A regular meeting of the City Council of the City of F•1 Segundo,
California, was called to order at 7 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by
cieorge Love, Mayor.
ROLL CALL.
Councilmen Present: Binder, 8erow, Krimmel, Selby and Mayor Love.
Councilmen Absent: None.
READING OF LiI MMES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 15th day of
July, 1931 were read without error or omission being noted and
it was moved by Councilman Binder, seconded by Councilman
Selby that said minutes be approved as read. The motion carried
unanimously.
WRIT'T'EN COU4UNICATIONS.
The following communications were read and disposed of as
indicated:
SOUTEPSN CALIFORNIA EDISON CO., dated July 18th, 1931,
requesting permission to set one 40 ft. pole in the north side
ofMaple Avenue, 135 ft. east of Penn St., and
SOU=RN CALIFORNIA EDISON CO., dated July 20th, 1931,
requesting permission to set one pole on the east side of Cedar
St., adjacent its intersection with Acacia Ave. Each of said
requests having had the approval of the Street Superintendent,
it was moved by Councilman Selby, and seconded by Councilman
Krimmel that Southern California Edison Company be and it is
hereby granted permission to set one pole on the north side of
Maple Ave., approximately 135 feet east of Penn St., and one
pole in Cedar St., adjacent its intersection with Acacia Ave.,
all as per its requests filed with this Council this date,
provided the work for which permission is hereby granted is
prosecuted and completed to the satisfaction of the Street
Superintendent of the said City of E1 Segundo. The motion
carried unanimously.
DOL'LDER DAM ASSOCIATION, dated July 16th, 1931, being a
synopsis by S. C. Evans, Executive Director of boulder Dam
Association, of a meeting of the Southwest Water League held at
Santa Monica, California, July 11th, 1931. Ordered riled.

mimeographed copy of a letter addressed by said association
to Mr. W. rurney box, Los Angeles, respecting legislation per-
taining to the metropolitan Water District Act as amended.

"Observation on the report of A. L. Sonderegger, Consulting
rngineer, made to the Metropolitan water Department May 21,
1931, and entitled: 'Forecast of growth of metropolitan area
and permissable rate for Colorado River water, ". Ordered riled.

J. L. P012 -iOY, bi. D. Uounty Health Officer, advising that
subsequent to the approval on July 15th, 1931, of that certain
form of contract submitted by the county Health Department to the
council of the City of E1 Segundo for the performance of the
functions of health officer of the City of E1 Segundo by said
County for the year beginning July 1st, 1931, and ending July 1st,
1932, the County Counsel had ruled that a certain change must be
made in said form. Following consideration of the matter it was
moved by Councilman Selby and seconded by Councilman Gerow, that
the following resolution be adopted;
WHEREAS, on the 15th day of July 1931 as recorded
at page 122 -J, minutes of the procedings of this
Council, the City Council of the City of E1 Segundo
authorized the execution of a certain contract dated
July 1, 1931 between the City of E1 Segundo and the
County of Los Angeles for the performance of all of the
functions relating to public health within the City of
E1 Segundo for the period of one year from the said date
herein before mentioned by the Health Department of
said County;
AND WHEREAS, this Council has since been advised
of the necessity of a change in said contract;
NOW UEREFORL, BE IT R✓SOLVEED, that said contract
be amended by eliminating therefrom the following
paragraph, to -wit;
It is further agreed that indigent patients
located within the said District shall be admitted
to all the services of the Health Department and
Health Center within said District and said Health
Officer will when it is found necessary to do so,
make home visits on behalf of said indigent patients; and
BE IT FLTRTIMMi RESOLVED, that the City Clerk of
the City of E1 Segundo be and he is hereby authorized
to endorse in the margin of the first sheet of said
amended contract this Council's approval of said
amendment.
The foregoing resolution was adopted by the following vote;
Ayes; Councilmen Binder, Gerow, Krimmel, Selby and Love.

REPORTS OF OFFICERS & SPECIAL CObliUTTrES.
The Street Superintendent .reported that the ivy hedge on the
property located at the northeast corner of Concord and Grand Ave.,
is being trimmed by the owner so that it will no longer extend across
portions of the sidewalk; also that the hedge adjoining the property
at the southeast corner of Virginia St..., and Grand Ave., is being
trimmed so as-not to interfere w1th the free use of the oidewalk
at that 'location.
The Street Superintendent reported also that pursuant to
previous instruction of the Council he had made an investigation
respecting removal of a pole at the southeast corner of Main St.,
and Imperial Highway. That such removal would be of little value
unless some grading were done at the said location and he inquired
whether or not the Council desired to defer all of such work until
Imperial Highway is improved. Thereafter discussion followed, at
the conclusion of which, by general consent, the Street Superinten-
dent was instructed to remove the pole referred to and to do such
grading as could be done at reasonable cost to facilitate the
operation of vehicles at the location referred to.
The City Engineer then advised the Council that Peter B. Gaad
contemplates the sub - division of 35 acres of ground westerly of
the City of E1 Segundo and had requested that the City of E1
Segundo supply water to the proposed new sub - division. Following
consideration of the present and probable future demands upon
the water supply of the City of El Segundo and of the legal
restrictions attending the-furnishing of water outside of the
Corporate limits of the City of El Segundo, it was decided by
general consent that the City Engineer should report to Mr.
Gaad that the City could not comply with his request at the
present time.
The City Attorney advised the Council that he anticipated
being able to furnish at the next *seting a report respecting
future proceedings in connection with the improvement of
Sepulveda Blvd.

NEW BUSINESS.
Moved by Councilman Selby, seconded by Councilman Krimmel
that the purchase of four 30 by 32 tires and tubes for use on
Municipal Ford Truck No. 6 be and the same is hereby authorized
at the total cost not to exceed $25.00. The motion carried
by the following vote, to -wit:
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love.
Noes: None.
Absent: . None.
No further business appearing to be transacted at this meeting
it was moved by Councilman Selby, seconded by Councilman Gerow
that the meeting adjourn. The motion carried unanimously.
