January 14th, 1931.
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by George Love,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Krimmel, Selby and Love.
Councilmen Absent: Binder.
READING OF MIN=.ES OF PREVIOUS =TING.
The minutes of the regular meeting held on the 7th day of
January, 1931, were read without error or omission appearing, and
it was moved by Councilman Binder, seconded by Councilman Gerow,
that the minutes -be approved as read. Carried.
Councilman Binder appeared at the meeting during the reading
of the minutes, the hour being 7 :05 o'clock P. M., and he immediately
took his seat at the Council table.
KRlfil'EN COYMMICATIONS.
The following communications were read and disposed of as
indicated:
F. SHUMLEER, dated January 14th, 1931, advising of the re- election
of Dims. Alice Hope as Secretary of E1 Segundo Chamber of Commerce, and
advising that at its meeting held January 12th, 1931, Mrs. Hope was
given a vote of commendation and approval by the members and directors
of the E1 Segundo Chamber of Commerce present at this meeting, which
resolution also directed Mr. Shumaker to address a letter to the
City Council commending the services of Orbs. Hope as Publicity
Director and recommending her continued employment in such capacity.

SOUMRN CALIFORNIA EDISJN COMPANY, dated January 9th, 1931,
requesting permission to set poles along the South side of Walnut
Avenue, from a point on said Company's private right -of -way near
Arizona Drive westerly to Center Street, thence Northerly on the
East side of Center Street to Imperial Highway, within the City of
E1 Segundo. The said application having, �received the approval of
the Street Superintendent, it was moved by, i r, seconded by
Gouncilman Gerow, that Southern California Edison Company be and it
is hereby granted permission to set poles along the South side of
Walnut Avenue, from a point on said Company's private right of way
near Arizona Drive, Westerly to Center Street, thence Northerly on
the East side of Center Street to Imperial Highway, within the City
of E1 Segundo, such construction work to be prosecuted and completed
to the satisfaction of the Street Superintendent of the City of E1
Segundo. Carried.
ORAL COL2MNICATIONS.
Mr. Claude C. Havbhs addressed the Council relative to his
• employment as a police officer for the City of E1 Segundo and the
matter was taken under advisement.
Mr. Joseph E. Bender addressed the Council, advising that he
had requested of the Building Department a permit to construct sidewalks
in front of certain houses he is building on the West side of Sheldon
Street, between Oak Avenue and Maple Avenue, and that such permit
had been refused by reason of the fact that he does not intend to install
curbs at this time. He further explained that the terms of his
financing arrangement require that sidewalks be installed immediately
and that he will install the curbs at a later date.

The.Council then explained that the permit he requested had
been refused, following an instruction to that.effect from the
Council to the Building Inspector, but that in view of his
explanation and under the circumstances, the Council is willing
to rescind its previous order. Whereupon, it was moved by
Councilman Selby, seconded by Councilman Krimmel, that Joseph E.
Bender be and he is hereby granted permission to construct
sidewalks in front of his property on the West side of Sheldon
Street between Oak Avenue and Maple Avenue, such construction work
to conform in all respects to ordinances and resolutions of the City
of E1 Segundo and specifications of said City respecting the
4onstruction of sidewalks, such permit being predicated upon the
promise of 10r. Bender to construct curbs in the future, and
provided further that such construction work be prosecuted and
completed to the satisfaction of the Street Superintendent of the
City of E1 Segundo.
Said resolution was adopted by the following vote:
Ayes: Councilmen Binder, Gerow, Kri 1, Selby and Love.

REPORTS OF STANDING COMTaT1%ES.
REPORTS OF OFFICERS & SFICIAL COMMITTEES.
The Street Superintendent reporting relative to a collision
which occurred December 10th, 1930, between one of the municipally
owned Ford Trucks, and operated by Mr. J. A. Macdonald, Assisant
Street Superintendent and one belonging to Adohr Creamery Company,
Los Angeles, which accident was called to the City Council's
attention through a letter of the said Adohr Creamery Company filed
with the Council January 7th, 1931, advised that he had interviewed
both Dim. Macdonald and Mr. Cummings of the Police Department, each
of whom stated that it was considered so trivial no report thereof
had been made, as it appeared from an inspection made at the time
of the collision that the Adohr Creamery truck was not damaged in
any respect and that the damage to the City of E1 Segundo truck
consisted of a small scratch on one front fender. He stated also
that he would obtain a report of the accident on forms furnished
by the insurance carrier of the City of E1 Segundo for reporting
accidents and would deliver the same to the City Clerk for
transmittal to the City's insurance carrier.
The City Clerk recommended the transfer of additional funds
from the General Mind to the Library_ Fund, whereupon it was moved by Councilman
Krimmel, seconded by Councilman Binder, that the City Clerk and the
Qity Treasurer of the City of E1 Segundo be and they are hereby
authorized and directed to transfer from the General Fund of the
City of E1 Segundo to the Library Fund of said City, the sum of
$2000.00. Carried by the following votes'

'fhe City Clerk advised-the Council that a representative of
Los Angeles Directory Company had*informed' him of the proposed
publication of a directory of the Cities of E1 Segundo, Manhattan
Beach, Hermosa beach and Redondo Beach in one volume, which directory
in addition to showing the names of all of the persons residing in
the,respective communities, would contain other valuable data, and
that the said representative requested that the City purchase four
copies thereof, at the price of $8.00 each. r'ollowing consideration
of the matter, it was moved by Councilman binder, seconded by
Councilman Gerow, that the purchase of two copies of the Ll Segund-
Manhattan Beach - Hermosa Beach - Redondo Beach directory be and the
same is hereby authorized, at a total cost of not to exceed $16.00,.
one copy thereof for use in the office of the City Clerk and one
copy for use b-- the Police Department. Carried by the following
vote:

The City Clerk drew the Council's attention to the fact that
it has formerly considered the matter of installing toilets in the
cells of the municipal jail, following whidh it was moved by Councilman
Selby, seconded by Councilman Krimmel, that the City Engineer be and
he is hereby directed to obtain bids on the installation of two toilets
and two lavatories in the cells of the .":1 Segundo jail, located in
the city Hall of the City of E1 Segundo. Carried by the following vote:
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love.
Noes: None.
Absent: None.
The City Clerk drew the Council's attention to the fact that
it has previously considered the purchase of plate glass tops for the
walnut tables used by the Council in the Council chamber, and that the
cost thereof would approximate ;50.00 . Following consideration of
this matter, it was moved by Councilman Krimmel, seconded by Councilman
Binder that the purchase of three plate glass table tops, with beveled
and polished edges, for use on the tables in the Council Chamber of the
City of El Segundo, be and the same is hereby authorized, at a total cost
of not to exceed $50.00. Carried by the following vote:
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love.
Noes: None.
Absent: None.
At this point, the hour being 7 :45 o'clock P. M., Councilman Binder
was excused from further attendance at the Council meeting, and he
immediately left the Council chamber.
Councilman Krinum l recommended the construction of an archway
between the two front rooms in the quarters of the E1 Segundo Fire
Department on the second floor of the City Hall building above the
fire apparatus room, said quarters formerly having been used as
living quarters for the fire engine driver. the recommendation having
been approved by the Council, it was moved by Councilman Krimmel,
seconded by Councilman Selby, that the City Engineer of the City of
E1 Segundo be and he is hereby authorized and directed to obtain bids
for the construction of an archway between the front room and the room
immediately ajoining the same in the quarters of the E1 Segundo r'ire
Department above the apparatus room in the City Hall building, and to
award the work to the lowest responsible bidder therefor, and to
proceed with the said work, provided the total cost in connection therewith
does not exceed the sum of $25.00. Carried by the following vote:
Ayes: Councilmen Gerow, Krimme1, Selby and Love.
Noes: None.
Absent: Councilman Binder.
The Street Superintendent reported that on the 12th day of
January, 1931, he had employed H. J. Bigler as a laborer in the Street
Department of the City of E1 Segundo, and that on the 15th day of
January, he would like to employ Fallis Arthur in a similar capacity.
Thereupon it was moved by Councilman Selby: seconded by Councilman
Krimme1, that-the following resolution be adopted:
WHEREAS, the Street Superintendent of the City of El
Segundo, has reported to this Council this date, that on
the 12th day of January, 1931, he had employed H. J.
Bigler as laborer in the Street Department of said City,
and that on the 15th day of January, 1931, he desired to
employ Fallis Arthur in a similar capacity;
NOW THEREFORE, BE IT RESOLVED, that the said action of
the said Street Superintendent be and the same is hereby
ratified and approved; that the terms of the employment
of said persons shall be at the pleasure of this Council;
that the compensation of said persons be and the same is
hereby fixed at the rate of 62¢ per hour for
such time as said persons are actually engaged
in rendering service to the City of EJ Segundo,
and that such compensation as is earned by
said employees be paid semi - monthly as other
municipal employees compensated on an hourly basis are
paid.
Said resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Krimme1, Selby and Love.

Absent: Councilman Binder.
NEW BUSINESS.
Moved by Councilman Gerow, seconded by Councilman Selby, that
Southern California Edison Company be requested to install a street
light at the corner of Oak Avenue and Sheldon Street, as an addition
to the current street lighting contract with the City of El Segundo.
Carried by the following vote:
Ayes: Councilmen Gerow, Krimine1, Selby and Love.
Noes: None*
Absent: Councilman Binder.
Lbved by Councilman Selby, seconded by Councilman Krimme1,
that the purchase of badges and cap emblems for members of El
Segundo Fire Department be and the same is hereby authorized, at
a total cost of not to exceed $15.00. Carried by the .following vote:

No further business appearing to be transacted at this session,
it was moved by Councilman Gerow, seconded by Councilman Krinune1,
