September 10th, 1930.
A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by George
Love, Mayor.
ROLL CALL.
Councilmen Present: Binder, Gerow, Krimmel, Selby and Love.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 3rd day of September,
1930, were read. No errors or omissions appearing, it was moved by
Councilman Gerow, seconded by Councilman Krimmel, that the minutes be
approved as read. Carried.
WRITTEN CMMUNICATIONS.
The following communications were read and disposed of as
indicated:
LEAGUE OF CALIFORNIA EUNICIPALITIES, being the official call to
the 32nd Annual Convention of the League, to be held at Long Beach,
California, October 6th to 11th, 1930. Ordered filed.
LEAGUE OF CALIFORNIA MUNICIPALITIES, dated September 4th, 1930,
announcing that for the first time in its history the League -will
maintain a representative at Sacramento during: the entire session of
the Legislature, to look after the interests of California municipalities,
and requesting that any suggestions or ideas this Council may have
respecting amendments to the Constitution or General Laws regarding
municipal affairs be forwarded to headquarters as soon as possible.

PACIFIC COAST BUILDING OFFICIALS CONFERENCE, dated September 8th,
1930, calling attention to the 9th Annual Meeting of said Association,
at Long Beach, California, September 29th to October 4th, inclusive,
1930, and urging the attendance of the Building Inspector of the City of
El Segundo. Ordered filed.
Sepulveda Highway Celebration Headquarters, setting forth
changes respecting the celebration which will mark the opening of
Sepulveda Boulevard. Ordered filed.
W. T. CLEVERDON CO., dated September 5th, 1930, soliciting the
insurance required to be carried by this City, pursuant to recently
enacted laws holding municipalities responsible for the negligent
operation of motor vehicles. Ordered filed.

ORAL COMMUNICATIONS.
REPORTS OF STANDING CCU ULITTEES.
REPORTS OF OFFICERS AND SPECIAL, CM1MITTEES.
The City Clerk reported that City Judge, Don C. Fugitt, desired
to take one week of his vacation beginning September 13th, 19309
whereupon it was moved by Councilman Binder, seconded by Councilman
Selby, that City Judge, Don C. Fugitt, be and he is hereby granted
permission to take one week of his customary annual two weeks vacation
beginning September 13th, 1930, provided satisfactory arrangements are
made for a substitute judge during his absence. Carried by the following
vote:
Ayess Councilmen Binder, Gerow, Krimmel, Selby and Love.
Noess None.
Absent: None.
The Street Superintendent reported concerning an accident which
occurred September 9th, 1930, and which involved the garbage truck of
the City of E1 Segundo, and a motor vehicle operated by J. 0. Williams,
and he thereupon read to the Council the reports of the operators of
said vehicles as filed with the Police Department.
Subsequently thereto it was moved by Councilman Krimmel, seconded
by Councilman Gerow, that the reports concerning an automobile accident
between a garbage truck of the City of E1 Segundo and a motor vehicle
operated by one J. 0. Williams, which occurred September 9th, 1930,
and which reports were read to this Council at this meeting, be filed and
the Clerk instructed to forward the copies thereof to insurance carriers
of the City of El Segundo. Carried.
The City Attorney reported having dbnferred with a Mr. Fellows
of the Industrial Accident Commission of the State of California; with a
Mr. Pitman of the Workmen's Compensation Insurance Fund of the State of
California, and with the League of Califb rnia Municipalities respecting
the proposed ordinance which will prescribe certain additional duties
to be performed by officials, policemen, firemen and other employees
of the City of El Segundo, and that the proposed legislation apparently
was looked upon with favors
At this point, the hour being 7s30 o'clock P. M., Councilman
Binder was excused from attendance at the meeting and he immediately
left the Council Chamber.
After the report of the Attorney, it being deemed advisable
by the Council that certain changes in the title and wording of
Ordinance No, 172, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
PRESCRIBING CERTAIN ADDITIONAL DUTIES TO BE
PERFORMED BY POLICEMEN AND FIREMEN AND OTHER
OFFICERS AND EMPLOYEES WITHIN SAID CITY,
which had been introduced at the regular meeting of the City Council
of September 3rd, 1930, Councilman Gerow, who had introduced said
Ordinance at said meeting, withdrew the introduction thereof, and the
number of said ordinance was restored for future use.
After further discussion, Councilman Gerow then introduced
the new ordinance to which the City Attorney had referred in his
report, being Ordinance No. 172, entitleds
AN ORDINANCE OF THE CITY OF EL SEGLMDO, CALIFORNIA,
PRESCRIBING CERTAIN ADDITIONAL DUTIES TO BE
PERFORMED BY THE OFFICIALS OF SAID CITY AND BY
POLICEMEN, FINN AND OTHER EMPLOYEES THEREOF,
which was read.

NEW BUSINESS.
At this point, the hour being 7145 o'clock P. M., a recess of one
hour was declared. At the hour of 8 :45 o'clock P. M., the Council
reconvened in the Council Chamber of the City Hall. The roll was called,
with the following results

Councilmen Absent: None.
No further business appearing to be transacted at this meeting,
it was moved by Councilman Gerow, seconded by Councilman Selby, that
the meeting adjourn. Carried.
