A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by
George Love, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Selby and Love.
Councilmen Absent: Binder and Krimmel.
ntiADixgG OF UMMTES OF PREPIOUS b=TING.
The minutes of the regular meeting held on the 2nd day of December,
1931, were read. No errors or omissions appearing, it was moved by
Councilman Selby, seconded by Councilman Gerow, that the minutes be
approved as read. Carried.
vvRITTEN CODr MICATIONS.
The following communications were read and disposed of as
indicated:
ROBERT M. Le-FOLLETTE, JR., Chairman, united States Senate
Committee -on manufactures, dated November 27th, 1931, requesting
replies to a questionnaire, the answers to which will assist in
deciding the proper Federal policy with respect to aiding
municipalities during the period of unemployment and general
business depression. By general consent the City Clerk was
instructed to forward a reply to the communication, submitting
answers to such questions as apply to the local situation.
C. J. S. WILLIAUSON, Secretary of the Committee on Arrangements,
iational Conference on City Planning, dated imeember 3rd, 1931,
calling attention to the National Conference on City Planning, which
will meet in Los Angeles, June 13th to 16th, 1932, calling attention
also to a letter from the Governor of the State of California,
recommending that Counties and Cities of the State name a representative
on the Committee on Arrangements; and asking that an official
representative be named from the City Council to serve on the State-
wide Committee. Thereupon on motion of Councilman Selby, seconded
by Councilman Gerow, which carried unanimously, mayor George Love
was appointed representative of the City of E1 Segundo'to serve on
the State -wide Committee of the V ational Conference on City Planning
and the City Clerk was instructed to notify &re Williamson accordingly.
RAILROAD CO M SION OF nO STATE OF CALIFORNIA, dated December
4th, 1931, captioned Case No. 3145, submitting for consideration a
draft of a proposed general order dealing with regulations governing
the improvement of existing grade crossings in California, and calling
attention to the hearing in the matter, which will be held in San
Francisco, January 5th, 1952. and -at boss. Angeles, • J anuary 12th, 1932,
By general consent the file was referred to the.. City Engineer for
report of his recommendation to this Council for its further action.

ORAL COMMUNICATIONS.
REPORTS OF STANDING COUMTTEES.
Councilman Gerow reported that a meeting of various organizations
of the City of E1 Segundo had been held for the purpose of discussing
the Christmas tree celebration; that arrangements had been made to
use the High School Auditorium for the purpose and that plans for a

successful celebration are progressing satisfactorily.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The City Attorney reported having communicated with all of the
persons whose property will have to be acquired in connection with the
widening and improvement of Sepulveda Boulevard, with the exception
of the owners of one parcel, and that he will communicate with the
owners of this parcel as soon as the address or means of communication
is furnished him; that he had advised each of the result of the
meeting held at the City Hall on Wednesday, December 2nd, and also
had advised them of a further meeting which will be held Wednesday,
December 16th, 1931, at 7 :45 o'clock P. M.

The City Clerk at this time read the communication of Standard
Oil Company of California, addressed to the City Council, dated the
12th day of November, 1931, enclosing an application for permission
to maintain certain wharves owned by said Company and constructed by
it at said City, said application being entitled: "APPLICATION FOR PERMIT
TO MAINTAIN WHARVES CONSTRUCTED AT EL SEUUNDO ". '
The City Clerk thereupon read the said enclosed application in
full to the Council. The said petition, which the said Clerk announced
was now on file in his office, recited that the said application would
be presented to the City Council of the City of El Segundo, on Wednesday,
the 9th day of December, 1931, and the said Clerk stated that he was
therefore presenting the same to the Council at this time.
The City Attorney then directed the Councils attention to the
provisions of the law relating to such matters as found in Section 2906
of the Political Code of the State of California.
`te City Attorney then stated that Mr. Coffin, a representative of
the law firm of Lawler & Degnan, Attorneys for the Standard Oil Company
of California, was present and had certain proofs respecting the giving
of notice of said application. Mr. Coffin thereupon arose and addressed
the Council with reference to the application and presented to the
Council the affidavit of Donald S. Seymour, showing posting of Notice
of the Application for Permit, and also the affidavit of G. Artz, showing
publication of such notice in the Los Angeles Daily Journal, once a week
for four successive weeks, to -wit: in its issues of November 10th, 17th
and 24th, December 1st and 8th, all in 1931.
Mr. Coffin thereupon filed the said affidavits, which were examined
by the City Attorney and by him pronounced sufficient so far as evidence
of notice having been given was concerned.
hw. Selfridge of the Standard 011 Company of California, thereupon
testified that the said wharves were a necessary adjunct to the oil
refinery of the applicant, located in the City of E1 Segundo and unless
the same were maintained as prayed for, the activities of the said
Company would be seriously interfered with, with the result that many
men would be thrown out of employment, most of them being citizens of
the City of E1 Segundo.
The Council received further evidence from other persons present
respecting the.necessity of said wharves being maintained in order to :
preserve and promote the public good, intorest and - convenience and after
hearing suoh evidence, proceeded -to discuss the said application.
After such discussion and an inspection of the various documents
which had been placed on file respecting such application, Councilman
Selby introduced Ordinance No. 182, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
GRANTING 'lb STANDARD OIL COMPANY OF CALIFORNIA
PERMISSION TO MAINTAIN CERTAIN 77HARVES CONSTRUCTED
BY SAID COMPANY WITHIN SAID CITY,
which was read in full.

PAYING BILLS.
The following demands, having had the approval of the Committee on
Finance and Records, were read:
Moved by Councilman Gerow, seconded by Councilman Selby, that the
demands be allowed and warrants drawn on and paid out of the General
rand covering the same. Carried by the following vote:
Ayes: Councilmen Gerow, Selby and Love.
Noes: None.
Absent: Councilmen Binder and Krimosel.
hEW BUSINESS.
The City Clerk advised the Council that he and the City Engineer
had investigated the merits of a duplicating machine, known as a
Ditto Machine, which, in their opinions, is superior to the duplicating
machine now in use in the municipal offices, and that they recommended
the purchase of a Ditto Machine to replace present equipment.
Thereupon it was moved by Councilman Selby, seconded by Uouncilman
Gerow, that the purchase of one size "C ". Ditto Machine, complete with
stand, the list price of which is $175.00, be and the same is hereby
authorized, provided the vendor will make an allowance of not less
than $25.00 as the trade -in value of the mimeograph machine now in use
in the municipal offices, making the net price to the City of hl
Segundo of the Ditto Machine not more than $150.00. Carried by the
following vote:
Ayes: Councilmen Gerow, Selby and Love.
Noes: None.
Absent: Councilmen Hinder and Krimmel.

No further business appearing to be transacted at this meeting,
it was moved by Councilman Gerow, seconded by Councilman Selby, that
the meeting adjourn. Carried.
