September 24th, 1930.
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by
George Love, Mayor.
ROLL CALL.
Councilmen Present: Binder, Gerow, Krimmel, Selby and Love.
Councilmeh Absents None.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 17th day of
September, 1930, were read. No errors or omissions being noted,
it was moved by Councilman Binder, seconded by Councilman Selby,
that the minutes be approved as read. Carried.
I RITTEN CODtI IMNICATIONS.
The following communications were read and disposed of as
indicated:
LOS ANGELES CHAMBER OF C0h]MERCE, dated September 17th, 1930s
respecting final plans for the Sepulveda Boulevard Caravan.

ORAL COMTUNICATIONS.
REPORTS OF STANDING COWITTEES.
Councilmen Binder and Gerow each reported respecting the
condition of the canvas floor covering on the floor of the City
Hall Auditorium, and it was 8owncilman Binder's recommendation
that the canvas be removed and that the floor be left without
covering in the fatu re. Following this report, it was moved by
Councilman Gerow, seconded by Councilman Selby, that the canvas
floor covering be removed from the floor of the City Hall Auditorium;
that in Aiture no covering be used thereon, and that the fraternal
organization using the altar with the small metal casters, and which,
on meeting nights, is wheeled from the lobby to the center of the
auditorium, be requested to substitute large casters for the small
ones now in use on said altar. Carried by the following votes
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love.
Noes: None.

REPORTS OF OFFICERS & SPECIAL CMWITTEES.
The City Engineer reported that he had obtained prices on
nursery stock required for planting; in the Library Park, which
prices showed considerable variation. By general consent he was
directed to obtain the services of some person familiar with
nursery stock, who would make an inspection of the offerings of
the several bidders before decision is reached as to which
supplier is actually offering the best proposition and to this
end it was recommended that the services of Cook -Hall and Cornell,
Landscape Architects, be enlisted.
The City Engineer reported having made contact with two
firms engaged in the business of installing sprinkler systems

and that while each is willing to submit plans and quotations
for the installation of such system as may be required at the
Library Park, yet they hesitite'to perform all of the work
required until after a decision has been made as to whether
an automatic or manually operated sprinkler system would be
ins talle d. Discussion of the matter followed, after which it
was moved by Councilman Gerow, seconded by Councilman Binder,
that the City Engineer of the City of El Segundo be and he is
hereby authorized and directed to prepare plans and specifications
for the construction, complete, of an automatic sprinkler system
in the Library Park of the City of El Segundo and in addition
thereto, to prepare a separate list of such supplies, materials
and equipment as the City may have to purchase in order to
complete such system in accordance with plants and specifications
so prepared, and that the City Clerk of the City of El Segundo
be and he is hereby directed to advertise for bids, in the manner
provided by law, for such items as the City may be required to
purchase in connection with the construction of such automatic
sprinkler system in accordance vvith the plans and specifications
herein ordered prepared. Carried by the following votes
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love.

Absent: None.
The City Attorney reported that pursuant to instruction
of the City Council, he had attended the hearing before the
Railroad Commission, September 23rd, 1930, of the application
of Pacific Electric Railway Company to abandon its passenger
service on its E1 Segundo - Hawthorne line; that he had prepared
and filed his brief in connection therewith; that evidence had
been taken and that the matter stood submitted.
UNFINISHED BUSINESS.
With respect to representation of this City at the
celebration marking the opening of Mulholland Tunnel in con-
nection with Sepulveda Boulevard, it was agreed that Councilmen
Binder and Krimmel would attefld the celebration to be held
Saturday, September 27th, as representatives of the City of E1
Segundo.
NEW BUSINESS.
Moved by Councilman Selby, seconded by Councilman Gerow,
that Room No. 104 of the City Hall, being that room formerly
occupied by Los Angeles County Public Library, be remodeled in
accordance with plans prepared by the City Engineer, to serve
as headquarters of the Police Department of the City of E1
Segundo, at a total cost of not to exceed $32540 for carpenter
labor and materials. Carried by the following vote:
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love.
Noes: None.
Absent: None.
Moved by Councilman Gerow, seconded by Councilman Yrimmel,
that the purchase of battleship linoleum for use on the floor
of Room 104 of the City Hall of the City of E1 Segundo, to be
occupied as headquarters for the Police Department of said City,
be and the some is hereby authorized at a cost of not to exceed
$200.00. Carried by the following vote:
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and Love.
Noes: None.
Absent: None.
Moved by Councilman Binder, seconded by Councilman Krimmel,
that the City Clerk be and he is hereby authorized and directed

to obtain prices for painting and decorating the interior of
Rooms 103 and 104 of the City Hail of the City of El Segundo,
and for painting such portions of the exterior of the said
City Hall as may require painting, colors to remain the same
as at present. Carried by the following vote:
Ayes: Councilmen Binder, Gerow, Krimmel, Selby and L6ve.
Noes: None.
Absent: None.
Moved by Councilman Binder, seconded by Councilman Krimmel,
that the venetian blinds in the City Hall building be and the same
are hereby ordered renovated, at a total cost of not to exceed
$100.00. Carried by the following vote:
Ayess Councilmen Binder, Gerow, Krimmel, Selby and Love.
Noes: None.
Absent: None.
Moved by Councilman Binder, seconded by Councilman Krimmel,
that the City Attorney of the City of El Segundo be and he is
hereby instructed to review Ordinance No. 165 of the City of El
Segundo and to report to this Council at its next meeting
respecting its enforcement. Carried,
No further business appearing to be transacted at this
meeting, it was moved by Councilman Binder, seconded by
Councilman Gerow, that the meeting adjourn. Carried.
