August 5th, 1931.
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by the City Clerk,
the -Mayor being absent.
Councilman Peter E. Binder was unanimously chosen hayor pro -tem and
he immediately assumed the duties of the i,;ayor.

Councilmen Present: Krimmel, Selby and Binder.
Councilmen Absent: Uerow and Love.

Councilman Gerow appeared at the meeting during the , the hour being
7:05 o'clock P. L. and he immediately took his seat at the kaouncil table.

READING OF MUTES OF PREVIOUS DIETING.
The minutes of the regular meeting held on the 29th day of July, 1931,
were read. No errors or omissions appearing, it was moved by Councilman
Selby, seconded by Councilman Krimmel, that the minutes be approved as
read. Carried.
tdRI=1 COP.WNICATIONS.
The following cor!mmnications were read and disposed of as indicated:
EL SEGMTDO HIGH SCHOOL, dated July 28th, 1931, requesting permission
to construct cement sidewalk in certain portions of the parkway in front of
E1 Segundo High School. Moved by Councilman Selby, seconded by Council-
man Krirmel, that E1 Segundo High School be and it is hereby granted
permission to construct cement sidewalks in the parking in front of the
High School property on the East side of Main Street between Mariposa
Avenue and Oak Avenue, all as per its letter dated July 28th, 1931, on
file with this Council, provided said work is constructed in accordance
with sidewalk specifications of the City of E1 Segundo and in a manner
satisfactory to the Street Superintendent of said City. Carried by the
following vote:
Ayes: Councilmen Gerow, Krimmel, Selby and Binder.
Noes: None.
Absent: Councilman Love.
SOUTHERN CALIFORNIA EDISON COMPANY, dated July 29th, 1931, requesting
permission to move two 35 ft. poles from certain locations within the City
of El Segundo. '11ie application having received the approval of the Street
Superintendent, it was moved by Councilman Selby, seconded by Councilman
Krimml, that Southern California Edison Company be and it is hereby granted
permission to remove one 35 ft. pole from the South side of imperial Highway,
one foot '4est of i,:ain Street, and one 35 foot pole from the South side of
Imperial .tighway, one foot East of wain Street, all of such work to be
prosecuted and completed to the satisfaction of the Street Superintendent of
the City of El Segundo. Carried.
UNIVERSITY OF SOUIIIEP,v' OALIFO ;;EIA,. dated' -july 30th; 1931, 'calling. .
attention to the attendance record at the e'ourth Annual School of citizenship
and Public Administration, held at said University•June 8th to 13th inclusive,
1931, and requesting that the council, in the preparation of its bud:-et,
arrange for the tuition of members of the municipal family of the City of
E1 Segundo for the Fifth Short Course, which will be held in 1932. Urdered
filed.
J. R. ROSS, dated -july 29th, 1931, requesting a permit to solicit
avertising within the city of yl Segundo. It appearing that no special
permit of the uouncil is necessary, the clerk was instructed to advise the
applicant that a license will be issued upon his payment to the I-lerk of the
requi -site license fee.

NEW BUSINESS.
Moved by Councilman Selby, seconded by Councilmen Gerow, that
the purchase of five gallons of-Floor Seal for use on the cement floors
in the municipal buildings, be and the same is hereby authorized,
at a total cost of not to exceed $12.50. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Selby and Binder.
Noes: None.
Absent: Councilman Love.
The Chief of Police announced the appointment of T. R. Black,
J. Bender, W. Reich and J. M. Dowdy as Special Police Officers of the
City of El Segundo and requested the Council's approval of these
appointments. It was thereupon-moved by Councilman Krimmel, seconded
by Councilman Selby that the appointment of T. R. Black, J. Bender, W.
Reich and J. M. Dowdy as Special Police Officers of the City of El
Segundo by the Chief of Police of said City be and the same is hereby
approved. Carried by the following vote
Ayes: Councilmen Gerow, Krimmel, Selby and Binder.
Noes: None.
Absent: Councilman Love.
Moved by Councilman Selby, seconded by Councilman Krimmel, that
the following resolution be adopted:
WHEREAS, Mints. Curtzwiler, City Treasurer of the City
of E1 Segundo, has arranged with Security -First National
Bank of Los Angeles for the deposit in the Inglewood Branch
of-said Bank of,$40,000.00 of the City Treasury of the
amity of E1 Segundo, said amount being deposited as Inactive
Funds of said City;
AND WEEREAS,•it appears that said sum may be so deposited
with advantage to the City of El Segundo;
NOW THEREFORE, BE IT RESOLVED, that such deposit as
indicated in that certain Agreement-for Inactive Deposit of
City Funds, between the Treasurer of the City of E1 Segundo
and Security -First National Bank of-Los Angeles, Inglewood
Branch, dated the first-day of July, 1931, be and the same
is hereby consented to.-

Moved by Councilman Selby, seconded by Councilman Gerow, that
C. K. McConnell, Fire Chief of the City of El Segundo, be. and• he is
hereby granted permission to take his customary annual two weeks
vacation, beginning August 10th-, 1931. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Selby and - Binder.
Noes: None.
