A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7 :00 o'clock P.M. on the
above date, in the Council Chamber of the City Hall of the City
of E1 Segundo by George Love, Mayor.
ROLL CALL.
Councilmen Present: Binder, Gerow, K,rinmmel, Selby and Love.
Councilmen Absent: None.
READUZ OF MINUTES OF PREVIOUS :MTING.
The minutes of the regular meeting held on the 22nd Aay of
July, 1931 were read. No errors or ommissions being noted it was
moved by Councilman Binder, and seconded by Councilman Gerow that
the minutes be approved as read. The motion carried unanimously.

REPORTS OF STANDING COLUITTEES.
Councilman Gerow of the Public Works Committee advised that
he had heard an address over the radio to the effect that William
I. Traeger, Sheriff of Los Angeles County is perfecting a plan
whereby the Sheriff's Office will endeavor to find employment
relief for the unemployed of the county; that he believed the
undertaking a worthy one and further that in,his opinion a letter
should be addressed to Sheriff Traeger approving his action and
offering cooperation of the Council of the City of El Segundo.
It was thereupon moved by Councilman Gerow, seconded by
Councilman Binder that the City Clerk of the City of E1 Segundo be
and he is hereby directed to address a letter to William I. Traeger,
Sheriff of Los Angeles County, expressing this Council's approval
of his plan to place the services of his department at the disposal
of the unemployed of Los Angeles County in an endeavor to relieve
the present unemployment situation; to ask for full details con-
cerning the undertaking and to advise the Sheriff that the City of
E1 Segundo will cooperate in any way that it may consistently.
The said motion was carried by the following vote, to -wit:
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love.

REPORTS OF OFFICERS AND SPECIAL COIV11ITTEES.
The City Clerk reported that Mr. J. F. McCullough, president
of E1 Segundo Chamber of Commerce had asked him to present to the
Council a letter which he had received from the president of the
United States Chamber of Commerce requesting certain data as to
funds expended for-the relief bf unemployment during the winter of
1930 and the amount which will be'required for the same purpose
during the winter of 1931. Followin consideration of the matter
it was referred to the City Clerk for attention.
The City Clerk thereupon advised the Council that he had
received a number of quotations from certified public accountants
respecting audit of the books and accounts of the City of E1 Segundo
for the fiscal year ending June 30th, 1932; that all of such bids
are now in his possession, unopened, in the same envelopes in which
they were received, and he requested that the Council dispose of
the matter at this time so that the firm awarded the work may make
arrangements to proceed with such audit for the first quarter which
will end Sept. 30th, 1931. The Council thereupon, by general con-

The Council then proceeded to discuss the scope of the work
to be performed, the prices quoted by the respective bidders; and
their respective abilities as within the knowledge of the Council,
after which it was moved by Councilman Binder, seconded by Councilman
Gerow that the following resolution be adopted:
W TMAS, the City Council of the City of E1 Segundo
has caused the books and accounts of said City to be
audited each year by a public accountant and feels that
the practice should be continued through the fiscal
year 1931 -32;
AND WHERRAS, this Council has received nine bids
for the performance of this work, all of which bids it
has considered;
A1 TD WHEREAS, four of such bidders have previously
performed this service for the City of E1 Segundo in
satisfactory manner and it appears to be to the best
interest of the City of E1 Segundo to award the work
to one of the firms previously so employed;
NOW THEREFORE, BE IT RESOLVED, that the work of
auditing the books, records and accounts of the City
of E1 Segundo for the fiscal year ending June 30th, 1932
be and the same is hereby awarded to Logan R. Cotton of
Hermosa Beach, California at the price named in his
bid, to -wit: the sum of $425.00, it being stipulated
that such audit shall progress quarterly.
The said resolution was adopted by the following vote, to -wit:
Ayes: Councilman Binder, Gerow, Krimmel, Selby and Love.
Noes: None.

Moved by Councilman Krimmel, seconded by Councilman Binder that
the purchase of a lawnmower for the use of the Park Department of
the City of E1 Segundo at a cost not to exceed $22.00, be and the
same is hereby authorized. Carried by the following vote, to -wit:
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love.
Noes: None.
Absent: None.

Moved by Councilman Gerow, seconded by Councilman Krimmel,
that the Superintendent of the Water Department of the City of
E1 Segundo, be and he is hereby authorized to purchase a requisite
quantity of roof paint and to cause the roof of the reservoir of
the said Water Department to be painted with such roof paint at a
total cost not to exceed 4100.00. The motion carried by the
following vote, to -wit:
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love.
Noes: None.
Absent: None.
At this point the hour being 8 :00 o'clock P.M. the Mayor
declared a recess of one hour.
The Council reconvened at 9;00 o'clock P.M. at which time the
roll call was as follows:
Councilmen Present: Binder, .ierow, Krimmel, Selby and Love.
Councilmen Absent: None.
Thereupon consideration was given to the budget for the
fiscal year 1931 -32, at the conclusion of which consideration
councilman Krimmel introduced Ordinance No. 177, entitled;

No further business appearing to be transacted at this
meeting it was moved by Councilman Gerow, and seconded by
Councilman Selby that the meeting adjourn. The motion carried
unanimously.
