A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. M. on the above
date, in the Council Chamber of the City Hull of said ::ity, by
the :city Clerk, the L.;ayor being absent. Councilman Gerow v.as
unanimously chosen Lay or pro -tem and he immediately assumed the
duties of the favor.

The minutes of the regular meeting held on the 11th day of
February, 1931, were read. No errors or omissions appearing, it
was moved by Councilman. Krimmel, seconded by Councilman Selby,
that the minutes be approved as read. varried.

Council for Senate Sill L,o. 126, a new recall law introduced in the State
Legislature by Senator = Harper.
Followin` discussion concerning, the subject matter of the said
con• ranicfltion, durir_ which City Attorney 7,loodworth expressed the
belief that the proposed legislation would be an improvement upon
existing legislation, but that it did not cure all of the evils in the
existing law, it was moved by Councilman Selby, seconded by
Councilman i%rinel, that the City Attorne - of the City of El Segundo
be and he is hereby directac to address a communication to Senator
T. W. I'AcKinley and kssemblyman S. 161. Greene, representing, this
District in the State Legislature, urgin their support of Senate
Sill No. 126, and to submit to these gentlemen his ideas respecting
additional matter to be ir_corporated in the bill when and if finally
adopted, and to furnish one copy of the said communication to the City
Clerk fcr his files and one copy thereof to the Lea; ue of California
1- unicipclities at San Francisco. Carried.

Councilman Selby, that Southern California Telephone Company be and
it is hereby granted permission to set one pole and one anchor in the
parking on the North side of L;ariposa Avenue, between Virginia Street
and :lichmond Street, in accordance with its sketch thereof iZo. JO 19260,
on file in the office of the City Clerk, this work to be prosecuted
and completed to the satisfaction of the Street Superintendent of the

The City Clerk reported that repairs in the basement of the City
Hall, as recommended by the Council, had been completed, but that
it may be found necessary to install new valves in the oil line
running to the City Hall heatins- apparatus in lieu of the valves
in these lines at the present time, as it seems impossible to prevent
them fron, leaking.
The City Clerk reported receipt of a request for a petition,
calling for the improvement of the alley* in Block 77, and that in
anticipation of the Council's action, the City Engineer had
estimated that the cost of this proposed improvement to the property
ovine ~s in said Block woulc. be $108.00.
It was thereupon moved by Councilman Binder, seconded by Councilman
Selby that the City Clerk be and he is hereby authorized and directed
to prepare, in the usual manner and upon forms heretofore approved
by this Council, a petition calling for the construction of a macadam
veneer paving in the alley in Block 77 of the City of r61 Segundo, and
to distribute the estimated cost of such proposed improvement over
respective properties in said Block, so as to net a total contribution
of not less than 4108.00, and to deliver the said petition, when
prepared, to ifs. John J. Sylvis, for circulation among said property
owners. Carried.
Moved by Councilman Selby, seconded by Councilman Kimmel, that
the following; resolution be adopted:
'riy11�33, this Council, at its meeting of February 11th,
1931, did authorise the payment to Hadden Automatic
Sprinkler Company of the balance of $1295.00 due said
Corporation on the contract with the City of it Segundo,
dated the 29th day of November, 1931;
AND =REAS, this Council, in said resolution,
instructed the City Clerk of said City not to deliver
the warrant representing; said payment unless the surety
company upon the Faithful Performance Bond of saia
Hadden Automatic Sprinkler Company should file a certain
written communication with said City therein referred to;
AND YMMEAS, this Council, upon investigation, finds
that in view of the provisions of said contract, said surety
is averse to furnishing such a letter or communication;
AND 7d'R�S, this Council finds that the responsibility
of said Hadden Automatic Sprinkler Company is sufficient,
in the opinion of said Council, to insure the furnishing to
said City of the supervision service contemplated with
respect to the installation of the materials furnished in
said contract without the necessity of any further undertaking
on the part of said surety company; notwithstanding

Segundo be and he is hereby authorized and directed to cause
a Comfort Station, two double furnaces with gaspiping thereto,
in• accordance with sket-Ghes thereef.submitted to and approved

41500.00, and that so far as practical, municipal employees
be used in connection with this construction.

Councilman Sinder reported that he had been solicited by
certain persons interested in the formation of a band to request
the use of the City. auditorium for practice purposes. the
matter was discussed at length, together with the possibilit* of
these persons procuring some other building: more remote fro:a the
residential sc'ction fcr prectice purposes, so that the sleep of
those required to v%,ork shift would not be disturbed.
At the conclusion of the discussion it was moved by �ouncilran
Binder.'seconded by Councilman Selby, that the request be denied,
and the motion carried unanimously.
