1930 MAY 29 CC MINJ 5at E1 Segundo, California. May 29 th, 19 30 . An adjourned regular meeting of the City Council of the City of El Segundo, California, was called to order at 4:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by George Love, Mayor. ROLL CALL. Councilmen Present: Gerow, Krimmel, Selby and Love. Councilmen Absent: Binder, READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 23rd day of May, 1930, were read. No errors or omissions appearing, it was moved by Councilman Gerow, seconded by Councilman Krimmel, that the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications were read and disposed of as indicated: SOUTHERN CALIFORNIA EDISON CO., dated May 23rd, 1930, asking permission to replace certain poles and to set a new pole, all in locations set forth in the said written request. The application having been approved by the Street Superintendent, it was moved by Councilman Selby, seconded by Councilman Gerow, that Southern California Edison Company be and it is hereby granted permission to replace Pole No. 70262 -E in the alley East of Arena St., 90 ft. No. of El Segundo Ave. TM " 79260 —E " „ " " „ " '* 130 " So. of Franklin Ave. TM " 70259 -E " " " " " " " 1-" No. of Franklin Ave. " " 702584 " n » 176 " No. of Franklin Ave., and to set a new pole in the alley East of Arena Street, approximately 50 ft. South of the Alley South of Grand Avenue, provided all of said work herein authorized to be performed shall be prosecuted and completed to the satisfaction of the Street Superintendent of the City of E1 Segundo. Carried. Councilman Binder appeared at the meeting at this time, the hour being 4:20 o'clock P. M., and he immediately took his seat at the Council table. LOS ANGELES COUNTY CITIZENS CaW TTEE, by F. A. Bavghan, Secretary, dated 14W 23rd, 1930, advising of a meeting of the California Commission on County Rome Rule sometime during the month of July, 1930, at one of the beach cities, requesting that the City of E1 Segundo be represented thereat and soliciting a contribution of $25.00 to use in defraying the expense of said meeting. By general consent the matter was taken under advisement. RALPH D. CORNELL, Landscape Architect, dated May 26th, 1930, expressing appreciation of the Council's decision to employ the firm of Cook, Hall and Cornell for the landscaping design of E1 Segundo's pro- posed park and requesting a conference be arranged with the Council in its entirety for a more definite discussion of the City's program requirements before said firm actually starts on the plan work. Mr. Cornell being present at this meeting, action respecting the said letter was not required. REPORTS OF STANDING CC&MITTEES. None. REPORTS OF OFFICERS AND SPECIAL CCL MITTEES. The City Clerk reported that E1 Segundo Lodge No. 435, I.O.O.F., had requested permission to use the City Hall Auditorium on the evenings of May 29th and June 14th, 1930, and upon motion of Councilman Krimmel, seconded by Councilman Gerow, which carried unanimously, this permission was granted, with instruction that the custM&W rental charge of $3.75 per night be made against the lodge for the use of the hall on each of said nights. The Street Superintendent reported respecting the injury on May 6th, 1930, of J. Zivlaic, an employee of the Street Department and that said employee is now confined in the Methodist Hospital under the care of surgeons of the State Compensation Insurance Fund. The Street Superintendent reported that on May 27th, 1930, his Assistant, Mr. J. A. Macdonald discovered Mrs. Arvilla E. Wheeler in the act of mutilating a camphor tree plated in the parking on the South side of Holly Avenue East of the alley West of Concord Street, by severing the top thereof. In view of the fact that the parkings in the public streets of the City of El Segundo are municipal property, and in view of the further fact that trees have been planted therein throughout the City for the purpose of beautification of the City and at considerable expense to the tax payers of the City of El Segundo, and in view of the fact that the damage sustained by the tree is such that the tree will never conform in appearance to others planted in the same street, it was moved by Councilman Gerow, seconded by Councilman Krimmel, that the City Clerk be and he is hereby directed to address a communication to Mrs. Arvilla E. Wheeler, advising her that she will be required to replace the said tree - with another of the same kind and size and which will be satisfactory to the City of El Segundo, or to relaburse the City for the cost and expense of making such replacement. The motion was adopted by the unanimous vote of the Council. Moved by- Councilman Krimmel, seconded by Councilman Binder, that Ordinance No. 1680 entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, DECLARING THE INTENTION OF THE COUNCIL OF SAID CITY TO CALL AN ELECTION IN THAT PART OF THE CITY OF EL SEGUNDO CONTAINED WITHIN THE BOUNDARIES OF THE PRO- POSED MUNICIPAL IMPROVELMNT DISTRICT TO BE KNOWN AS "ACT OF 1927 MUNICIPAL IMPROVEMENT DISTRICT N0, 1 OF THE CITY OF EL SEGUNDO" FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS OF SAID DISTRICT A PROPOSITION AUTHORIZING THE ISSUANCE AND SALE OF BONDS OF SAID DISTRICT, which was introduced and read at a regular meeting of the City Council held on the 23rd day of May, 1930, and reread at this meeting, be adopted. Absent= None. -Moved by Councilman Gerow, seconded by Councilman Selby, that Ordinance No. 169, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, DECLARING VACANT FOR PUBLIC STREET PURPOSES A CERTAIN PORTION OF EUCALYPTUS DRIVE; A CERTAIN PORTION OF PALM AVENUE; A CERTAIN PORTION OF STANDARD STREET; A CERTAIN PORTION OF THE PUBLIC ALLEY LYING SOUTHERLY OF PALM AVENUE, AND EXTENDING EASTERLY THROUGH BLOCK EIGHTY - SEVEN, OF EL SEGUNDO, SHEET NO. 3, AS PER MAP RECORDED IN BOOK 20, AT PAGES 22 AND 23 OF MAPS, RECORDS OF LOS ANGELES COUNTY, CALIFORNIA, FROM STANDARD STREET; THAT CERTAIN PUBLIC ALLEY LYING SOUTHERLY OF PALM AVENUE AND EXTENDING WESTERLY I- THROUGH BLOCK 86, AS PER SAID MAP, FROM THE WESTERLY LINE OF STANDARD STREET TO THE EASTERLY LINE OF MAIN STREET; THAT CERTAIN PUBLIC ALLEY LYING SOUTHERLY OF PALM AVENUE AND EXTENDING WESTERLY FROM THE WESTERLY LINE OF MAIN STREET TO THE EASTERLY LINE OF RICHMOND STREET THROUGH BLOCK 85 AS PER SAID MAP; THAT CERTAIN PUBLIC ALLEY LYING EASTERLY OF RICHMOND STREET, AND EXTENDING NORTHERLY FROM THE NORTHERLY LINE OF MARIPOSA AVENUE THROUGH BLOCK 85, AS PER SAID MAP, TO THE SOUTHERLY LINE OF THAT CERTAIN PUBLIC ALLEY LYING SOUTHERLY OF PALM AVENUE IN SAID BLOCK 85, RECORDED AS AFORESAID; THAT CERTAIN PUBLIC ALLEY LYING EASTERLY - -OF MAIN STREET AND EXTENDING NORTHERLY THROUGH BLOCK 86, AS PER SAID MAP, FEW THE NORTHERLY LINE OF MARIPOSA AVENUE TO THE SOUTHERLY LINE OF THAT CERTAIN PUBLIC ALLEY LYING SOUTHERLY OF PALM AVENUE IN SAID BLOCK 86, RECORDED AS AFORESAID; ALL WITHIN THE SAID CITY, AS CONTEMPLATED BY RESOLUTION OF INTENTION NO, 228, which was introduced at a regmlar meeting of the City Council held on the 25rd day of May, 1930, and reread at this meeting, be adopted.
