January 7th, 1931.
A regular meeting of the City Council of the City of El
Segundo, California, was called to order at 7:00 o'clock P. M.
on the above date, in the Council Chamber of the City Sall of
said City, by George Love, Mayor.
ROLL CALL.
Councilmen Present: Binder, Gerow, Krim e1, Selby and Love.
Councilmen Absent; None.
READING OF MINUTT'ES OF PREVIOL15 MEETINGS.
The minutes of the regular meeting held on the 24th day of
December, 1930, were read. No errors or omissions appearing,
it was moved by Councilman Binder, seconded by Councilman Gerow,
and unanimously carried, that the said 3kinutes be approved as
read.
The'minutes of the adjourned regular meeting held on the
31st day of December, 193@, were read, without error or
omission being noted. It was thereupon moved by Councilman
Gerow, seconded by Councilman Binder, that the minutes be
approved as read. Carried.
The minutes of the regular meeting held on the 31st day of
December, 1930, were read. No errors or omissions appearing,
it was moved by Councilman Binder, seconded by Councilman Gerow,
that the minutes be approved. as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as
indicated:
bMTROPOLITAN WATER DISTRICT OF SOUThIERN CALIFORNIA, dated
December 31st, 1930, advising that a copy of the final report
of its Engineering Board of Review, on the Colorado River
Acqueduct location, has been sent to this City for the use
of its officials and residents of the community, and that any
information desired not contained in the report will be furnished
on request. Ordered filed.
FOSTER & KLEISER COMPANY, dated January 7th, 1931, requesting
renewal of its permit to maintain and operate a billboard at the
Northwest corner of Main Street and E1 Segundo Avenue, for the
period of one year, beginning January let, 1931, and enclosing
draft in the sum of $10.00 in payment of the fee for such permit.
Following consideration, it was moved by Councilman Binder,
seconded,by Councilman Gerow, that the following resolution be
&dopted: "
WHEREAS, on the 3rd day of December, 1930, this
Council adopted a resolution instructing the City Clerk
and the Chief of Police of the City of E1 Segundo not
to renew any permit which may have heretofore been issued
for any sign or billboard within the City of E1 Segundo,
and determining that existing permits would not be renewed
upon expiration, said resolution being of record at Page
K -6, minutes of the proceedings of this Council; and
,MRZAS, since that date, this Council has given the
subject additional consideration, and has had several

consultations with representatives of Foster
& Kleiser Company, Advertising Agency, which
operates and maintains acertain billboard within
the City of E1 Segundo, and said Foster & Kleiser
Company has improved the appearance of said
billboard operated by it and the property immediately
adjoining the same, to such an extent that certain
of the features heretofore objected to by this
Council have been eliminated;
NOW THEREFORE, BE IT RESOLVED, that the action
heretofore taken by this Council as hereinbefore
recited, be and the same is hereby revoked, and 'that
Foster & Kleiser Company be and it is hereby granted
permission to maintain and operate a billboard or
signboard at the Northwest corner of E1 Segundo Avenue
and Main Street, said billboard being the same, and
in the same location as that heretofore maintained and
operated by said Foster & Kleiser Company under
previous permits granted by this Council; provided,
however, that this Council reserves the right to
revoke the within permit at any time upon refunding
to the holder thereof a pro rata portion of the fee
paid therefor, whenever, in the discretion of said
Council, the public interests, necessity or safety of
said City demands that the said permit be Tevoked
and the said billboard be removed; and provided further,
that said billboard be maintained in accordance with
all of the provisions of Ordinance No. 45 of the City
of E1 Segundo, and all other existing ordinances or
ordinances which may hereafter be adopted appertaining
thereto; and
BE IT FURTHER RESOLVED, that the draft of Foster
& Kleiser Company in the sum of $10.00, tendered by
said Company in payment of the license fee for the year
January 1st, 1931 to January lst, 1932, be accepted by
the City Clerk as payment'of the fee for the license
herein granted.
Said resolution was adopted by the following vote:
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love.

IMPERL9L VALLEY FIRE DEPARTYMM, extending an invitation
to the City Council to attend the semi - annual meeting of the Southern
California Fire Chiefs Club, to be held in Imperial Valley, Saturday
and Sunday, January 24th and 25th, 1931. Ordered filed.
ADOHR CREA12RY COUPANY, dated January 3rd, 1931, enclosing
a bill for darneFe to one of the delivery trucks of said Company, said
damage being the result of an accident on December 10th, 1930, in which
said Company alleges a vehicle of this City was involved. Following
the reading of this communication, it was moved by Uouncilmen Gerow,
seconded by Councilman Selby, that without admitting any liability and
without prejudice to any defense'which the city of E1 Segundo or its
irisurancq oarrjer may have,.th�t the coginunication be. received and filed,
that-the alleged claim be refereed to the insurance carrier of the City
of El Segundo, andthat the amity Llerk be directed to'notify the said
Adohr Creamery Company of the action herein taken. Carried.
J. W, CHARLEVILLE, City Manager, City of Glendale, dated January
5th, 1931, calling attention to the fact that the position of leadership
in the progress of American cities, held by the cities of Southern
California, is due largely to the splendid cooperation received from
the educational interests of Southern California, particularly the
Uni•-ersity of Southern California, which, at the request of a
number of city officials, instituted a Summer Lecture Course on Citizenship
and Public Administration, which course has been augmented by a more
extensive course at the Civic Center, Los Angeles, all of the foregoing

being in addition to the regular courses at the University.
The said letter also requestedthat a letter be forwarded by
this Council to Dr. Rufus Be Von K1einSmid, President of the
University of Southern California, thanking him for what the
University has thus far accomplished and urging the necessity of
the continuance of the program.
The Council concurring in the opinion set forth in the
communication next above referred to, it was moved by Councilman
Krimmel, seconded by Councilman Binder, that the communication of
Mr. J. W. Charleville be received and filed, and the City Clerk
directed to write a letter to Dr. Von K1einSmid, President of the
University of Southern California, along the line suggested by Mr.
Charleville in his letter to this Council dated January 5th,
1931. Carried.

NEW BUSINESS.
Moved by Councilman Binder, seconded by Councilman Selby, that
the Dodge Touring Car of the City of E1 Segundo be placed in first
class mechanical condition, at a total cost of not to exceed $100.00.

Moved by Councilman Krimmel, seconded by Councilman Selby, that
the Building Inspector of the City of El Segundo be and he is hereby
authorized to purchase, for municipal uses, one 'rroemmer Tortion Balance
Scale and Weights, together with one set of Tiler Standard Sieves,
and other necessary appurtenances for the testing of sand, cement,
concrete and other building materials, the total cost thereof not to
exceed $100.00. Carried by the following vote:
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love.

Following report of the Street Superintendent, it was
moved by Councilman Gerow, seconded by Councilman Binder, that the
following resolution be adopted:
W EPY.AS, the Street Superintendent of the City of
E1 Segundo has reported to this Council this date that
on the 5th day of January, 1931, he employed H. H. _
Graham, L. Peery and J. S. Burgner as laborers in the
Street Department of the city of E1 Segundo, and that
on the 6th day of January, 1931, P. McNally was employed
in a similar capacity;
NOW THEREFORE, BE IT RESOLVED, that the said action
of the said Street Superintendent be and the same is
hereby ratified and approved; that the terms of the
employment of said persons shall be at the pleasure of
this Council; that the compensation of said persons be
and the same is hereby fixed at the rate of,62¢ per hour
for such time as said persons are actually engaged in
rendering service to.the city of L1 Segundo, and that
such compensation as is earned by said employees be
paid semi - monthly as other municipal employees com-
pensated on an hourly basis are paid.

Moved by Councilman Binder, seconded by Councilman Selby,
that the Street Superintendent of the City of E1 Segundo be and he
is hereby authorized and directed to improve that portion of
Eucalyptus Drive lying between Maple Avenue and Imperial Highway,
on force account, by the construction.therein of a macadam veneer
pavement. Carried by .the following vote:
Ayes: Councilmen Binder, Gerow, hrimnel, Selby and Love.
Noes: None.
Absent: None.
No further business appearing to be transacted at this
meeting, it was moved by Councilman Gerow, seconded by Councilman
Binder, that the meeting adjourn. Carried.
