indicated, believes it practicable to take the
action hereinafter set forth;
NOW THEREFORE, BE IT RESOLVED, that effective June 1st,
1931, and until the further order of this Council, the
following named employees of the City of E1 Segundo, who
are now compensated on a monthly basis, shall receive
compensation for the respective services hereinafter set
forth instead of the compensations which are being paid to
them respectively at the time of the adoption of this
resolution, in each such case, however, each of said
employees shall be entitled to and shall receive one
additional day's leave of absence each week from his or
her duties over and a:,ove that now in effect, it being the
intention of the Council hereby to* provide a means of
placing such monthly.employees upon a reduced time basis
of service at the respective compensations hereinafter set
forth. The employees affected hereby and their respective
compensations above referred to to be effective June 1st,
1931, are as follows:

That effective June 1st, 1931, the allowance heretofore
made to George McLauchlin for the use of his personal automobile
in the discharge of his duties as Relief Man for the City of
E1 Segundo shall be discontinued;
That the before mentioned amounts of compensation for
eaciz of said employees shall be paid monthly. as other municipal
employees compensated on a monthly.basis are paid.-
Motion to adopt the foregoing resolution was carried by the following vote:
Ayes: Councilmen Binder, Gerow, Krimmel and Selby.
Noes: None.
Absent: Councilman Gerow.
Moved by Councilman Krimmel, seconded by Councilman Selby, that
the following resolution be adopted:

RESOLVED, that in case employees of the City of
El Segundo, employed on a monthly basis, where
additional service is required of such respective
employees over and above that now in effect for their
respective schedules, then and in that event such
respective employees shall be compensated at the same
rate for such additional time as may be required of them
respectively over said existing schedule, and provided
further that in event their regular time according to
such existing schedules, plus such above mentioned extra
time, shall exceed -six days per week, then and in that
event the compensation for such excess time shall be at
the rate of 1Q times the compensation fixed for their
respective periods of regular service.
Said resultion was adopted by the following vote:
Ayes: Councilmen Binder, Krimme1, Selby and Love.
Noes: None.
Absent: Councilman Gerow.
Moved by Councilman Binder, seconded by Councilman Selby,
that the following resolution be adopted:
WI EREAS, the leave of absence heretofore granted
J. A. MacDonald, Assistant Street Superintendent of the
City of El Segundo, for the purpose of taking his cus-
tomary annual two weeks vacation began May 18th, 1931,
to continue up to and including May 31st, 1931, thereby
necessitating; the substitution of another municipal
employee to perform the duties of his office; and
WHERMAS, A. T. Miller, Foreman in the Street
Department of the City of El Segundo was so assigned on
May 18th, 1931 to perform the duties of the Assistant
Street Superintendent, and said employee has actually
performed such service since said last mentioned date;
NOT, T=--T AFORE, BE IT RESOLVED, that the compensation
of the said A. T. Miller while actually substituting for
the Assistant Street Superintendent between the dates May
18th, 1931 and May 31st, 1931, be and the same is hereby
fixed at the rate of $170.00 per month.
Said resolution was adopted by the following vote:
Ayes: Councilmen Binder, Krimmel, Selby and Love.
Noes: None.
Absent: Councilman Gerow.
No further business appearing to be transacted at this
meeting, it was moved by Councilman Bindelr, seconded by Councilman
Krimmel, that the meeting adjourn until Monday, the 1st day of June,
1931, at the hour of 4:00 o'clock P. M. Carried.
