E1 Segundo, California.
January 28th, 1931.
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by
the -City Clerk, the Mayor being absent. Councilman Binder was
unanimously chosen Mayor pro- temand he immediately assumed the
duties of the Mayor.

Councilmen Present: Krim 1, Selby and Binder.
Councilmen Absent: Gerow and Love.
READING OF M 2MTES OF PREVIOUS MEETINGS.
The minutes of the adjourned regular meeting held on the 19th
day of January, 1931, were read, without error or omission being
noted, and were approved as read.upon motion of Councilman Selby,
seconded by Councilman Krimmel, which carried.
Councilman Gerow appeared at the meeting at this time, the
hour being 7:05 o'clock P. M. and he immediately took his seat
at the Council Table.
The minutes of the regular meeting held on the 21st day of
January., 1931, were read. No errors or omissions appearing,
it was moved by Councilman Gerow, seconded by Councilman Krimme1,
that the minutes be approved as read. Carried.
WRI= COM :V UNICATIONS.
The following communications were read and disposed of as
indicated:
LOS ANGEIES COUNTY M"TTH DEPAR=T, dated January 21st, 1931,
being a report of the activities of said Department within the
City of E1 Segundo for the month of December, 1930. Ordered filed.
A'ZRICAN LEGION POST NO. 38, DEPARTMENT OF CALIFORNIA, El
Segundo, California, dated January 2lat, 1931, requesting that the
billiard tables at present stored in that certain room in the
American Legion Building, formerly used by E1 Segundo Volunteer
Fire Department, be removed and thanking the Council for its offer
to permit the members of the.American Legion to use the table for
its storage. The City Clerk advised the Council that the table
has already been moved, whereupon the letter was ordered filed.
SV,Tr,, ColaYLE'NSATION rzURANCE MM, dated January 20th, 1931,
with reference to Case No. 654770- M.Rahan, injured June 5th, 1929,
advising that the said State Compensation Insurance Fund rejects
liability for the injured's present condition, for the reason that
it is not the result of the injury'which occurred June 5th, 1929,
and is not industrial in: nature, The letter.furthar states that
Lir..'Rab m has been advised of his .right tp apply to the Industrial
Accident Commission of•'the State of California for a formal hearing
on the facts of his case. The letter was ordered, filed.
ORAL COM1L'UNICATIONZ .
Mr. Melvin Eaton made oral application for appointment to
the position of Police Officer of the City of E1 Segundo, and he
was advised by the Mayor that the matter would be taken under
consideration.

REPORTS OF STANDING COb",IaTTEES.
Councilman Krimmel of the Public Works Committee reported that
in company with City Engineer Hutchins, he had made another
inspection of that portion of the City Hall building, wherein it is
proposed to cut an arch between two of the rooms, and that he and
the City Engineer had determined that certain help at present employed
by the City is competent to do the work and by general consent it was
agreed to have the repair made by municipal employees.
REPORTS OF OFFICERS AND SYECIAL COLUITT" rS.
The City Engineer reported having received prices for the
installation of toilets and lavatories in the City Jail as follows:

Following consideration of the said bids, it was moved by
Councilman Krimael, seconded by Councilman Selby, that the work of
furnishing and installing two toilets and two lavatories in the City
of E1 Segundo jail in the City Hall building be awarded to the lowest
bidder therefor, to- wit: George Ipswitch,. at the price named in his
bid, to -wit: the sum of $144.48, and that the City Engineer be and he
is hereby instructed to cause the said contractor to proceed with the
work at his early convenience. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Selby and Binder.
Noes: None.
Absent: Councilman Love.

UNFfiNISHED BLS INESS .
INEw BUSINESS.
Moved by Councilman Krimme1, seconded by Councilman Gerow, that
C. C. Havens be and he is hereby appointed to the office of Police
Officer of the City of E1 Segundo, to commence his said employment on
the first day of Feb -uarv, 1931, and to serve during the pleasure of
the Council. As such Police Officer, said appointee shall be com-
pensated at the rate of $165.00 per month, which said compensation
shall be paid monthly as other municipal employees compensated on a
monthly bas -is are paid. Said appointee shall perform those duties usual
to and required of a Police Officer and while thus employed by the City
of E1 Segundo, shall be under the immediate supervision of the Chief of
Pblice of said City. Carried by the following vote: ,
Ayes: Councilmen Gerow, Krimme1, Selby and Binder.
Noes: None.
Absent: Councilman Love.
No further business appearing to be transacted at this meeting,
it was moved by Councilman Gerow, seconded by Councilman Selby, that
the meeting adjourn. Carried.
