April 29th, 1931.
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by George
Love, Mayor.
ROLL CALL.
Councilmen Present: Binder, Gerow, Selby and Love.
Councilmen Absent: Krimmel.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 22nd day of April, 1931,
were read. No errors or omissions appearing, it was moved by Councilman
Binder, seconded by Councilman Selby, that the minutes be approved as
read. Carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
S. M. GREENE, Assemblyman, 65th District, dated April 22nd, 1931,
acknowledging receipt of the Council's letter respecting opposition
to constitutional Amendment No. 11 and Assembly Bill No. 1188 and
Senate Bill No. 283; stating he had received similar suggestions from
other municipalities and that he feels the bills should be opposed.
Ordered filed.
S. M. GRE=1M, Assemblyman, 65th District, dated April 27th, 1931,
advising that the letter of the City Council of the City of E1 Segundo
opposing Constitutional Amendment No. 8 had been received by him and
that when the matter was voted upon, it was defeated in the Assembly*
urdered filed.
J. W. McKINLEY, Senator, 38th Senatorial District, dated April 27th,
1931, advising that Constitutional Amendment No. 8, the adoption of
which was opposed by this council, had been defeated in the Assembly
and would not reach the Senate for its action. Ordered filed.
11M MOUNTAIN COPPER COMPANY, LTD., dated April 25th, 1931, requesting
consideration when the Council is in the market for copper sulphate.
Ordered filed.
CALIFORNIA MEAL ES`rATE ASSOCIATION, dated April 27th, 1931, again
requesting support for its Fourth Annual Growth and Progress Number,
to be issued in June, 1931. Ordered filed.
E= E. OLESON, Director, University of Southern California,
School of Citizenship and Public Administration, dated April 25th, 19319
advising that the Civic Progress Dinner scheduled for May 8th, 19319
had been cancelled and that instead a luncheon will be held Saturday,
June 13th, 1::31, and that the University plans for the attendance of
members of the,Council; advising also that plans fdr the Public
Administration, Short Course are' progre•QsIng -rapidly and expressing the
hope•that it will be possible for a number of officials of the City of
E1.Segundo to attend during the week of June 8th to June 13th, Inclusive.

S. C. EVANS, Executive Director, Boulder Dam Association, dated
April 22nd, 1931, being his comments on an article appearing in "The
uridiron" of April 7th, 1931, respecting the management of the Metropolitan
'Wn*ater District, to which article the writer takes exception. Ordered

S. C. EVANS, Executive Secretary, Boulder Dam Association, dated
April 18th, 19319 being his report of the meeting of the Southwest
Water League, held Saturday, April 18th, 1931, at Metropolitan High
School, Los Angeles. Ordered filed.
DEBBIE E. ALLEN, City Clerk, City of Whittier, dated April 17th,
1931, with which was enclosed a copy of said City's resolution No. 1596,
adopted April 9th, 1931, petitioning President Hoover to call an extra
session of Congress to enact National legislation to meet the critical
situation in the oil industry and to save America from serious irreparable
economic loss by reason of the enforced withdrawal of the petroleum
industry from the purchasing of material and equipment, affecting
transportation; the steel industry and many manufacturing of machinery
and oil tool industries throughout the United States. Ordered filed.

REPORTS OF OFFICERS AND SPECIAL COh'1'=S.
The Chief of Police advised the Council that during the prior -week
he had received a letter from the Director of Public Health of the
State Health Department, announcing a quarantine on dogs in Los Angeles
and Orange Counties and that soon thereafter said order was rescinded.
Councilman Binder and City Engineer Hutchins reported respecting
their attendance at a meeting of the Los Angeles County Conservation
Association, held April 16th, 19310 stating that important matters
concerning the water conservation were discussed at length and various
plans of the County disclosed.

Moved by Councilman Selby, seconded by Councilman Binder, that the
purchase of one 32 x 41, tire for use on a street department truck be and
the same is hereby authorized, the total cost thereof not to exceed
$20.00. Carried by the following vote:
Ayes: Councilmen Binder, Gerow, Selby and Love.
Noes: None.
Absent: Councilman Krimmel,
moved by Councilman Binder, seconded by Councilman Selby, that the
City of E1 Segundo subscribe for a participating membership in the Pacific
Coast Building Officials Conference, 19 Pine Avenue, Long Beach, California,
for the period of one year, at the annual fee or membership charge of
$50.00, unless upon making application for such membership it is found that
said Association is operated on a fiscal basis, in which case membership
is authorized to the end of the current fiscal year of said Association,
provided the membership fee is pro -rated accordingly. Carried by the
following vote:
Ayes: Councilmen Binder, Gerow, Selby and Love.

Moved by Councilman Gerow, seconded by Councilman Binder, that the
purchase of 45 flats of Korean grass, at a cost of not to exceed $80.00,
for use in the Library Park be and the same is hereby authorized.

Moved by Councilman Binder, seconded by Councilman Selby, that the
following resolution be adopted:
RESOLVED, that beginning May 1st, 1931, and until the
further order of this Council, the compensation of members
of E1 Segundo Fire Department be and the same is hereby
fixed at $3.50 each for actual attendance at fire drills,
but in any event not to be paid for exceeding one drill per
man per month, all such compensation earned by the members
of E1 Segundo Fire Department to be payable quarterly as said
Firemen have heretofore been paid.

Moved by Councilman Binder, seconded by Councilman Selby, that
beginning May 1st, 1931, and until the further order of this Council,
the compensation of J. S. Burgner, repairman and F. L. Gregory,
gardener, be and the same is hereby fixed at the rate of 750 per hour,
for such time as said employees are actually engaged in rendering
service to the Uity of E1 Segundo. Carried by the following vote:
Ayes: Councilmen Binder, Selby and Love.
Noes: Councilman Gerow.
Absent. Councilman Krimmel.
Moved by Councilman Selby, seconded by Councilman Binder, that the
following resolution be adopted:
WHLRE S, the City Council of the City of E1 Segundo,
California, deems that a policy of retrenchment should be,
so far as practicable, observed in the municipal affairs of
said City, in view of the policies of retrenchment prevailing
generally at the present time;
NOW THEREFORE, the said City Council does hereby resolve,
declare and determine as follows:
First: That effective May 1, 1931, and until the
further order of said Council, all employees of said City
who are employed on an hourly basis shall, except as herein-
after provided, be permitted to work for said City not to
exceed eight hours per day and not to exceed five days per week;
Second: That effective May 1, 1931, and until the further
order of this Council, the following employees who are now on
a monthly basis, shall receive the compensations for their
respective services hereinafter set forth instead of the com-
pensations which are being paid to them respectively at the time
of the adoption of this resolution, but in each such case, each
of said employees shall be entitled to and shall receive one
additional day's leave of absence each week from his or her duties
over and above that now in effect, it being the intention of the
Council hereby to provide a means of placing such monthly employees
upon a reduced time basis of service at the compensations hereinafter
set forth. The employees affected hereby and their respective
compensations above referred,to to be effective as of the said date,
May 1,'1931, are as follows;

it was moved by Councilman Gerow, seconded by Councilman Binder, that
the meeting adjourn until Friday, the 1st day of May, 1931, at the
hour of 11:45 o'clock A. M. Carried.

Third: That effective May 1, 1931, the allowance
made to R. F. Ward for use of the automobile of said
employee shall be reduced from the sum of $15.00 per month,
now paid, to the sum of $13.00 per month.
Fourth: That the rates and amounts of compensation
hereinabove fixed for employees employed on an hourly
basis, shall apply to the regular hours of duty to which
such respective employees are assigned. In tie event,
however, in case of emergency as hereinafter provided,
any of said employees be assigned to emergency service,
then and in such event, the emergency rates of compensation
shall apply, to -wit: One and one -half times the rate of
ordinary compensation. No allowance for emergency com-
pensation, however, shall be approved by the Council unless
the Head of the Department under which such emergency service
was rendered shall certify that such service was so rendered
under such emergency conditions.
Fifth: That notwithstanding any limitations hereinabove
placed upon the hours or period of service of the respective
employees employed on an hourly basis hereinabove referred
to, it is provided that in case'any emergency arises which,
in the opinion of the head of department charged with meeting
such emergency, requires additional time or service from any
of such employees, then and in that event such head of
department may order additional service on the part of such
employees at such rate as shall be properly applicable
thereto as hereinabove indicated, and provided further, that
in all such cases, such head of department shall report to
the City Council at the next session thereof, the fact of
such employment and the circumstances attending the same.
