1931 DEC 16 CC MIN210K, c E1 Segundo, California. December 16th, 1931. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7 :00 o'clock P. M. on the above date, in.the Council Chamber of the City Hall of said City, by George Love, Mayor. ROLL CALL. Councilmen Present: Binder, Gerow, Krimmel, Selby and Love. Councilmen Absent: None. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 9th day of December, 1931, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Krimmel, that the minutes be approved as read. Carried. WRITTEN COA24MNICATIONS. The following communications were read and disposed of as indicated: C. W. GAINSBECK, dated December 14th, 1931, requesting the Council to improve Arena Street between Holly and Pine Avenues. By general consent the matter was referred to the Public Works Committee. HARRY C. COOPER, dated December 16th, 1931, making application for appointment as one of the referees in determining the value of property to be taken for the widening and extending of Sepulveda Boulevard through the City of E1 Segundo. Ordered filed. H. J. ANDERSON, dated December 15th, 1931, asking to be considered an applicant for appointment as one of the appraisers, should the need arise for appraisers in the mitter of the widening and extending. of Sepulveda Boulevard within the City of E1 Segundo. Ordered filed. Application of Southern California Telephone Company, dated December 9th, 1931, for permit to install certain pole line construction in the East side of Arizona Drive between E1 Segundo Avenue and Grand Avenue. The City Engineer, reporting with respect to this matter, advised that the route of the proposed pole line is along private property and not in the public street, wherefore the City Clerk was instructed to advise said Southern California Telephone Company that the City Council is without jurisdiction in this matter. ORAL C0tCJJNICATIONS. None. REPORTS OF STANDING COMMITTEES. None. REPORTS OF OFFICERS AND SPECIAL COIXTTTEES. The City Attorney advised the City Council respecting a recent Appelate'Court decision, wherein damages were awarded to a resident in a Northern city for injury sustained by the person as a result of a fall occasioned when the said person stepped into a hole in an approach to a sidewalk. The City Attorney returned to the Street Superintendent form of contract to be executed by L. A. Paving Company in connection with the proposed improvement of Imperial Highway. 211 The Building Inspector reported that on Monday, December 14th, 1931, at about the hour of 4:55 o'clock P. M., the Assistant Building Inspector, Mr. R. F. Ward, suffered a broken arm while cranking his automobile preparatory to leaving the office to make an in- spection in the Northern part of the City, and that the matter had • been reported to the State Compensation Insurance Fund as required. UNFINISHED BUSINESS. Moved by Councilman Gerow, seconded by Councilman Binder, that Ordinance No. 182, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING TO STANDARD OIL COMPANY OF CALIFORNIA, PERMISSION TO MAINTAIN CERTAIN WHARVES CONSTRUCTED BY SAID COMPANY WITHIN SAID CITY, which was introduced and read at a regular meeting of the City Council held on the 9th day of December, 1931 and reread at this meeting, be adopted. The Superintendent of the Water Department advised that in con- nection with the installation of certain new water lines and appurtenances, it will be necessary to purchase a quantity of cast iron pipe and fittings in accordance with a certain list he had prepared and filed with the Clerk* thereupon it was moved by Councilman Binder, seconded by Councilman Selby, that the City Clerk be and he is hereby authorized and directed to advertise as required by law for the purchase of certain cast iron pipe and fittings, all as set forth in "Pipe and Fitting List - City of E1 Segundo ", furnished the City Clerk by the Superintendent of the Water Department. Carried by the following vote: Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Mayor Love. Noes: Councilmen None. Absent: Councilmen None. Moved by Councilman Gerow, seconded by Councilman Selby, that the City Clerk be and he is, hereby authorized and directed to advertise for sale as required by law, that certain used mimeograph of the City of E1 Segundo. Carried by the following vote: Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Mayor Love. Noes: Councilmen None. Absent: Councilmen None. The Fire Chief advised,the Council that he desired to construct a water tank and mount the same upon the fire engine in lieu of the present chemical tank on the said vehicle, and that he had ascertained that the co .st of such a tank, constructed in accordance with plans he had prepared and approved, will not exceed $25.00. It was thereupon moved by Councilman Krimmel, seconded by Councilman Selby, that the construction and mounting of a steel water tank on the fire engine of the Lity of h:1 Segundo in lieu of the chemical tank now mounted upon said vehicle, be and the same is hereby authorized, at a total cost_of not to exceed 425.00. Carried by the following vote: Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Mayor Love. .Noes: Councilmen None. Absent: Councilmen None. ADIOUi .NT.
