An adjourned regular meetin, of the amity Council of the ,ity of
�1 Segundo, California, was called to order at 4:OC o'clock r. 1.:.
on the above date, in the Council Chamber of the City hall of said
City by George Love, TYiayor.
ROLL CALL.
Councilmen Present: Binder, Gerow, Kri.mmel, Selby and Love.
Councilmen Absent: None.
Moved by Councilman Binder, seconded by Councilman Gerow, that
the regular order of business be dispensed with. Carried.
TEOITlEN COIN.UNICATIQI1.
The following communications were read and disposed of as
indicated:
C. L. B CA0.7ATER, Principal, E1 Segundo High School, dated
i.Av 28th, 1931, stating that he can recommend each of the girls
who are or were studens of El Segundo nigh School, whQ have made
application for employment by the City of L1 Segundo. Ordered filed.
7. V. 003 31ZOu, District yngineer, Division of Highways of the
State of California, dated June 1st, 1931, requesting assurance from
the City Council that the improvement of Sepulveda Boulevard within
the City of E1 Segundo will proceed shortly, so that upon receipt of
such assurance, the State may contract for the improvement of the
State Highway between E1 Segundo and Venice. Action respecting a
reply to this communication was deferred until the next regular
meeting of the Council.

appointment as Police Offic,:r of the City of El Segundo. Ordered
filed for future consideration.
ORAL C0I.1-21v'ICATIONS.
Mr. Toy Carmony and 1r. D. R. Teague, each made verbal application
for.apoointment to the position of Police Officer of the City of
�l Segundo.
It was moved by Councilman Krimmel, seconded by Councilman Binder,
that the matter of appointment of Police Officer for the City of E1
Segundo be postponed until the next regular meeting of the Council.
Carried.
REPORTS OF O� rr ICr3S & SPECIAL CO1,2-.1ITi LS.
The Chief of Police announced the revocation of the appointment of
Henry 3einhardt as a Special Police Officer.
The Chief of Police announced -the appointment of J. E. Dodds as
a Special Police Officer of the City of El Segundo. It was moved by
Councilman Binder, seconded by Councilman Selby and unanimously carried,
that the appointment of J. E. Dodds as a Special Police Officer of the
City of E1 Segundo be and the same is hereby approved and confirmed.
i.:oved by Councilman Kri.mmel, seconded by Councilman Selby, that
the Chief of Police be authorized and directed to cause the Automobile
Club of Southern California to erect a reflector adjacent to the curb
on the North side of Mariposa Avenue between Richmond Street and Main
Street, at a total cost of not to exceed $15.00. Carried by the following
vote:

Absent: None.
At this point, the hour being 4:55 o'clock P. L:., Councilman
Krimmel was excused from further attendance at the meeting and he
immediately left the Council Chamber.
Thereupon discussion was had respecting a complaint received by
the Chief of Police and various members of the Council concerning
gamblinE in that certain billiard parlor located at No. 102 Richmond
Street, permit for the operation of which has heretofore been granted
by the City Council. At the termination of said discussion, it was
moved by Councilman Gerow, seconded by Councilman Binder, that the
following resolution be adopted:
VKHZRE,AS, complaints have been made to the Chief of
Police of the City of E1 Segundo to the effect that
gambling has been engaged in in that certain billiard
parlor located at No. 102 Richmond Street in the City of
E1 Segundo, permit for the operation of which was granted
to D. M. MacDavid by resolution of this Council adopted
tray 6th, 1931, and of record at Page K -84 of the minutes
of the proceedings of said Council;
AIM VE R AS, one of the members of this Council
personally observed a gambling game, to -wit: a game of
poker in progress in said billiard parlor on the evening
of 1�ay 25th, 1931;
AND INIHEREAS, the operation of gambling games or
games of chance within the City of El Segundo is contrary
to ordinances of said City, and is prejudicial to the
public peace and morals of the community;
NO ?1 THEREFO_'�., 3E IT RESOLVED, that the permit for
the operation of said billiard parlor hereinbefore referred
to be and the sane is hereby revoked, effective at midnight
June lst, 1931;
AND BE IT FLTRTFER RESOLVED, that the Chief of Police
of the City of El Segundo is hereby directed to immediately
notify the manager or operator of such billiard parlor of
the revocation of the permit to operate same, and to prohibit
the conduct of said business at the said location from and
after midnight of the said first day of June, 1931.
Motion to adopt the foregoing resolution was carried by the following vote:
Aves: Councilmen Binder, Gerow, Selby and Love.
Noes: None.
Absent: Councilman Krimmel.
No further business appearing to be transacted at this meeting,
it was moved by Councilman Selby, seconded by Councilman Gerow, that
the meeting adjourn. Carried.
