A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by
George Love, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Krimmel, Selby and Love.
Councilmen Absent: Binder.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 24th day of September,
1930, were read. No errors or omissions appearing, it was moved by
Councilman Gerow, seconded by Councilman Krimmel, that the minutes be
approved as read. Carried.
WRITTEN COMr117NICAT IONS.
The following communications were read and disposed of as
indicated:
STOCKTON CHAMBER OF CO19MCE, dated September 15th, 19 *309 for
soliciting support for the City of Stockton as the meeting Place
the League of California Municipalities, when its invitation to hold
the 1931 meeting in Stockton is presented to said League in
Convention assembled at Long Beach in October of this year. Ordered
filed.
SANTA CRUZ CHAMBER OF COIU -mCE, requesting that the City of
Santa Crut be given favorable consideration by the representatives
of this City vhen the City of Santa Cruz presents its invitation
for the 1931 Convention of the League of California Municipalities
to the said League in Convention assembled. at Long Beach during
October of this year. Ordered filed.
CITY OF LMMOD, inviting the Mayor and other representatives
of the City of El Segundo to attend a meeting of officials of the
several cities and of the Chambers of Commerce of cities in Southern
California not now members of the Metropolitan Water -District, for
the purpose of considering the water situation in Southern California,
the said meeting to be held at Lynwood City Hall, October 18th, 1930,
at 2 :00 P. M. Action in this matter was deferred one week.
GORDON WHITNALL, President, League of California Municipalities,
calling attention to and urging r. presentation at the Convention of the
League of California Municipalities to be held at Long Beach, October
6th to 11th, 1930. Ordered filed.
ORAL COMMUNICATIONS
Mr. Orren H. Meyers addressed the Council relative to a permit,
which would enable him to construct a dwelling house on Lot 5 of
Tract 6968, in closer proximity to the sidewalk line than
nsthe the
present established setback lines permit. By general
Council agreed to investigate and give consideration to the request.

REPORTS OF OFFICERS AND SPECIAL COMMITTEES•
The City Clerk reported that pursuant to previous instruotions, he
had obtained bids for doing certain painting at the `'ity Hall, the
bids received being as follows, to -wit:

Following consideration of the bids submitted, it was moved by
Councilman K.rimmel, seconded by Councilman Gerow, that the work of
painting all of the exterior trim of the City Hall building and the
City Hall Annex, including all screens, with two coats of lead zink
and linseed oil; all exterior doors of both of said buildings with
two coats of spar varnish; all walls and ceilings in Rooms 103 and
104 in the City Hall with one coat of varnish sizing and two coats
of washable wall paint, and all of the woodwork in each of said rooms
with two coats of inside varnish, be and the same is hereby awarded
to Ed Pearson at the price named in his bid filed with the City Clerk,
to -wit: the sum of $138.609 Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Selby and Love.
Noes: None.
Absent: Councilman Binder.
The City Attorney reported having made a study of Ordinance No.
165, as directed by the Council, and that in his opinion the ordinance
is enforeeable.,whereupon by general consent the Police Department was
instructed to enforce the provisions of Ordinance No. 165 of the City
of El Segundo.
The City Engineer reported that pursuant to instructions of the
Council, he had visited the offices of Cook -Hall and Cornell, respecting
the inspection of nursery stock proposed to be delivered to the City
of E1 Segundo by several nurseries which had submitted bids at an
earlier date, and that in the opinion of the said firm it would be
useless to make such an inspection until the stock had actually been
purchased and delivered. Members of the Council being like
minded, no further action in this regard was taken.
UNFINISHED BUSINESS-
Moved by Councilman Gerow, seconded by Councilman Selby, that
the following resolution be adopted:
RESOLVED, that the City Engineer of the City of
E1 Segundo be and he is hereby authorized and directed
to cause the grading of Block No. 85 of the City of El
Segundo to be done in accordance with that certain
landscape map prepared by Cook -Hall & Cornell, Landscape
Architects, approved by this Council and heretofore
ordered filed in the office of the City Engineer of the
City of E1 Segundo and designated as Map No. 582 -2, said
grading to be done so far as possible by force account
with city employees and city equipment.
Carried by the following vote:
Ayes= Councilmen Gerow, Krimmel, Selby and Love.

Moved by Councilman Selby, seconded by Councilman Krimmel, that
the following resolution be adopted:
RESOLVED, that the City Engineer of the City of
E1 Segundo be and he is hereby authorized and directed
to cause all of the walks and curbs indicated on that
certain map on file in his office and designated as
Map No. 582 -2, to be constructed in Block 85 of the
City of El Segundo, excepting only the curbs and walks
on the North side of Mariposa Avenue and on the East
side of Riohmond Street, this instruction being extended
to cover the purchase of necessary materials and the
performance of the work by force account, with municipal
employees and municipal equipment.
Carried by the following votes
Ayess Councilmen Gerow, Krimmel, Selby and Love.

NEV BUSINESS.
The City Engineer informed the Council that Mr. John J.
Sylvia anticipates the construction of a number of houses on Lot 89
Block 104 of the City of El Segundo, and desired to run a sewer
line to serve all of the houses thereon across this private property,
thence to connect with the public sewer on Walnut Avenue. Con-
sideration of the matter developed a number of undesirable situations
which might arise, following which it was moved by Councilman Gerow,
seconded by Councilman Selby, that the following resolution be
adopted:
WHEREAS, application has been made to this Council
for permission to construct across private properties,
a certain sewer line to connect with the municipal sewer
system of the City of El i{egundo, California;
AND WHEREAS, in view of the possible future compli-
cations which would arise with reference to said particular
line, and with reference to any line connected with said
public sewer system, which was not located in the public
streets or thoroughfares;
AND N S, this Council is therefore not disposed to
grant said application or any such application and deems
that it should declare a policy for the information of
property owners within said City with reference to such
matters;
NOW THEREFORE, the City Council of the City Of El
Segundo, California, does hereby resolve that the policy
of the said Council will be to refuse permission for the
connection of sewer services to the City sewer system,
which services are connected to private mains extending
across private properties over which the City has no
jurisdiction; provided, however, that nothing herein
contained shall be construed as preventing the connection
to the municipal sewer system of individual services from
Individual properties nor as
preventing the Council from granting special permits in
extraordinary cases, where enforcement of the policy
hereby outlined would work great, unusual or unnecessary
hardship.
Motion to adopt the foregoing resolution was carried by the following
vote:
Ayes: Councilmen Gerow, Krimmel, Selby and Love.
Noes: None.
Absent: Councilman Binder.
Moved by Councilman Krimmel, seconded by Councilman Gerow,
that E1 Segundo Fire Department be and it is hereby granted permission
to appropriate for its uses the canvas formerly used as a floor
covering in the City Hall Auditorium, and to have the same out
into desirable size and appropriately treated for salvage use
in fire department work, all at a total cost of not to exceed
430.00. Carried by the following vote:
Ayes: Councilmen Gerow, griumel, Selby and Love.
Noes: None.
Absent: Councilman Binder.
No further business appearing to be transacted at this meeting,
it was moved by Councilman Selby, seconded by Councilman Gerow,
that the meeting adjourn. Carried.
