M. on the above date in the Council Chamber of the City Hall of said City by George Love, Mayor. ROLL CALL. Councilmen Presents Krimmel, Selby and Love. Councilmen Absents Binder and Gerow. M. on the above date, in the Council Chamber of the City Hall of said City, by George Love, Mayor. ROLL CALL. Councilmen Presents Gerow, Krimmel, and Love. Councilmen Absents Binder and Selby. Councilman Selby appeared during the reading of the minutes of the meeting of August 27th, 1930, the hour being 7108 o'clock P• M., and he immediately took his seat. BEADING OF MINUTES OF PREVIOUS MEETINGS. The minutes of the regular meeting held on the 27th day of August, 1930, were read. No errors or omissions appearing, it was moved by Councilman Gerow, seconded by Councilman Krimmel, that the minutes be approved as read. Carried. The minutes of the adjourned regular meeting held on the 2nd day of September, 1930, were read, without error or omission being noted, and were approved as read upon motion of Councilman Krimmel, seconded by Councilman Selby, which carried. WRIT'T'EN COMMCATIONS. The following: communications were read and disposed of as indicated: STAR HOUSE MOVERS, INC., requesting permits to move a frame bungalow and a frame garage from Los Angeles to a point within the City of El Segundo. The City Clerk reported that the applicant had made the deposits required by ordinances of the City of E1 Segundo, and that the buildings had been inspected by the Building Inspector, as required by Ordinance No. 70 of said City, and that said officer reports that said buildings conform to building ordinances of the City of E1 Segundo, and recommended that the permits applied for be granted. Thereupon it was moved by Councilman Gerow, seconded by Councilman Selby, that Star House Movers, Inc., of No. 2230 Silver Lake Avenue, Los Angeles, be and it is hereby granted permits to move a one story frame bungalow and a one story frame garage building from No. 5440 Crenshaw Boulevard, Los Angeles, to the lot situated at the Northwest corner of Virginia Street and Sycamore Avenue in the City of K1 Segundo, said buildings to be moved on the 5th day of September, 1930; at or about the hour of 3:00 o'clock A. M., and that such buildings, while being moved within the City of E1 Segundo, shall be routed Southerly on Main Street from Imperial Highway, *Ira= to Sycamore Avenue, thence Westerly on Sycamore Avenue to their permanent locations on the Northwest corner of Sycamore Avenue and Virginia Street; provided that usual and necessary precautions be observed by the said house movers during such time as said buildings are being moved upon the public streets of the City of El Segundo, so as to safeguard persons and property, and provided further, that such removal be conducted to the satisfaction of the Street Department and Police Department of the City of E1 Segundo. Carried. ORAL COMMUNICATIONS. Mrs. Holbourn Jefferies, Noble Grand of Gold Crest. Rebekah Lodge No. 357, addressedthe Council relative to assigning closet space in the City Hall Auditorium to said organization. By general consent, action in this matter was deferred one week to enable the Council to make an inveitigAtioa. None. REPORTS OF STANDING COMMITTEES. REPORTS OF OFFICERS AND SPECIAL COWTTBES. RM The City Attorney advised of receipt of notice from the Railroad Commission of the State of California, to the effect that the hearing in the matter of the application of Pacific Electric Railway Company to abandon its passenger service on the E1 Segundo- Hawthorne Line would be had before said Railroad Commission on Tmesday, September 23rd, 1930, beginning at the hour of 10:00 o'clock A. Nei, at Boom 810 Associated Realty Building, Los Angeles. By general consent action in this matter was deferred one week to enable the Council to ascertain the attitude of the puplic respecting the proposed abandonment of said passenger service* The City Clerk drew attention to the fact that the s#mutes of the regular meeting of the City Council held August 13th, 1930, and recorded at Page J -631, minutes of the proceedings of the City Council of the City of El Segundo, indicate that a resolution discharging the Library Committee and thanking it for services rendered the City of El Segundo, was introduced by Councilman Gerow, who moved its adoption, that the motion to adopt the resolution was seconded by Councilman Krinmmel, and that the said resolution was adopted by the unanimous affirmative vote of the Council, all members being presents that the minutes of the meeting of the City Council held August 13th, 1930, including the record of the passage and adoption of the before mentioned resolution, were duly and regularly approved at a regular meeting of the City Council held August 20th, 1930, and that subsequent to said August 20th, 19300 Councilman Gerow disclaimed authorship of the said resolution and stated that he did not introduce the same or move its adoption, and the City Clerk then asked the Council if it would indicate in what manner it desired to have the minutes of the meeting held August 13th, 1930, corrected. The ensuing discussion substantiated the fact of the introduction and passage of said resolution, but none of the Council members could recall who made the motion to adopt said resolution, or who seconded the motion to adopt same# and when the discussion was terminated, it was moved by Councilman Gerow, seconded by Councilman Selby, that the following resolution be adopted: WHEREAS, the minutes of the proceedings of the City Council of the City of El Segundo, as recorded on Page J -631 of the minutes of the proceedings of said Council, indicate that at a regular meeting of the City Council held August 13th, 1930, Councilman Gerow moved the adoption of a resolution discharging a certain Committee known as "Library Committee", and thanking said Committee for the services it had rendered the City of E1 Segundo, and that Councilman Kri mel seconded the said resolution; AND WHEREAS, this Council and all of the members thereof present at this meeting recall the adoption of the resolution herein referred to, as a matter of fact, but cannot recall which of its members made and seconded the motion to adopt the said resolution; NOW THEREFORE, BE IT RESOLVED, that the minutes of the meeting of the City Council of the City of El Segundo held August 13th, 1930, and recorded at Page J -631, minutes of the proceedings of said Council, be corrected by eliminating the words and characters - 'Moved by Councilman Gerow, seconded by Councilman Krimmel, that the following resolution be adopteds", shown in the 23rd and 24th typewritten lines on said Page and substituting therefor the following words and characters, to -wits "At this time it was duly and regularly moved and seconded that the following resolution be adopteds" The motion to adopt the foregoing resolution was carried by the following rotes Ayes: Councilmen Gerow, Krimmel, Selby and Love. Noess None. Absents Councilman Binder. The Clerk drew farther attention to the fact that Councilman Gerow believes that the resolution terminating the employment of J. F. McCullough as Library Investigator, which was adopted August 13th, 1930, and which is recorded at Page J -631, of the minutes of the proceedings of the City Council of the City of N1 Segundo, and which comprises the entire last paragraph on said page and the first three lines on Page J-633, is in error in that the minute record shows the motion to have been made by Councilman Selby and seconded by Councilman Gerow, whereas the minutes should indicate that said motion was made by Councilman Gerow and seconded by Councilman Selby. Following discussion and consideration of this matter, it was moved by Councilman Krimmel, seconded by Councilman Selby, that that portion of the minute record of the regular meeting of the City Council held August 13th, 1930, which comprises the entire last paragraph recorded at Page J -631 and the first three lines of Page J -633 of the minutes of the proceedings of this Council, be and the same is hereby ordered changed by substituting the name of Councilman Gerow for that of Councilman Selby as the maker of the motion and substituting the name of Councilman Selby for that of Councilman Gerow as the Councilman who seconded the motion. Motion to adopt the foregoing resolution was carried by the following votes Ayers Councilmen Gerow, Krimmel, Selby and Love. Noes: None. Absents Councilman Binder. The Street superintendent reported that Street Department Truck No. 5 needs a new clutch, and he recommended the installation of a 4 speed transmission and new type clutch. Moved by Councilman Gerow, seconded by Councilman Selby, that the installation of a four speed transmission and new type clutch complete on Street Department Ford Truck No. 5, be and the same is hereby authorized, at a total cost of not to exceed $85.00. Carried by the following votes Ayes: Councilmen Gerow, Krimmel, Selby and Love. Noes: None. Absents Councilman Binder. `rhe street Superintendent reported that the white traffic line on Ill Segundo Avenue should be repainted, necessitating the purchase of paint, whereupon it was moved by Councilman Selby, seconded by Councilman Gerow, that the purchase of one barrel of Fuller's white traffic paint, at a total cost of not to exceed $92.50, be and the same is hereby authorised. Carried by the following votes Ayers Councilmen Gerow, Krimmel, Selby and Love. Noes: None. Absents Councilman Binder. The street Superintendent inquired of the Council what work, if any, it desired his Department to perform in connection with the improvement of the park site bounded by Main Street, Mariposa Avenue, Richmond Street and Palm Avenue, and commonly referred to as the Library Park, which was recently acquired by the City. Following consideration of this matter, by general consent the Street Superintendent was instructed to cause to be prepared a plan for the lay -out of the sprinkler system, also to ascertain where the required shrubs may be purchased and the cost thereof, and to report back to the Council respecting these matters. The City Attorney reported receipt of information from the League of California Municipalities to the effect that them is some question whether or not policemen and firemen are covered under the provisions of the WorInen's Compensation Act of the State of California, if these men are called upon to perform certain duties not considered strictly within the scope of the duties imposed by law upon policemen and firemen. The discussion which followed this report brought out the fact that in this municipality the officers and employees thereof do not function solely within their own departments, but that in the interests of efficiency and economy, and in endeavoring to give its citizens a full measure of satisfactory municipal service, all of the officers and employees of the City of Ll Segundo frequently are called upon and do assist with work or duties required to be performed by departments other than those in which they are at the time assigned, and that for this reason all municipal officers and employees should be included, if possible, in any ordinance designed to remedy the condition referred to by the League of California V nicipalities in it& correspondence. The City Attorney stated that he had prepared an ordinance along the lines suggested by the League of California Municipalities, which he would present to this Council for its approval later in the meeting and that he would take the matter up with the Industrial Accident Commission of the State of California to ascertain its attitude respecting legislation of such character. UNFINISHED BUSINESS. None. None. PAYING BILLS. NEW BUSINESS. Councilman Gerow introduced Ordinance No. 172, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, PRESCRIBING CERTAIN ADDITIONAL DUTIES TO BE PER- FORMED BY POLICEMEN AND PIREIU'N AND OTHER OFFICERS AND EMPLOYEES WITHIN SAID CITY, which was read. No further business appearing to be transacted at this meeting, it was moved by Councilman Gerow, seconded by Councilman Selby, that the meeting adjourn. Carried.
