1930 MAR 21 CC MINE1 Segundo, Cal ifo mia. March 219t, 1930. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7 :00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by George Love, Mayor. ROLL CALL. Councilmen Present: Binder, Krimmel, Selby and Love. Councilmen Absent: Gerow. READING OF MINUTES OF PREVIOUS MEETINGS. The minutes of the regular meeting held on the 14th day of March, 1930, were read. No error or omission being noted, it was moved by Councilman Selby, seconded by Councilman Krimmel, that the minutes be approved as read. Carried. The minutes of the adjourned regular meeting held on the 18th day of March, 1930, were read without error or omission appearing, and were approved as read, upon motion of Councilman Binder, seconded by Councilman Selby, which carried. SPECIAL ORDER OF BUSINESS. The hour of 7 :15 o'clock P. M. at this meeting having heretofore been set os the time and date for the receiving of bids on one discharge deep well, turbine centrifugal pump and equipment according to Specifi- cations No. 1 for Deep Well Pump for No. 3 Fresh `'dater Well in the City of E1 Segundo; also for drilling one fresh water well to be known as Fresh Water Well No. 3 according to Specifications No. 2 for Fresh Water Well No. 3 of the City of El Segundo, all as advertised for according to law, pursuant to previous action of this Council, the Mayor announced the arrival of the hour of 7:14 o'clock P. M., and asked if there were any person or persons present who desired to file bids for furnishing the said materials and equipment, or for doing the work hereinbefore mentioned. The hour of 7:15 o'clock P. M. having arrived and all bids being in, the Mayor announced the reception of bids for furnishing the City of E1 Segundo with one discharge deep well turbine centrifugal pump and for the drilling of Fresh Water Well No. 3, all as advertised for, closed. The City Clerk thereupon announced that five bids had been received for furnishing the City of E1 Segundo with one discharge deep well turbine centrifugal pump and that two bids had been received for the drilling of Fresh Water Well No, 3. It was thereupon moved by Councilman Binder, seconded by Councilman Krimmel, that the Council proceed to open, examine and publicly declare, in the order named by the Clerk, all of the bids received for furnishing the City of E1 Segundo one pump and equipment and for drilling one fresh water well, as heretofore advertised for by this Council. Carried. The Council thereupon proceeded to open, examine and publicly declare all of the bids received for furnishing the City of El Segundo one discharge deep well turbine centrifugal pump, which said bids were found by said Council to be as follows, to -wit: Bid of FAIRBANKS, MORSE & CO., bn "regular form, therefor, 'prepared by the City Engineer of the City of E1 Segundo, as follows: ITEM N0. 1 - ONE HUNDRED THIRTY DOLLARS AND 80%100 (130.80) ITEM NO. 2 - TWO THOUSAND SIX HUNDRED NINETEEN DOLLARS, ($2619.00) J463 Said bid was accompanied by descriptive matter, curve sheet and Bulletin, illustrating and describing Fairbanks-Morse-Price deep well turbine pump in detail. Said bid was also accompanied by Certified Check No. 7344, drawn on the Citizens National Trust and Savings Bank of Los Angeles, payable to City of E1 Segundo, in the sum of $275.00. Bid of PEERLESS PUMP COMPANY, on regular form therefor prepared by the City Engineer of the City of El Segundo, as follows: ITEM 19 - ONE HUNDRED TWENTY DOLLARS - - - - - - - - - - - - ($120900) ITEM 2. - TWENTY EIGHT HUNDRED SEVENTY FIVE AND 40100 - - (2875.40) Said bid was accompanied by Bidders proposal form, descriptive data and bulletins describing equipment proposed to be furnished. Said bid was also accompanied by Cashiers Check No. 1607, drawn on the Bank of America, payable to City of E1 Segundo in the sum of $320.00. Bid of LAYNE & BOWLER, on regular form therefor, prepared by the City Engineer of the City of E1 Segundo, as follows: ITM! NO. 1 - NINETY AND N01100 DOLLARS - - - - - - - - - - - (90.00) ITEM NO. 2 - THIRTY THREE HUNDRED FIFTY AND N01100 DOLLARS ($3350.00) Said bid was accompanied by an explanatory letter, which is dated March 21st, 1930, and which said letter contains an alternate proposal, in words and figures as follows, to -wit: "We are pleased to offer the following proposition in accordance with your specifications to operate at a speed of 960 RPM, as follows: One .. 11 stage, 14" type DMC, Layne & Bowler deep well turbine pump with sufficient column to place the bottom of the pump bowls 220 feet below the surface of the ground. Bottom of bowls to be equipped with 16 feet of suction pipe the last 3 feet to form a perforated strainer. Pump head to be our latest design Hollow Shaft, Top Drive construction, arranged to receive One .. 50 H. P., 6 pole, 440 volt, 50 cycle Hollow Shaft, across - the -line type vertical motor. Wiring will consist of ONE all steel enclosed panel board in which is mounted entrance switch, Oise block, test lugs, etc., equipped with magnetic starter which has overload and low voltage protection. PERFORMANCE: We are submitting herewith characteristic curve sheets No* 1693.3 -16D and No. 1857.3 -6, showing the operation of this pump. PRICE: Price of this pump including motor, starter, wiring, panel board and derrick, delivered, erected and installed on concrete foundations, is $3350.00. This price is subject to a discount of 5% for cash within thirty days from date of shipment. Prices are segregated as follows: Pump only, $2664.00. Starter, Panel Board and wiring, $129.00. Motor only, $467.00. Derrick, $90.00. SPECIFICATIONS: Specifications on this pump are the same as the preceeding proposal, with the exception that the bowls will be our type 14" DMC, 11 stages, with a maximum outside diamter of 13-1". Said bids were accompanied by descriptive matter, blue prints and catalogue. Said bids were also accompanied by Certified Check No. 8143, drawn on the Bank of American of California, payable to the City of El Segundo, in the sum of $350.00. Bid of KIM.,LL -KROGH PUMP CO., on regular form therefor, prepared by the City Engineer of the City of El Segundo, as followst ITEM 1. ONE HUNDRED THIRTY TWO DOLLARS AND TWENTY *FIVE CENTS ($132.25) ITEM 2. TWO THOUSAND EIGHT HUNDRED TWENTY FIVE DOLLARS (2825.00) Said bid was accompanied by an explanatory letter, curve sheet and pamphlet, describing equipment proposed to be furnished. Said bid was also accompanied by Bidder's Bond in the sum of $300.00, with the Hartford Accident and Indemnity Company as Surety and Kimball -Krogh Pump Company as Principal. Bid of Pomona Pump Co., as follows, to -wit: "We are pleased to hand you our proposal to furnish a Pomona Water Lubricated Turbine Pump in accordance with your specifications as per your Notice to Bidders of March 3rd. Our Proposal No. 1 is for a complete installation in- cluding pump, Pomona - Westinghouse unidrive discharge head, all steel switch panel with cross the line type starter, completely installed for . . . . . . . . . . . .$2830.00 If you desire hand compensator instead of cross the line starter, add . . . . . . . . . . . . . . . . $64.00. DELIVERIES Delivery of the unidrive installation can be made within 6 days from receipt of order. Delivery of the pump only with flexible coupling can be made within 6 days from receipt of order. In fact, any of the above equipment quoted on can be furnished within 6 days with the exception of a solid shaft vertical motor, which would require 8 to 9 weeks. J 467 PRICES All of the above prices include all installation labor, and are subject to 5% discount for cash within 30 days from date of shipment. Prices are also subject to acceptance on or before March 31st, 19300 Prices include the services of a service manager for testing the pump, but if a well test is required, the price would be 25% of the purchase price of the equipment where complete repossession of the pump by us is required". Said bid was accompanied by Proposals No. 1 and No. 2. Said bid was also accompanied by Certified Check No. M 3505, drawn on First National Bank of Pomona, payable to City of E1 Segundo, in the sum of $285.00. Moved by 8ouncilman Binder, seconded by Councilman Selby, that when this meeting adjourns, it adjourn until 7 o'clock P. M., Wednesday, the 26th day of March, 1930, and that all of the bids received for furnishing the City of E1 Segundo one discharge, deep well, turbine centrifugal pump and equipment be taken under advisement until the hour of 7:05 o'clock P. M. at said meeting. Carried. The Council thereupon proceeded to open, examine and publicly declare all of the bids received for drilling one fresh water well for the City of El Segundo, to be known as Fresh Water Well No. 3, which said bids were found by said Council to be as follows, to -wits Bid of Eugene B. Fish on regular form therefor, prepared by the City Engineer of the City of E1 Segundo, as follows: "Six Dollars and twenty four cents ($6.24) per lineal foot for 16 inch well, measured from the surface of the ground to the bottom of the 16 inch casing ". Said bid was accompanied by Certified Check No. 5592, drawn on the Farmers and Merchants National Barak of Los Angeles, payable to the City of E1 Segundo in the sum of N1245.25. Bid of Southern California Well Drilling Corp., as follows: "Our bid on Fresh Water Well No. 3, under our regular contract, as per your plans and specifications, is as follows: From surface to 275 feet, per foot $8.35 From 275 feet to 375 feet, der foot 5.85 We to make the test with a turbine pump with a capacity of 600 gallons per minute, with bowls set at about two hundred twenty feet from the surface. The bid is made with the understanding that the City of E1 Segundo is to string electric wires to site of well, ready to connect to motor for making test". Said bid was accompanied by Bidder's Bond in the sum of $350.00, with Southern California Well Drilling Corporation, as Principal, and the National Surety Company, as surety. Thereafter it was moved by Councilman Krimmel, seconded by Councilman Selby, that all of said bids be taken under advisement until the hour of 7:10 o'clock P. M., Wednesday, March 26th, 1930. Carried. WRITTEN COEM- NICATIONS. The following communications were read and disposed of as indicated: THE SILVA - BERGTHOLDT COMPANY, dated March 19th, 1930, quoting prices on various quantities and sizes of oriental planes (European Sycamore), which, according to the writer has become the standard ornamental shade tree in California. Ordered filed. JONES DECORATING COMPANY, dated March 19th, 1930, soliciting the opportunity to bid upon flag pole for erection in the proposed municipal park site. Ordered filed. CALIFORNIA SEWAGE WORKS ASSOCIATION, dated March 17th, 1930, announcing its meeting to be held at Sacramento, April 21st and 22nd, 1930. Ordered filed. ARCHER BLOW PIPE AND INCIN' -RATOR CORPORATION, Ltd., advising of its successful installation of a steel, brick -lined incinerator and requesting an opportunity to make an installation for this City. Ordered filed. GEORGE H. WOOD, Chairman, Accounting, Budgets and Finance Committee, of the School of Citizenship and Public Administration Short Course of the University of Southern California, dated March 15th, 1930, calling attention to the 3rd Annual Short Course, to be held at said University, April 14th to 19th, 1930. Ordered filed. ASSOCIATION OF CITY PLANNERS OF LOS ANGELES COUNTY, dated March 19th, 1930, recommending that this City officially change the name of Collingwood Street to Imperial Highway and advising that other jurisdictions through which the said highway passes have received a similar request. By general consent the Clerk was instructed to advise said Association, that upon receipt of information that the jurisdictions East of the City of E1 Segundo, through which the said highway passes, have complied with the request, that this City will take action required to conform. None . None. ORAL CONAaIUNICATIONS. REPORTS OF STANDING COMMITTEES. REPORTS OF OFFICERS & SPECIAL COMMITTEES. Mr. J. F. McCullough, heretofore employed to make a special investigation end report concerning library service now being furnished the City of El Segundo, made a verbal report of progress, which he stated would be filed in writing in the very near future. The City Clerk announced receipt of a request from Ida J. Patterson and Samuel B. Patterson, for the segregation of a certain assessment here- tofore levied against Lot 10, Block 104, E1 Segundo, for the construction of lateral sewers in Lateral Sewerage District No. 2 within the City of E1 Segundo. It appearing that the segregation as asked for would in no way impair the security of the bond issued to represent the assessment against the said lot, it was moved by Councilman Krimmel, seconded by Councilman Selby, that Resolution No. 225, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, Cias,IFORNIA, ACQUIESCING IN THE REQUEST OF THE OTVNERS OF CERTAIN PROPERTY WITHIN SAID CITY TO THE SEGREGATION OR DIVISION OF CERTAIN ASSESSMENT LEVIED UPON THE PROPERTY OF SUCH OWNER, FOR THE CONSTRUCTION OF LATERAL SEWERS IN LATERAL SEWERAGE DISTRICT NO. 2 WITHIN SAID CITY, AS PROVIDED FOR UNDER RESOLUTION OF INTENTION N0. 134 OF THE BOARD OF TRUSTEES (NOW CITY COUNCIL) OF SAID CITY, which was read, be adopted. Carried by the following vote: Ayes: Councilmen Binder, Krimmel, Selby and Love. Noes: None. Absent: Councilman Gerow. The Chief of Police advised the Council that on March 16th, a Ford Touring oar, being driven by J. H. Friel, residing at No. 230 Arena Street, E1 Segundo, had collided with the Dodge touring car of the City of El Segundo, causing slight damage to both automobiles. The Vehicle Accident Report on file in the Police Department respecting the said accident, indicates that the automobile of the City had been stopped on the South side of El Segundo Avenue to enable �hg ggoliae officer to post warnings during a rain storm, and that th� �iigrovehicle, approaching the Dodge from the rear, did not observe the same until fairly close to it and that applying his brakes, caused his machine to skid into the City's machine. The Chief of Police announced that he had had the City's automobile repaired at a cost of 416.00, which action, by general consent, received the approval of the Council. NE'sff BUSITITESS. None. No further business appearing to be transacted at this session, it was moved by Councilman Binder, seconded by Councilman Selby, that the meeting adjourn until Wednesday, the 26th day of March, 1930, at the hour of 7:00 o'clock P.
