April 22nd, 1931.
A regular meeting of the city Council of the City of E1 Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by
George Love, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Krimme1, Selby and Love.
Councilmen Absent: Binder.
READING OF b:INUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 15th day of
April, 1931, were read. No errors or omissions appearing, it was
moved by Councilman Selby, seconded by Councilman Krimmel, that
the minutes be approved as read. Carried.
Councilman Binder appeared at the meeting during the reading
of the minutes at the hour of 7:05 o'clock P. M., and he immediately
took his seat at the Council table.
WRITTEN COL2WNICATIONS.
The following communications were read and disposed of as
indicated:
COUNTY OF LOS ANGELES, DEPARTMENT OF HEALTH, .dated April 18th,
1931, being a report of the work done for the City of E1 Segundo
during the month of March, 1931. Ordered filed.
REDONDO BEACH POST NO. 184, AMERICAN LEGION, dated April 16th,
1931, inviting the Council to participate in the observance of
rvnemorial Day at Manhattan Beach, May 30th, 1931, requesting advice
as to the number of members of the Council who will attend the
services arranged by said organization. The communication was
ordered filed for future consideration.
EL SEGUNDO CONSTRUCTION COMPANY, dated April 16th, 1931,
being its offer to sell the North 25 feet of Lot 5, Block 50, E1
Segundo, to the City of E1 Segundo. By general consent the offer
was taken under advisement.
J. L. POLMROY, County Health Officer, dated April 20th, 1931,
calling attention to the fact that the budget of the Department of
health of the County of Los Angeles suffered a 10% out last year, and
that if the demands of several organizations upon the County Board
of Supervisors for drastic cuts in the tax rate during the forthcoming
year are met by said zoard of Supervisors, that the services and
functions of said Health Department must be curtailed to the detriment
of the public health of Los Angeles County.
Following consideration of the subject matter.of said letter,
it wab,moved'by Councilman caerow, seconded by Councilman Binder,
that the pity Clerk of the ,,ity of E1 Segundo, on behalf of-the City
Council of said City, address a letter to Supervisor John R. Quinn
of the 4th Supervisorial District, suggesting that that official
exert his influence to the end that the 1931 -1932 budget of the health
Department of Los Angeles County be not cut to the detriment of the
public health of the County and that so far as consistent and
practicable, the present standards, functions and services of the
said Los Angeles County health Department be maintained. Said
motion was adopted by the following vote:

LOS ANGELEa COUN'T'Y CONSERVATION ASSOCIATION, dated April 16th, 19319
inviting the Mayor and other officials to attend a dinner meeting of
said Association, to be held at the Los Angeles Chamber of Commerce,
Thursday, April 23rd, 1931, 6:30 P. M. Following discussion of this
matter, it was agreed that Councilman Binder and City Engineer
Hutchins would attend said meeting.

ORAL COL'MQNICATIONS.
REPORTS OF STANDING COMMITTEES.
REPORTS OF OFFICERS & SPECIAL COMMITTEES.
The City Attorney at this time directed the Council's attention
to Constitutional Amendment No. 8, now pending before the -
Legislature of the State of California. The apparent purpose of
this Constitutional Amendment is to render municipally owned
utilities subject to taxation for State purposes.
The City Attorney stated that officials of the City of Palo Alto
were of the impression that it would cost the City of Palo Alto
approximately $35,000.00 per year to pay this tax in the event same
became law. It was suggested, under the circumstances, that it might
be well to oppose any legislation of this character.
It was thereupon moved by Councilman Selby, seconded by
Councilman Krimmel and unanimously carried, that the City Clerk be
and he is hereby authorized and instructed to communicate to Senator
J. W. McKinley and Assemblyman Sam M. Greene, the fact that the
City Council of the City of E1 Segundo is strenuously opposed to
the bill providing for the adoption of Constitutional Amendment Nog
8, or any legislation calculated to place taxation charges upon
municipally owned utilities.

NEW BUSINESS.
Moved by Councilman Selby, seconded by Councilman Gerow, that the
purchase of six 30 x 3J tires and five tubes therefor, for use on the
Street Department equipment of the City of E1 Segundo, be and the same
is hereby authorized and approved, at a total cost of not to exceed
$45.00. Carried by the following vote:
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love.
Noes: None.
Absent: None.
Moved by Councilman Kriamiel, seconded by Councilman Gerow, that
the purchase of shrubs for use at the Library Park at a total cost of
not to exceed $385.00 be'and the same is hereby authorized and approved.
Carried by the following vote:
Ayes: Councilmen Binder, Geroi,• ?K—rimmel, Selby' and Love.
Noes: -None.
Absent: None.
No further business appearing to be transacted at this meeting,
it was moved by Councilman Gerow, seconded by Councilmen Binder, that the
meeting adjourn. Carried.
