A regular meeting of the City Council of the City of E1 S--.gundo,
California, was called to order at 7:00 o'clock P. M: on the above
date in the Council Chamber of the City Hall of said City, b;- George
Love, Mayor,
ROLL CALL.
Councilmen Present: Binder, Gerow, Brimmel, Selby and Love.
Councilmen Absent: None.
READING OF 1tIIlTLMS OF PREVIOUS I.; STING.
The minutes of the regular meeting held on the 28th day of
February, 1931, were read. No errors or omissions appearing, it was
moved by Councilman Binder, seconded by Councilman Selby, that the
minutes be approved as read. Carried.
WRITTEN COLIVNICATIONS.
The following co==ications were read and disposed of as
indicated:
EDWJARD RIDLEY, dated January 28th, 1931, suggesting that the
concrete pillars, which are being erected in the Library Park, each
be adorned with a brass plate, bearing the names of the members of the
City Council and other prominent citizens, as a reminder to present
and future citizens of the spirit and efforts of these men in behalf
of the City of El Segundo. Ordered filed.
C. J. RAMO & COUP1,01Y, dated January 30th, 1931, being said
Company's report of the audit of the municipal books and records for
the quarter ending December 31st, 1930. Accompanying said
communication was a detailed statement of receipts, disbursements
and fund balances reconciled to said date. The documents were
ordered filed.
PLUMBING INSPECTORS' ASSOCIATION OF CALIFORNIA, received
February 3rd, 1931, suggesting-a membership in said organization,
the purpose of which 'is to safeguard public health through sanitary
plumbing. Ordered filed.
HON01IA3LE FRANK L. SHAW, Supervisor of Los Angeles County,
and Chairman of the Citizens Committee on Employment, expressing
appreciation of the Council's cooperation in adopting a resolution
respecting unemployment. Ordered filed.
LE1k l OF CALIFORNIA MUNICIFkLITIES, Legislative Bulletin
Pdo. 1, dated January'27th, 1931, advising that Senator William E.
Harper has introduced a bill to amend the Municipal Corporation
Act, so as to raise the tax.limi-t from $1.00 to $1.25, and requesting
advice from this Council as to its approval or disapproval. Following
discussion., and it. appearing, that the suggested change would not
affect the City of El Segundo in any way ;,.the Clerk; by• general
gQnsent., was instructed to advise the League of'California -
Municipalities that this Council desires to remain neutral in the
matter.
CITY OF SLN JACII:TO, dated January 25th, 1931, referring to
a resolution adopted'by the City Council of said City, January 10th,
1931, urging other City Councils and the Chambers of Commerce-of
Southern California cities to adopt resolutions for presentation to
the City Council of the City of Los Angeles and the Board of Super-
visors of Los Angeles County, memoralizing said Bodies to take such
steps as may be necessary to prevent the marketing in Los Angeles
of fluid milk shipped from points North of the Tehachapi. Ordered filed.

S. C. EVA -10, Executive Director, Boulder Dam Association, being
his undated synopsis of remarks made at the meeting of the Southwest
Water League held at the City Hall of Azusa, California, January
24th, 1931. Ordered filed.
SOUTEIERN CALIFOR alk EDISON COMPANY, dated January 29th, 1931, being
request for permission to set a pole in a public alley within the City
E1 Segundo.. The application having had the approval of the Street
Superintendent, it was moved by Councilman Gerow, seconded by
Councilman Binder, that Southern California Edison Company be and
it is hereby granted permission to set one pole in the alley East
of Arena Street, approximately 50 ft. North of E1 Segundo Avenue,
provided said work is prosecuted and completed to the satisfaction
of the 6treet Superintendent of the City of E1 Segundo. Carried.

The City Clerk reported that Junior Fire Engine Driver McMillan
was taken ill Tuesday, February 3rd, and that it became necessary to
call upon the Street Superintendent to supply a relief driver from
his Department.
The City Engineer reported that the work of cutting the arch
between two of the rooms in the amusement and meeting quarters of
the Fire Department was under way.
The Chief of Police reported the appointment of Claude C.
Havens as a Police Officer of the City of E1 Segundo, and that he
had taken and subscribed the constitutional oath of office.
Upon motion of Councilman Gerow, seconded by Councilman Krimmnel,
which carried unanimously, this action was approved.

changes be made in the workbench in the said fire apparatus room, all of said
work to be done by municipal employees, and at a total cost of not to exceed
$2:..00. Carried by the following vote: .
