A regular meeting of the City Uounci 1 of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by
George Love, Mayor.
ROLL CALL,
Councilmen Present: Binder, Gerow, Krimmel and Love.
Councilmen Absent: Selby.
READING OF TgNUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 8th day of October,
1930, were read. No errors or omissions appearing, it was moved by
Councilman Binder, seconded by Councilman Gerow, that the minutes
be approved as read. Carried.
VURI T -EN C 016MUNI CATI ONS .
The following communications were read and disposed of as
indicated:
SOUTHERN CALIFOPTTIA EDISON COMPANY, dated October 14th, 1930,
requesting permit for certain pole line construction within the
City of E1 Segundo.
The said communication haaing been received too late to permit
of an investigation prior to this meeting by the Street Superin-
tendent, it was moved by Councilman Gerow, seconded by Councilman
Binder, that Southern California Edison Company be and it is hereby
granted permission to set poles at the following locations, to -wits
NIs Rosecrans Avenue opposite West line of Oak Street
NIS Rosecrans Avenue, 135 ft. West of proposed line of Sepulveda Blvd.
NIS Rosecrans Avenue, 1 Ft.
E/S of proposed line of Sepulveda Blvd., 40 ft. North of Rosecrans Ave.,
provided, however, that before the said permit is granted, the Street
Superintendent make an investigation and approve the application, and
that if approv9d,.shch construction be prosecuted and completed to
the satisfaction of said Street Superintendent. Carried.
EL SE.,GUNDO LODGE NO. 507, F. & A.M., dated October 9th, 1930,
advising that instructions have been given respecting the installation
of large casters on the altar of said Lodge, which altar is used
in the City Hall Auditorium. Ordered filed.
ORAL CCMUMNICATIONS.
An attorney representing Mrs. Mo A. Millard addressed the
Council relative to the correction of certain alleged electrical
wiring defects in certain of the properties owned by her within the
City of E1 Segundo, owing to the fact that the Fire Chief had issued
an order for certain changes to be made in the interest of the
preservation of public peace, health and safety of the City of E1
Segundo. It appearing, after discussion, that the changes ordered by
the Fire Chief were not as far reaching as Mrs. Millard and her
attorney believed, and it appearing also that the property owner was
willing to immediately remedy such hazardous conditions as she might
definitely be advised of, it was agreed that the Fire Chief and
Building Inspector would prepare and submit to her a written memorandum
of the work which they feel should be done at this time.
Mr. Orren H. Meyers, who addressed the Council October la t,
1930, respecting deviation from setback regulations affecting
Lot 5 of Tract 6968, within the City of E1 Segundo, again addressed
the Council respecting the same matter, and by general consent
it was agreed that the Council would meet Mr. Meyers on the
property at or about the hour of 4 :30 o'clock P. M., Thursday,
October 16th, 1930,
REPORTS OF STANDING COMMITTEES.
Councilman Gerow of the Public Works Committee, advised that
in his opinion the structural defect in the municipal warehouse,
affecting the walls adjacent to the doors thereof, should be
corrected, and by general consent the Council agreed to make an
inspection of the building.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES,,
The City Attorney reported having received a copy of an order
of the Railroad Commission of the State of California, granting
permission and authority to Pacific Electric Railway Company to
discontinue its passenger service on its E1 Segundo— Hawthorne line
after ten days notice of such discontinuance has been posted by
the said Railway Company at prominent places along said line.
The City Attorney reported concerning the recent recommendation
of the County Grand Jury that a lavatory be installed in the jail,
to the effect that he could find no law requiring the Council to
comply with the Grand Jury's request. However, he felt that
considering the source of the recommendation, it should be respected.
UNFINISHED BUSINESS.
Moved by Councilman Gerow, seconded by Councilman Krimmel, that
Resolution No. 236, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, ADOPTING "SPRINKLER SPECIFICATIONS
NO. 1 FOR CLOCK CONTROL AUTOLWIC SPRINKLER
SYSTEM IN PROPOSED PARK SITE, BLOCK 85, IN THE
CITY OF EL SEGUNDO, CALIFORNIA" IN AND FOR THE
SAID CITY,
which was read, be adopted. 8arried by the following vote:
Ayes: Councilmen Binder, Gerow, Krimmel and Love.
Noes: None.
Absent: Councilman Selby.
Moved by Councilman Krimmel, seconded by Councilman Binder,
that the following resolution be adopted:
RESOLVED, that that certain map or plat showing
the sprinkler system to be installed in "Library Park,
City of E1 Segundo ", designated and marked as "Plan for
Automatic Control Sprinkler System, Library Park,
City of E1 Segundo, Drawing No. 9293 ", be and the same
is hereby approved by this Council on behalf of said
City, and ordered filed in the office of the City
Engineer of the City of E1 Segundo, Califb rnia.
Motion to adopt the foregoing resolution was carried by the following
vote:
Ayes: Councilmen Binder, Gerow, Krimmel and Love.
Noes: None.

the purchase of an Underwood Typewriter be and the same is hereby authorized
at a cost of not to exceed 4110.00. Carried by the following vote:

Moved by Councilman Binder, seconded by Councilman Gerow, that the
City Clerk be and he is hereby directed to place an order with Southern
California Telephone Company for the discontinuance of telephone service
heretofore furnished the City of E1 SeL'undo at Arizona Drive and Imperial
Highway; for the transfer of Telephone No. 24 from Room No. 103 in the City
Hall of the City of El Segundo to Room No. 104 in said building, said
telephone to be for the use of the Police Department of said City, and for
the installation of a new telephone service in Room No. 103 of the City
Hall of said City for the use of the City Jui €!,e of the City of E1 Segundo.
Carried by the following vote:

customary annual two weeks vacation, be €;-inning October 20th, 1930. Carried.
Moved by Councilman Binder, seconded by Councilman Gerow, that
the 9ity Clerk be and he is hereby authorized and directed to advertise,
as required by law, for bids for two 1 -1/2 ton motor trucks, equipped with
cabs, dump type bodies and dual rear wheels; one of said vehicles to be
used for the collection of garbw-e and one of said vehicles to be used in
transporting rock and other Street Department materials and egj;ipment.

City Clerk be and he is hereby directed to publish in the E1 Segundo
Herald, in the Southwest Builder and Contractor, and in Pacific
Municipalities, notices of the proposed sale by the City of E1 Segundo
of one 15 ton Kelly- Springfield, three - wheel, gasoline propelled road
roller, owned by the City of E1 Segundo and for which said City has no
further use. The proposals or bids to be received up to the hour of
7:15 o'clock P. M., Wednesday, November 26th, 1930. Carried by the
following vote:
Ayes: Councilmen Binder, Gerow, Krimmel and Love.
Noes: None.
Absent: Councilman Selby.
No further business appearing to be transacted at this meeting, it
was moved by Councilman Binder, seconded by Councilman Krimmel, that
the meeting adjourn. Carried.
