A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by
George Love, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Krim 1, Selby and Love.
Councilmen Absent:. Binder.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 8th day of April,
1931, were read. No errors or omissions appearing, it was moved
by Councilman Gerow, seconded by Councilman Selby, that the minutes
be approved as read. Carried.
WRITTEN COr,MQJNICATIONS.
The following communications were read and disposed of as
indicated:
GENERAL APPRAISAL COMPANY, INC., dated April 11th, 1931,
seeking appointment to appraise public buildings and property
for insurance purposes. Ordered filed.
W. W. NUZUM, Commissioner of Finance, City of Alhambra,
dated April 14th, 1931, inviting Mayor Love to be present at a
meeting of Mayors and Councilmen, to be held April 17th, 1931,
at 12 :15'o'clock P. M., 9th Floor, Chamber of Commerce Building,
Los Angeles, for the purpose of organizing a Mayors' and
Councilmen's section for the Short Course in Public Administration,
to be held at the University of Southern California during 1931.

LDYYAL F. WATSON, dated April 10th, 1931, soliciting con-
sideration in the matter of appointment of architects for the
proposed E1 Segundo Public Library building. Ordered filed.
HIGHWAY TRUCK COMPANY, dated April 8th, 1931, circular
letter advertising used four -wheel drive trucks and caterpillar
tractors for sale at contractor's prices. Ordered filed.
.AMERICAN LEGION, LENNOX POST N06 390, dated April 2nd,
1931, requesting permission to establish booths for the sale of
fireworks at certain locations within the City of 31 Segundo,
between June 27th and July 6th, 1931. By general consent the
matter was taken under advisement.
SAM M. GREED, Assemblyman, 65th District, dated 'April 9th,
1931, acknowledging certain communications from the City of El
Segundo respecting its attitude to*ard•'legislation pending
before the Senate and•.Assembly of the State of California,-and
advising that said Assemblyman-will do what he can to 'comply with
the expressed wish of the said Council. Ordered filed.
AMERICAN SOCIETY OF LA=sCAPE ARCHITECTS, dated April 7th,
1931, commending the Council of the City of E1 Segundo for
establishing a library park within this City and for selecting a
member of the Society to plan the work. Ordered filed.
UNIVERSITY OF SOUTHERN CALIFORNIA, dated April 11th, 1931,
inviting the members of the City Council to a civic progress dinner
to be held Friday evening, May 8th, 1931, at the Student Union
Building, University of Southern California, preliminary to the
7-2.x, ti
inauguration of the Fourth Annual Short Course of the School of
Public.Administration at the said University. Council members
being unable to determine at this date whether or not they would
be able to attend said dinner, the matter was taken under advisement.
LEAGUE OF CALIPDRNIA MUNICIPALITIES, dated April 10th, 1931,
its Legislative Bulletin No. 7, urging the Council to adopt a
resolution opposing Assembly Constitutional Amendment No. 11 and
Assembly Bill No. 1188, which being adopted, would empower the State to
collect the personal property taxes on automobiles based upon the
weight of the vehicle, the amount thus collected to be distributed
1/4 to the State, the balance to the Counties, all to be used for
highway purposes exclusively, and to urge the passage of Senate Bill
No. 283, which provides that no motor vehicle shall be registered and
licensed unless the application is accompanied by a certificate from
the assessor showing it has been assessed.
It appearing that Assembly Constitutional Amendment No. 11
and Assembly Bill No. 1188 would deprive the cities and counties of
the State of a large part of their present revenues, and it appearing
from a statement atttibizted to Mr. Ed W. Hopkins, Assessor of Los
Angeles County, that the said County and the School Districts would
lose in excess of four million dollars in revenue annually should
this proposed legislation become effective, while the adoption of
Senate Bill No. 283 presumably would answer the entire problem of
personal property taxes on automobiles to the better satisfaction of
municipalities, it was moved by Councilman Selby, seconded by Councilman
J.rinm 1, that the following resolution be adopted:
"WHEREAS, the attention of this Council has been
directed to the pendency of Assembly Constitutional
Amendment No. 11, and Assembly Bill No. 1188, and also
to Senate Bill No. 283;
AND WAS, this Council has considered the said
bills and the possible effects thereof;
NOW THEREFORE, BE IT RESOLVED, that the City Clerk
be and he is hereby authorized and instructed to convey
to Honorable S. M. Greene, Assemblyman, and to Honorable
J. W, McKinley, State Senator, that it is the sense of
this Council that the adoption of Assembly Constitutional
Amendment No. 11 and Assembly Bill No. 1188 should be
strenuously opposed and that Senate Bill No. 283 should
be supported."
Carrsed by the following vote:
Ayes: Councilmen Gerow, Krimmel, Selby and Love.
Noes: None.
Absent: Councilman Binder.
Councilman Binder appeared at the meeting at this point, the
hour being 7:25 o'clock P. M. and he immediately took his seat at the
Council table.
S. C. EVANS, Executive Director, Boulder Dam Association,
dated April 2nd, 1931, being a mimeographed copy of a letter explaining
the desirability and economical necessity of the All American Canal,
S. C. ];VANS, Executive Director, Boulder Dam Association,'
dated April 4th, 1931, being a mimeographed copy of a report of the
meeting of the Southwest Water League, held at the University of
Southern California in Los Angeles, Saturday, April 4th, 1931.

RDDi RABER and nine others, a petition for the improvement of
Imperial Highway between Inglewood - Redondo Road and Main Street in the
cities of E1 Segundo and Los Angeles, California, and for the acquisition
of the lands necessary therefor. Following reading and consideration
of the said petition, it was moved by Councilman Binder, seconded by
Councilman Selby, that the following resolution be adopted:

"NOEREAS, there has been presented to this Council a
petition of Rudy Raber and nine others, requesting that
proceedings be instituted for the improvement of Imperial
Highway, a boundary line street, lying between the City
of Los Angeles and the City of-El Segundo, from Inglewood -
Redondo Road to Main- Street;
AND 1BEREAS, this Council has considered the said
petition and feels that said thoroughfare should be
improved, substantially in the manner indicated in said
petition;
NOW THEREFORE, BE IT RESOLVED, that the City Engineer
be and he is hereby authorized and instructed to prepare
and furnish to the City Attorney the necessary plans,
profiles, cross- sections, specifications and data relating
to the improvement of said Imperial Highway, and that
upon receipt thereof, said Attorney prepare such proceedings
as may be necessary, end present same to this Council for
its consideration and action thereon, and that the said
proceedings shall be taken as contemplated in the Boundary
Line Act of 1911 of the State of California ".

The City Attorney reporting respecting the bill of the County
of Los Angeles, dated February 6th, 1931, in amount of $22.40,
for the care of City of E1 Segundo prisoners in the County Jail from
June 11th, 1927 to July 1st, 1927, advised that he had studied the
contract between the City of E1 Segundo and the County of Los Angeles
for the care of prisoners, that he had also consulted the County
Counsel respecting the matter and that in his opinion the bill should
be paid. It was thereupon agreed by general consent that the item
would be passed upon by the Council at the next meeting at which
demands against the City are allowed.
